2. केंद्रीय मोटर य़ान जनयमावली (सीएमवीअर), 1989 (आसके बाद ईि जनयमों के रूप म ेंईजल्लजखत) में, जनयम 2 म,ें खंड (जडे डी) के पश्चात् जनम्नजलजखत खडं (जेडइ) और (जडे एफ) ऄंत:स्ट्थाजपत दकए जाएंग,े ऄथागत्:- “(जेडइ) मोटर यान के “नए मॉडल” से ता‍पयग ऐसे वाहन मॉडल से ह,ै जो जनयम 126 के ऄंतगगत ऄजधसूजचत दकसी भी परीक्षण एजेंसी से सीएमवीअर प्रकार ऄनुमोदन प्रमाणपत्र प्राप्त करता ह,ै जो सीएमवीअर के दकसी नए जनयम के कायाग्‍वयन की जतजथ को या ईसके बाद होता ह,ै जजसके जलए नए मॉडल के जलए ऄलग जतजथ दी गइ ह ै और “नया मॉडल” नए जनयम की ऄपेक्षाओं को परू ा करेगा। (जडे एफ) मोटर यान के "मौजदू ा मॉडल" स े ता‍पय ग ऐसे वाहन मॉडल स े ह ै जजसे नए जनयम के कायाग्‍वयन की प्रारंजभक जतजथ से पहल े ही टाआप ऄनुमोददत दकया जा चुका ह ै और ईन "मौजूदा मॉडलों" को मौजूदा मॉडलों के जलए नए जनयम में ऄजधसूजचत एक ऄलग जतजथ स ेनए जनयम की ऄपेक्षाओं को परू ा करने की ऄनुमजत दी जाएगी। 3. ईि जनयम म,ें जनयम 93 के ईप-जनयम (1)(ख) म,ें मद (i) के स्ट्थान पर जनम्नजलजखत मद (i) प्रजतस्ट्थाजपत की जाएगी, ऄथागत:्- "ररयर व्यू जमरर, या ऄप्र‍यक्ष दजृ ि के जलए ईपकरण, या गाड ग रेल या ददिा सूचक रब-रेल (रबर बीडडग) जजसकी बॉडी या साआड फुट स्ट्टेप के प्र‍येक तरफ ऄजधकतम 20 जमलीमीटर की मोटाइ हो, या ब्लाआंड स्ट्पॉट सूचना प्रणाली, मूडवग ऑफ सूचना प्रणाली अदद जसै े ईन्नत चालक सहायता प्रणाजलयों के जलए ईपयोग दकए जाने वाल े ईपकरण को ईनके अवरण सजहत मोटर वाहन की समग्र चौड़ाइ मापने म ें जवचार नहीं दकया जाएगा। ईपरोि ईपकरण जनधागररत अयाम के भीतर होने चाजहए, यदद संबंजधत मानकों म ेंऐसा जनर्ददि दकया गया हो।" 4. ईि जनयमावली म,ें जनयम 96 के ईप-जनयम (4) म,ें मद (ii) म,ें तीसरे पर्‍तुक के पश्चात ् जनम्नजलजखत पर्‍तुक ऄंतःस्ट्थाजपत दकया जाएगा, ऄथागत्:- "यह भी प्रावधान ह ै दक पांचवें परंतुक के पश्चात जनम्नजलजखत परंतुक ऄंत:स्ट्थाजपत दकया जाएगा, ऄथागत्:- “यह भी प्रावधान ह ै दक नय े मॉडलों के मामल े में 1 ऄप्रलै , 2026 को और ईसके बाद जनर्ममत वाहनों की एन1 श्रेणी के जलए एंटी-लॉक ब्रेककग के ऄलावा ऄ्‍य ब्रेककग प्रणाली, तथा जवद्यमान मॉडलों के मामल े में 1 ऄक्टूबर, 2026 को जनर्ममत वाहनों के जलए अइएस: 11852:2019 की ऄपेक्षाओं का ऄनुपालन करेगी।” 7. ईि जनयमावली म,ें जनयम 96 के ईप-जनयम (4-ख) में, प्रथम परंतुक के पश्चात ् जनम्नजलजखत ईपबंध ऄंतःस्ट्थाजपत दकए जाएगं ,े ऄथातग ्:- “यह भी प्रावधान ह ैदक नए मॉडलों के मामले में 1 ऄप्रैल, 2026 को और ईसके बाद जनर्ममत श्रेणी एम2 के वाहनों तथा सभी मॉडलों के मामले म ें 1 ऄक्टूबर, 2026 को जनर्ममत वाहनों में समय-समय पर संिोजधत अइएस 11852:2019 के ऄनरूु प एंटी-लॉक ब्रेककग जसस्ट्टम लगाया जाएगा।” 8. ईि जनयमावली म,ें जनयम 96 के ईप-जनयम (9) म,ें प्रथम पर्‍तुक के पश्चात ् जनम्नजलजखत पर्‍तुक ऄंत:स्ट्थाजपत दकया जाएगा, ऄथागत्:—[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 3 “आसके ऄलावा यह भी प्रावधान ह ै दक जोजखमभरी सामजग्रयों और तरल पेरोजलयम गैस, एम3 और एन3 ले जान े के जलए रैक्टर-रेलर संयोजन के ऄलावा श्रणे ी एन2 के वाहन, नए मॉडलों के मामले में 1 ऄप्रैल, 2026 को और ईसके बाद जनर्ममत और सभी मॉडलों के मामले म ें 1 ऄक्टूबर, 2026 को जनर्ममत वाहनों म ें समय-समय पर यथा संिोजधत अइएस: 11852:2019 के ऄनरूु प एंटी-लॉक ब्रेककग जसस्ट्टम लगाया जाएगा।” 