L.-33004/99 सी.जी.-डी.एल.-अ.-31052024-254465 xxxGIDHxxx CG-DLxx-xEG-I3D1E0x5x2x0 24-254465 असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 277] नई दिल्ली, िुक्रिार, मई 31, 2024/ज्य ष्े ठ 10, 1946 No. 277] NEW DELHI, FRIDAY, MAY 31, 2024/JYAISHTHA 10, 1946 जित्त मत्रं ालय (आर्थकि काय िजिभाग) अजधसचू ना नई दिल्ली, 29 मई, 2024 सा.का.जन. 298(अ).—राष्ट्रपजत, संजिधान के अनच्ु छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करते हुए, और जित्त मंत्रालय, आर्थिक कायि जिभाग, अपर बिट अजधकारी भती जनयम, 2020 का अजधक्रमण करते हुए, उन बातों के जसिाए, जिन्ह ें ऐस े अजधक्रमण से पूिि दकया गया ह ै या करन े का लोप दकया गया ह,ै आर्थिक कायि जिभाग, जित्त मंत्रालय म ें अपर बिट अजधकारी के पि पर भती की पद्धजत को जिजनयजमत करने के जलए जनम्नजलजखत जनयम बनाती ह,ैं अथाित:् - 1. संजिप्त नाम और प्रारंभ.–(1) इन जनयमों का संजिप्त नाम जित्त मंत्रालय, आर्थिक काय ि जिभाग, अपर बिट अजधकारी भती जनयम, 2024 ह।ै (2) ये रािपत्र में उनके प्रकािन की तारीख से लागू होंगे। 2. पिों की सख्ं या, िगीकरण और िते न-मट्रै रक्स म ें स्ट्तर.–उि पि की संख्या, उसका िगीकरण और उसके साथ सलं ग्न िेतन-मैट्ररक्स में स्ट्तर, इन जनयमों के साथ सलं ग्न अनुसूची के स्ट्तंभ (2)से (4)में जिजनर्िष्टि दकए गए अनुसार होगा। 3. भती की रीजत, आय-ु सीमा, अन्य अहति ाए ं आदि.–भती की रीजत, आय-ु सीमा, अहति ाए ं और उि पि से संबंजधत अन्य मामले उि अनुसूची के स्ट्तंभ (5) से (13) में जिजनर्िष्टि दकए गए अनुसार होंगे। 3306 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. जनरहति ा.–िह व्यजि,- (क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजित है, जििाह दकया ह,ै या (ख) जिसने अपने पजत या अपनी पत्नी के िीजित रहते हुए दकसी व्यजि स े जििाह दकया है, उि पि पर जनयुजि का पात्र नहीं होगााः परंत ु यदि केंद्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पिकार को लागू स्ट्िीय जिजध के अधीन अनज्ञु ेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितनि से छूट िे सकेगी। 5. जिजथल करन े की िजि.–िहााँ केन्द्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके तथा संघ लोक सेिा आयोग स े परामि ि करके, इन जनयमों के दकसी उपबंध को दकसी िगि या प्रिगि के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी। 6. व्यािृजत्त.–इन जनयमों की कोई बात, ऐसे आरिण, आय-ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केंद्रीय सरकार द्वारा इस संबंध म ें समय-समय पर जनकाले गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछडे िगों, भूतपूि ि सैजनकों और अन्य जििषे प्रिग ि के व्यजियों के जलए उपबंध करना अपेजित ह।ै अनसु चू ी पि का नाम पि की संख्या िगीकरण िते न-मट्रै रक्स म ें चयन पि या गरै - सीधी भती हते ु स्ट्तर चयन पि आय ुसीमा (1) (2) (3) (4) (5) (6) अपर बिट अजधकारी 1* सामान्य केंद्रीय िेतन-मैट्ररक्स में चयन पि लागू नहीं होता सेिा, समूह ‘क’, स्ट्तर-12 (78800 (2024) रािपजत्रत, – 209200 रुपए) *कायिभार के अनुसजचिीय आधार पर पट्ररितिन दकया िा सकता ह।ै सीधी भती हते ु अपजे ित क्या पिोन्नत व्यजियों के पट्ररिीिा की अिजध, यदि भती का तरीका, क्या भती सीधी ििै जणक एि ंअन्य अहति ाएं मामल े म ें सीधी भती हते ु कोई हो भती या पिोन्नजत या जनधाट्रि रत आयु सीमा और प्रजतजनयजु ि/आमले न द्वारा की गई ििै जणक अहति ाएं लाग ूहोंगी है तथा जिजभन्न जिजधयों द्वारा भरी िान े िाली ट्ररजियों का प्रजतित (7) (8) (9) (10) लागू नहीं होता लागू नहीं होता लागू नहीं होता प्रोन्नजत द्वारा 100% , ऐसा न होने पर प्रजतजनयुजि की िाएगी प्रोन्नजत या प्रजतजनयजुि/आमले न द्वारा जनयजु ि के मामल े म,ें यदि जिभागीय प्रोन्नजत सजमजत है, िो जस्ट्थजतया ं जिनम ें भती हते ु िो ग्रेड जिसमें प्रोन्नजत या प्रजतजनयजु ि/आमले न दकया तो उसकी संरचना क्या ह ै सघं लोक सिे ा आयोग स े िाएगा परामि िदकया िाएगा (11) (12) (13) प्रोन्नजत: जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत संघ लोक सेिा आयोग के साथ उप-जनििे क (बिट एिं लेखा) िेतन मैट्ररक्स के स्ट्तर-11 पर जिचार हते )ु म ें जनम्नजलजखत परामिि अपेजित नहीं ह।ै (67700-208700 रुपए) में पााँच िषि की जनयजमत सेिा के अजधकारी िाजमल होंग े:- साथ। 