Executive Summary & Key Takeaways

**Executive Summary** This notification, issued by the Ministry of Commerce and Industry on April 7, 2026, amends Para 2.62 of the Foreign Trade Policy (FTP) 2023 regarding the issuance and self-certification of Certificates of Origin (CoO). The amendments, effective immediately, introduce a mandatory requirement for matching invoice numbers on documentation to enable automated verification and outline the "Approved Exporter Scheme" for manufacturer status holders. **Key Points / Main Content** **Issuance of Certificates of Origin (CoO)** * Certificates of Origin for Indian exports can only be issued by agencies specifically authorized by the Directorate General of Foreign Trade (DGFT). * Authorized agencies must issue CoOs in the manner prescribed by the DGFT from time to time. * All Importer Exporter Code (IEC) holders are mandated to use the same invoice numbers in both the CoOs and the corresponding Shipping Bills to facilitate automated utilization verification. **Approved Exporter Scheme for Self-Certification** * A new optional system of self-certification is introduced for manufacturer status holders to reduce transaction costs. * Eligible manufacturers can self-certify that their manufactured goods originate from India to qualify for preferential treatment under various trade agreements (PTAs, FTAs, CECAs, and CEPAs). * Self-certification is restricted to goods manufactured in accordance with the exporter's Industrial Entrepreneurs Memorandum (IEM), Industrial License (IL), or Letter of Intent (LOI). * Recognition as an "Approved Exporter" is granted by the DGFT based on the availability of required infrastructure, capacity, and trained manpower as per the Handbook of Procedures. * The scheme becomes effective only when India incorporates it into a specific agreement with a partner country and it is officially notified by the DGFT. * Entities extended this facility bilaterally are subject to the specific provisions, conditions, and penalty protocols of the relevant trade agreement as detailed in Appendix 2F. **Impact Analysis** **Exporters / IEC Holders** **Impact** Exporters are now subject to stricter documentation standards to support automated verification processes. **Action Required** Must ensure that invoice numbers are identical across both Certificates of Origin and Shipping Bills. **Manufacturer Status Holders** **Impact** Eligible to participate in the Approved Exporter Scheme, allowing for the self-certification of goods and potential reduction in transaction costs. **Action Required** Must maintain the required infrastructure, capacity, and trained manpower; they must also comply with the specific manufactured goods descriptions in their IEM, IL, or LOI. **Authorized Issuing Agencies** **Impact** Maintained as the exclusive bodies for issuing official CoOs, but must strictly adhere to DGFT-prescribed methods. **Action Required** Must issue Certificates of Origin in the specific manner and format prescribed by the DGFT. **Directorate General of Foreign Trade (DGFT)** **Impact** Responsible for the recognition of exporters under the new scheme and the notification of bilateral agreements. **Action Required** Must evaluate applicants based on infrastructure and manpower and formally notify when the self-certification scheme becomes active for specific trade partners.