9. ईि जनयमावली म,ें जनयम 96 म,ें ईप-जनयम 11 के पश्चात ्जनम्नजलजखत ऄंतःस्ट्थाजपत दकया जाएगा, ऄथागत:्- “(12) 1 ऄप्रलै , 2026 को और ईसके बाद जनर्ममत सभी एम2, एम3, एन2 और एन3 श्रणे ी के वाहनों में, नए मॉडलों के मामल े म,ें 1 ऄक्टूबर, 2026 को और सभी मॉडलों के मामले म,ें अइएस 11852:2019 के ऄनुसार वाहन जस्ट्थरता फंक्िन और एअइएस-162 के ऄनुसार समय-समय पर यथा संिोजधत ईन्नत अपातकालीन ब्रेककग जसस्ट्टम लगाए जाएंगे, दकया जाता ह।ै ” 10. ईि जनयमावली म,ें जनयम 98 म,ें ईप-जनयम (5) के पश्चात् जनम्नजलजखत ऄतं ःस्ट्थाजपत दकया जाएगा, ऄथागत:्— "(6) 1 ऄप्रलै , 2026 को और ईसके बाद, नए मॉडलों के मामले में और 1 ऄक्टूबर, 2026 को, मौजूदा मॉडलों के मामले म,ें श्रेणी एम2, एम3, एन2 और एन3 के वाहनों में लेन प्रस्ट्थान चेतावनी प्रणाली (एलडीडब्ल्यूएस) लगाइ जाएगी, जो समय-समय पर यथा संिोजधत एअइएस-188 के ऄनुरूप होगी।" 11. ईि जनयमावली म,ें जनयम 125सी के ईप-जनयम 7(ख) म,ें सारणी 1 के मद 6 के कॉलम 4 में, िब्द और ऄंक “1 ऄप्रलै , 2023” के पश्चात् िब्द और ऄंक “1 ऄिूबर, 2025 (स्ट्कूल बसों के जलए)” ऄंत:स्ट्थाजपत दकए जाएगं े। 12. ईि जनयमावली म,ें जनयम 125पी के पश्चात ् जनम्नजलजखत जनयम ऄंतःस्ट्थाजपत दकया जाएगा, ऄथातग ्:- "125क्य ू ईन्नत िाआवर सहायता प्रणाली.- (1) नए मॉडलों के मामल े म ें 1 ऄप्रैल 2026 को और ईसके बाद जनर्ममत एम2, एम3, एन2 और एन3 श्रेजणयों के वाहनों में तथा मौजूदा मॉडलों के मामल े में 1 ऄक्टूबर 2026 को, समय- समय पर यथा संिोजधत एअइएस-184 में जनर्ददि चालक तद्रं ा और ध्यान चेतावनी प्रणाली लगाइ जाएगी। (2) नए मॉडलों के मामल े म ें 1 ऄप्रलै 2026 को और ईसके बाद जनर्ममत एम2, एम3, एन2 और एन3 श्रेजणयों के वाहनों में तथा मौजूदा मॉडलों के मामल े में 1 ऄक्टूबर 2026 को समय-समय पर यथा संिोजधत एअइएस-186 म ें जनर्ददि ब्लाआंड स्ट्पॉट सूचना प्रणाली लगाइ जाएगी। (3) नए मॉडलों के मामल े म ें 1 ऄप्रलै 2026 को और ईसके बाद जनर्ममत एम2, एम3, एन2 और एन3 श्रेजणयों के वाहनों तथा मौजूदा मॉडलों के मामले म ें 1 ऄक्टूबर 2026 को यथा संिोजधत एअइएस-187 म ें जनर्ददि मूडवग ऑफ सूचना प्रणाली लगाइ जाएगी। [ फा. स.ं March, 2025 G.S.R. 184(E).—The following draft rules to further amend the Central Motor Vehicles Rules, 1989, which the Central Government proposes to make in exercise of the powers conferred by Section 110 of the Motor Vehicles Act, 1988 (59 of 1988) is hereby published as required by sub-section (1) of Section 212 of the said Act for information of all persons likely to be affected thereby and notice is hereby given that the said draft rules shall be taken into consideration after the expiry of a period of thirty days from the date on which the copies of this notification, as published in the Gazette of India, are made available to the public.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] The objections or suggestions which may be received from any person with respect to the said draft rules before the expiry of the period aforesaid will be considered by the Central Government; Objections and suggestions to these draft rules, if any, may be sent to the Additional Draft Rules 1. Short title and commencement — (1) These rules may be called as the Central Motor Vehicles (……………Amendment) Rules, 2025. (2) Save as otherwise provided in these rules, they shall come into force on the date of their publication in the Official Gazette. 