1. अध्यि या सिस्ट्य, संघ लोक सेिा आयोग (अध्यि)[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 2. अपर सजचि / संयुि सजचि प्रजतजनयजु ि: (प्रिासन) या समकि, आर्थिक कायि जिभाग (सिस्ट्य) केंद्रीय सरकार/राज्य सरकार या संघ राज्य िेत्र के अजधकारी: - 3. अपर सजचि / संयुि सजचि (बिट) या समकि, आर्थिक कायि (क) (i) मूल संिगि या जिभाग में जनयजमत आधार पर सििृ जिभाग (सिस्ट्य) पि धारण दकए हों; या (ii) मूल संिगि या जिभाग में िेतन िेतन-मैट्ररक्स स्ट्तर 11 या समतुल्य पि पर (67700-208700 रुपए) जनयुजि के पश्चात पि पर जनयजमत रूप से पााँच िषि की सेिा की हो; और (ख) जिन्होंने सजचिालय प्रजििण और प्रबंधन संस्ट्थान (आईएसटीएम) द्वारा संचाजलत रोकड एिं लेखा कायि म ें प्रजििण प्राप्त दकया हो और बिट कायि एिं लेखा प्रदक्रया एि ंपद्धजतयों में पााँच िषि का अनुभि प्राप्त हो; अथिा केंद्रीय सरकार के अधीन दकसी भी केंद्रीय संगट्रठत लेखा सेिा के अजधकारी: (i) मूल संिगि या जिभाग में जनयजमत आधार से सििृ पि धारण दकए हों; या (ii) मूल संिगि या जिभाग में िेतन-मैट्ररक्स स्ट्तर 11 या समतुल्य पि पर (67700-208700 रुपए) में जनयुजि के पश्चात पि पर पााँच िषि की जनयजमत सेिा की हो। ट्रटप्पण 1: प्रजतजनयुजि की अिजध, जिसमें केंद्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजि स े ठीक पहले धाट्ररत दकसी अन्य संिगि-बाह्य पि पर प्रजतजनयुजि की अिजध िाजमल ह,ै साधारणतया चार िषि से अजधक नहीं होगी। प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु सीमा आिेिन प्राप्त करने की अंजतम तारीख को 56 िषि से अजधक नहीं होनी चाजहए। ट्रटप्पण 2: फीडर िगि के िो जिभागीय अजधकारी िो प्रोन्नजत की सीधी पंजि में ह,ैं को प्रजतजनयजु ि के आधार पर जनयुजि हते ु योग्य नहीं माना िाएगा। इसी प्रकार, प्रजतजनयुजि पर तैनात कार्मिकों को प्रोन्नजत द्वारा जनयुजि हते ु पात्र नहीं माना िाएगा। ट्रटप्पण 3: िहााँ ऐसे कजनष्ठ अजधकाट्ररयों जिन्होंने अपनी अहकि या पात्र सेिा पूणि कर ली ह ै और उन्ह ें प्रोन्नत दकए िाने पर जिचार दकया िा रहा ह,ै िहां उनके िट्ररष्ठ अजधकाट्ररयों पर भी प्रोन्नजत हते ु जिचार दकया िाएगा, परंतु दक उन्होंने ऐसी अहकि या पात्र सेिा के आधे से अजधक अथिा िो िषि, िो भी कम हो, की अपेजित अहकि या पात्र सेिा पूणि कर ली ह ै तथा अपन े उन कजनष्ठ अजधकाट्ररयों, जिन्होंने पहले से ही ऐसी अहकि या पात्र सेिा पूणि कर ली है, के साथ अगले उच्चतर ग्रेड में प्रोन्नजत हते ु पट्ररिीिा अिजध को सफलतापूििक पूणि कर जलया है। [फा.स.ं ए.12011/2/2019-प्रिा.Iक(भाग)] अपणाि भाट्रटया, सलाहकार MINISTRY OF FINANCE (Department of Economic Affairs) NOTIFICATION New Delhi, the 29th May, 2024 G.S.R. 298(E).—In exercise of the powers conferred by proviso to article 309 of the Constitution, and in supersession of the Ministry of Finance, Department of Economic Affairs, Additional Budget Officer Recruitment Rules, 2020, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Additional Budget Officer in the Department of Economic Affairs, Ministry of Finance, namely: -4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 1. Short title and commencement.–(1) These rules may be called the Ministry of Finance, Department of Economic Affairs, Additional Budget Officer Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.–The number of the said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, other qualifications, etc.–The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.–No person, - (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.–Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.–Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note 1: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the central government shall ordinarily not exceed four years. The maximum age-limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications. Note 2: The departmental officers in the feeder category who are in direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 3: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.
