Amendment to Para 10.16 of the Handbook of Procedures (HBP) 2023 to expand the scope of the General Authorisation for Export of Chemicals & Related Equipment (GAEC) Policy Framework -regarding
**Summary:**
This Public Notice, numbered 2025-26, issued by the Directorate General of Foreign Trade (DGFT), Ministry of Commerce and Industry, Department of Commerce, amends Para 10.16 of the Handbook of Procedures (HBP) 2023, effective immediately. The amendment expands the scope of the General Authorisation for Export of Chemicals and Related Equipment (GAEC) policy framework, specifically regarding SCOMET items.
The revised paragraph 10.16A outlines the procedure for granting GAEC for SCOMET items falling under Categories 1C, 1D, 1E, 3D001, and 3D004, excluding software and technology, as well as chemicals listed in Appendix 10N. Exporters applying for GAEC for exports/re-exports to countries specified in Appendix 10N should apply online via the SCOMET portal and attach information in proforma ANF 10A.
A new clause, 10.16AIb, is inserted. For exports/re-exports of these items to countries not listed in Appendix 10N, the applicant must provide a list of intended destination countries for consideration. The Indian exporter may also submit a copy of their Authorised Economic Operator (AEO) Certification or Status Holder Certificate, if available.
The effect of this notification is to broaden the GAEC to cover additional countries for chemicals listed in Appendix 10N.

S.O(E): In exercise of the powers conferred under Paragraph 1.03 and Paragraph 2.04
of the Foreign Trade Policy (FTP) 2023, as amended from time to time, the Director
General of Foreign Trade (DGFT) hereby amends Para 10.16 of the Handbook of
Procedures(HBP) 2023, as mentioned below with immediate effect :

10A;2. A new clause is inserted below 10.16(A)(I)(a) as sub-paragraph 10.16(A)(I)(b), as
under:
i. For exports/re-exports of these items to countries not listed in Appendix 10(N),
the applicant shall provide the list of other destination countries where such
exports/re-exports are intended under GAEC, for suitable consideration.
ii. The Indian Exporter may submit a copy of the Authorised Economic
Operator(AEO) Certification or Status Holder Certificate, if available.
Effect of this Notification: Para 10.16(A) of the Handbook of Procedures 2023 has
been amended to expand the scope of the General Authorisation for Export of
Chemicals & Related Equipment (GAEC) for chemicals listed in Appendix 10(N) to
cover additional countries.