2. In the Central Motor Vehicle Rules, 1989 (herein after referred as the said rules), in rule 2, after clause (zd), following clauses (ze) and (zf) shall be inserted, namely: - “(ze) “New Model” of a motor vehicle means a vehicle model which obtains a CMVR Type Approval Certificate from any of the Test Agency notified under Rule 126, on or after the date of implementation of any new Rule of CMVR for which separate date is given for the new model and the "New Model" shall meet the requirements of the new Rule. (zf) “Existing Model” of a motor vehicle means a vehicle model which has already been Type Approved prior to the earliest date of implementation of the new Rule and those "Existing Models" shall be allowed to meet the requirements of the new Rule on and from a different date, as notified in the new Rule for Existing Models. 3. In the said rules, in rule 93, in sub-rule (1)(B), for item (i), following item (i) shall be substituted, namely: - “A rear-view mirror, or devices for indirect vision, or guard rail or a direction indicator rub-rail (rubber beading) having maximum thickness of 20 millimeter on each side of the body or side foot step, or sensors along with their casing used for advanced driver assistance systems such as Blind Spot Information System, moving Off Information system, etc., shall not be taken into consideration in measuring the overall width of a motor vehicle. The above devices shall be within the prescribed dimension if so specified in the respective standards”. 4. In the said rules, in rule 96, in sub-rule (4), in item (ii), after the third proviso following proviso shall be inserted, namely: - “Provided also that Braking system other than Anti-lock Braking for M2, M3, N1, N2, N3 and Quadricycle categories of vehicles manufactured, on and after 1st April, 2026, in case of new models and 1st October, 2026, in case of all models shall conform to IS:11852:2019, as amended from time to time.” 5. In the said rules, in rule 96, in sub-rule (4), in item (ii), after the fourth proviso following proviso shall be inserted, namely: - “Provided also that motor vehicle categories for which Endurance Braking System Test (Type II A Test) is applicable as per IS:11852:2019 and manufactured on and after 1st April 2026, shall comply with the Endurance Braking System Test (Type II A test) as specified in IS:11852:2019 amended from time to time.” 6. In the said rules, in rule 96, in sub-rule (4), in item (ii), after the fifth proviso following proviso shall be inserted, namely: - “Provided also that Braking system other than Anti-lock Braking for N1 category of vehicles manufactured, on and after 1st April, 2026, in case of new models and 1st October, 2026,in case of existing models shall comply with the requirements of IS:11852:2019.” 