DGS Order: 03 of 2024 Subject Amendments to Intemational Code for Application of Fire Test Procedures (FTP Code) and its applicability- reg.

Whereas. the Government of India has ratmed the lnternational Convention for the Safety of Life at Sea, 1974, and the Convention entered into force on 25h May 1980 lhrough accession The Convention as modified by the protocol of'1988 entered into force on 22nd November 2000 through accession. Adicle I of the Convention mandates general obligation of the Government to undertake all measures which may be necessary to give effect to the Convention.

whereas, the Merchant Shipping Act 1958, as amended incorporates the Convenlion and is defined at Section 3 (37) as 'Safety Convention' means the Convention for lhe Safety of Life at Sea signed in London on the 1st day of November, 1974 as amended from time to time Further, the mandatory Codes as indicated in the Convention and its amendments fiom time to time is in effecl and applicable to the vessels.

Vvhereas, the Recognised Organizations (RO) were notified vide notification dated 26h December2ol4 and as indicated, an agreement is entered into with each RO to caryout suNeys and certification as per the Convention. The DGS Order 6 of 2013 advises RO to follow the mandatory Codes of IMO while carrying out survey and cedification.

Noting that, IMO has issued vadous amendments lo the International Code for Application of Fire Test Prccedures (FTP code) trom time to time, which is annexed to this Order at Annexure- I are applicableto Indian vessels. The stakeholders are therefore advised to be guided by this Order towards compliance with the provisions to give tull effect to lhe FTP Code, as amended.
