म ें अजधसूजचत हो तथा समय-समय पर संिोजधत दकया गया हो, दकया िाएगा। ऊिाग खपत को जनम्नजलजखत तरीके
स े मापा िाएगा।
क) ऑफ-िोड ग डीसी चािगर: चािगर के िाि और चािगर तथा वाहन के िीच।
ख) ऑन-िोड गचािगर/पोटेिल चािगर (वाहन के साथ आपूर्तग दकया गया): जििली के मेन आउटलेट और ऑन-िोड ग
चािगर/पोटेिल चािगर के िीच।
ग) परीक्षण ररपोटग म ें संिंजधत वाहन श्रेजणयों के जलए जनर्िगष्ट लक्ष्य की तलु ना म ें मापा गया मान जनर्िष्टग दकया
िाएगा।
6. न्यूनतम और अजधकतम गजत (दकमी/घंटा) तथा न्यूनतम त्वरण (मी/सेकंड²) के मापन की प्रदक्रया जनम्नानुसार
होगी:
क) वाहन जनमागता (ओईएम) द्वारा यथा घोजषत सकल वाहन भार (िीवीडब्लल्य)ू जस्ट्थजत म ें चेजसस डायनेमोमीटर
पर मापन दकया िाएगा। डायनेमोमीटर की सेटटंग सड़क पररवहन और रािमागग मंत्रालय/
सीएमवीआर/टीएपी/115-116 िस्ट्तावेज़ या एआईएस 137 म ेंयथा जनधागररत होगी, िैसा दक लागू हो और
समय-समय पर संिोजधत दकया गया ह।ै
ख) परीक्षण वाहन सीएमवीआर के अनुसार इलेजररक वाहनों के जलए लागू ड्राइववंग चक्र के आधार पर
(सहनिीलता के भीतर) ड्राइववगं चक्र को नेजवगेट करने म ें सक्षम होगा, तादक संिंजधत वाहन श्रेणी के जलए
न्यूनतम-अजधकतम गजत और न्यूनतम त्वरण की अपेक्षाओं को सुजनजित दकया िा सके।
ग) परीक्षण वाहन को लगातार 3 ड्राइववंग चक्रों के जलए चलाया िाएगा तादक यह सत्याजपत दकया िा सके दक
यह िोहराव योग्य ह ै और ड्राइववंग चक्र की अजधकतम गजत और त्वरण अपेक्षा को परू ा करता ह।ै अनुपालन
अपेक्षाओं के सत्यापन के जलए अजधकतम गजत और त्वरण के माप े गए डेटा का उपयोग दकया िाएगा।
घ) वैकजल्पक रूप स,े परीक्षण एिसें ी और वाहन जनमागता (ओईएम) के िीच आपसी समझौते के अनुसार परीक्षण
रैक पर परीक्षण दकया िा सकता ह।ै परीक्षण वाहन को कम स ेकम 2 जमनट तक चलाया िाएगा तादक वाहन
गम ग हो सके और कम स ेकम 3 जमनट तक न्यूनतम अजधकतम गजत और न्यनू तम त्वरण को मापा िा सके।

S.O. 188(E).— In partial modification of the Production Linked Incentive (PLI) Scheme for Automobile and
Auto Components Industry in India (PLI-Auto) notified vide S.O. 3946(E) dated 23rd September 2021, the following
amendments are made with effect from the date of its publication in the Official Gazette:
1. Performance Criteria for Battery Electric Vehicles as mentioned at ‘Note:- i' under ‘Table 1’ of sub-paragraph
‘3.3.2.3 (VIII)’ of the PLI-Auto Scheme notification S.O. 3946(E) dated 23rd September 2021 shall be modified
and read as under:

Foot Note (*):
1. Performance & Efficiency Eligibility criteria will be tested by testing agencies of MHI.
2. All Electrical vehicles shall necessarily be equipped with ‘Electric Regenerative Braking System’.
3. As defined under the Central Motor Vehicles Rules (CMVR), 1989.
4. As per applicable test standard / procedure mentioned in CMVR, 1989.
5. The electrical energy consumption measurements shall be done for all the BEVs as per AIS 039, as applicable
and notified in CMVR 1989 and as amended from time to time. Energy consumption shall be measured as
follows.
a. Off-board DC charger: After the charger and in between charger and vehicle.
b. On-board charger/ Portable charger (supplied with vehicle): Between electricity mains outlet and on-board
charger/ Portable charger.
c. The test report shall specify the measured value in comparison with the target specified for relevant vehicle
categories.
6. The procedure for measurement of minimum maximum speed (km/h) and minimum acceleration (m/s2) shall
be as follows:
a. Measurement shall be carried out in Gross Vehicle Weight (GVW) condition, as declared by the vehicle
manufacturer (OEM), on Chassis Dynamometer. Dynamometer setting shall be as prescribed in the
MoRTH/CMVR/TAP/115-116 document or AIS 137, as applicable and amended from time to time.
b. The test vehicle shall be able to navigate the driving cycle (within the tolerance) based on the driving cycle, as
applicable for EVs as per CMVR, to ascertain the requirements of minimum-maximum speed and minimum
acceleration for the respective vehicle category.
c. The test vehicle shall be run for 3 consecutive driving cycles to verify repeatability and meeting maximum
speed and acceleration requirement of driving cycle. Measured data of maximum speed and acceleration will
be taken for verifying compliance requirement.
d. Alternatively, the test may be carried on test track as per mutual agreement between the test agency and the
vehicle manufacturer (OEM). Test vehicle shall be driven for at least 2 minutes for warm-up of vehicle and at
least 3 minutes for measurement of minimum maximum speed and minimum acceleration.
e. During the test, the battery state of charge shall be within 40% - 60%.