7. In the said rules, in rule 96, in sub-rule (4-B), after first proviso following provisions shall be inserted, namely:— “Provided also that vehicles of category M2 manufactured on and after 1st April, 2026, in case of new models and 1st October, 2026, in case of all models, shall be fitted with Anti-lock Braking System conforming to the IS 11852:2019, as amended from time to time. 8. In the said rules, in rule 96, in sub-rule (9), after first proviso following proviso shall be inserted, namely: - “Provided further that vehicles of category N2 other than tractor-trailer combination meant for carrying hazardous goods and liquid petroleum gas, M3 and N3 manufactured on and after 1st April, 2026, in case of new models and 1st October, 2026, in case of all models, shall be fitted with Anti-lock braking system conforming to IS:11852:2019, as amended from time to time.”[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 5 9. In the said rules, in rule 96, after sub-rule 11, following shall be inserted, namely: - “(12) All M2, M3, N2 and N3 category of vehicles, manufactured on and after 1st April 2026, in case of new models, and 1st October 2026, in case of all models, shall be fitted with Vehicle Stability Function as per IS 11852:2019 and Advanced Emergency Braking Systems, as per AIS-162, as amended from time to time.” 10. In the said rules, in rule 98, after sub-rule (5) following shall be inserted namely: - "(6) On and after, 1st April 2026, in case of new models and 1st October 2026, in case of existing models, vehicles of category M2, M3, N2 and N3 shall be fitted with Lane Departure Warning System (LDWS), which shall conform to AIS-188, as amended from time to time.” 11. In the said rules, in rule 125C, in sub-rule 7(b), in Table I, in item 6, in column 4, after the words and figures “1st April 2023”, the words and figures “1st October 2025 (for school buses)” shall be inserted. 12. In the said rules, after rule 125P, following rule shall be inserted, namely: - "125Q. Advance Driver Assistance Systems.- (1) Vehicles of categories M2, M3, N2 and N3 manufactured on and after, 1st April 2026, in case of new models and 1st October 2026, in case of existing models shall be fitted with Driver Drowsiness and Attention Warning Systems as specified in AIS-184, as amended from time to time. (2) Vehicles of categories M2, M3, N2 and N3 manufactured on and after, 1st April 2026, in case of new models and 1st October 2026, in case of existing models shall be fitted with Blind Spot Information Systems as specified in AIS-186, as amended from time to time. (3) Vehicles of categories M2, M3, N2 and N3 manufactured on and after, 1st April 2026, in case of new models and 1st October 2026, in case of existing models shall be fitted with Moving off Information Systems as specified in AIS-187, as amended from time to time."
