## Report on Central Motor Vehicles (Amendment) Rules, 2022
**1. Executive Summary:**
This report analyzes the notification G.S.R. 481(E), dated June 29, 2022, which proposes amendments to the Central Motor Vehicles Rules, 1989. The primary purpose of these amendments, as inferred from the provided text, is to update and introduce new On-Board Diagnostics (OBD) emission threshold limits and monitoring requirements for BS VI compliant vehicles, including those with petrol and compression-ignition (CI) engines. Key findings include the introduction of OBD Stage IIA and IIB standards with specific implementation timelines (2023 and 2025 respectively) and the revision of associated testing procedures and limits. These changes target vehicle manufacturers and aim to achieve more stringent emission control.
**2. Introduction:**
This report provides a detailed analysis of the proposed amendments to the Central Motor Vehicles Rules, 1989, as outlined in notification G.S.R. 481(E) issued on June 29, 2022. The analysis is based solely on the content of the provided policy text.
**3. Policy Overview:**
* **Original Policy:** Central Motor Vehicles Rules, 1989
* **Core Objective(s):** The amendments aim to refine and enhance the On-Board Diagnostics (OBD) and emission control requirements for BS VI vehicles. The objective, based on the introduction of new stages and threshold limits, is likely to improve in-use emissions performance and monitoring capabilities, contributing to cleaner air quality.
**4. Background and Rationale:**
The amendment appears to be driven by the need to implement more advanced emission standards for BS VI compliant vehicles. The introduction of OBD Stage IIA and IIB indicates a phased approach to tightening emission norms and enhancing the ability to detect and address emission-related malfunctions. The changes likely reflect technological advancements in emission control systems and the desire to align with international best practices.
**5. Key Provisions / Changes:**
The amendments introduce the following key changes to Rule 115 of the Central Motor Vehicles Rules, 1989:
* **Sub-rule 19, clause (i):** Modifies item 12 of the Notes, replacing Table 1 with a new table outlining OBD functions and associated monitoring items for BS VI vehicles. This table specifies requirements for vehicles manufactured on or after April 1, 2023 (OBD Stage IIA) and April 1, 2025 (OBD Stage IIB). The changes include specific monitoring requirements for components like catalytic converters, EGR systems, oxygen sensors, NOx aftertreatment systems, and particulate filters, depending on the manufacturing date and OBD stage.
* **Sub-rule 19, clause (b):** Modifies item 13, replacing the existing text with a reference to AIS 137 for detailed requirements for tracking In-Use Performance Ratio (IUPR). This highlights the importance of real-world emission performance monitoring.
* **Sub-rule 19, clause (c):** Modifies item 16, replacing the existing Table 2 with new Tables 2 and 3 defining OBD emission threshold limits. Table 2 specifies limits for OBD Stage IIA vehicles manufactured after April 1, 2023, while Table 3 specifies limits for OBD Stage IIB vehicles manufactured after April 1, 2025. These tables define specific limits for CO, THC/NMHC, NOx, and PM emissions (in mg/km) for PI and CI vehicles based on WMTC class.
* **Sub-rule 20:** Modifies this sub-rule as well by replacing tables with newer tables that reflect the changing norms.
**Difference and Effect:** These changes introduce progressively stricter emission limits and more comprehensive monitoring requirements. The effect is to require vehicle manufacturers to adopt more advanced emission control technologies and implement robust OBD systems to ensure compliance with the evolving BS VI standards.
**6. Target Audience and Stakeholders:**
The primary target audience and stakeholders are:
* Vehicle manufacturers (both four-wheelers and three-wheelers) producing BS VI compliant vehicles.
* Manufacturers of OBD systems and related components.
* Testing agencies and certification bodies involved in vehicle type approval.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** The Ministry of Road Transport and Highways (MoRTH) is the responsible agency, as indicated by the notification and the address for submitting objections/suggestions.
* **Timelines:**
* OBD Stage IIA requirements are applicable to vehicles manufactured on or after April 1, 2023.
* OBD Stage IIB requirements are applicable to vehicles manufactured on or after April 1, 2025.
* **Procedures:** The reference to AIS 137 suggests that compliance will be assessed based on the Automotive Industry Standards (AIS) specified in that document.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes of these changes are:
* Reduced real-world emissions from BS VI vehicles through enhanced OBD monitoring and stricter emission limits.
* Improved air quality in urban areas due to better emission control.
* Increased adoption of advanced emission control technologies by vehicle manufacturers.
* Greater transparency and accountability in vehicle emission performance.
**9. Conclusion:**
The amendments to the Central Motor Vehicles Rules, 1989, represent a significant step towards strengthening emission control for BS VI vehicles in India. By introducing OBD Stage IIA and IIB standards with specific implementation timelines and revised threshold limits, the amendments aim to achieve more stringent emission norms and improve air quality. The changes will have a direct impact on vehicle manufacturers, requiring them to adopt more advanced technologies and implement robust OBD systems to ensure compliance. While the provided text is limited to specific amendments, its significance lies in updating key tables and requirements related to vehicle emissions.
