NOTIFICATIONS BY GOVERNMENT HOUSING AND URBAN DEVELOPMENT DEPARTMENT AMENDMENTS TO THE TAMIL NADU COMBINED DEVELOPMENT AND BUILDING RULES, 2019 [G.O. Ms. No. 161, Housing and Urban Development [UD4(1)], 15th October 2025, புரட்டாாசி 29, விசுவாாவாசு, திருவாள்ளுவார் ஆண்டு-2056.] No. SRO A-26(a)/2025. In exercise of the powers conferred by sub-section (4) of section 32 and section 122 of the Tamil Nadu Town and Country Planning Act, 1971 (Tamil Nadu Act 35 of 1972), section 242 of the Tamil Nadu Panchayats Act, 1994 (Tamil Nadu Act 21 of 1994) and sub-section (1) of section 198 of the Tamil Nadu Urban Local Bodies Act, 1998 (Tamil Nadu Act 9 of 1999), the Governor of Tamil Nadu hereby makes the following amendments to the Tamil Nadu Combined Development and Building Rules, 2019:- Amendments. In the said Rules,- (1) in rule (2), in sub-rule (23), for the expression “Conversion of Land Use”, the expression “Change of Use of Land”, shall be substituted; (2) in rule (6), after sub-rule (7), following sub-rule shall be inserted, namely:- “(7-A) An application in Form-IA in Annexure-IA accompanied by proof of ownership, site cum topography plan etc., shall be submitted to the competent authority in case of Change of Use of Land.”; (3) in rule (6), in sub-rule (8), the words, “Land and” shall be omitted; (4) in rule (7).- (a) in sub-rule (2), in clause (iii), for the expression “Re-classifications” the expression “Change of Use of Land”, shall be substituted; (b) in sub-rule (6), the expression “reclassification”, the expression “Change of Use of Land”, shall be substituted; [1] Ex-III-1(a)—(646)2 TAMIL NADU GOVERNMENT GAZETTE EXTRAORDINARY (5) in rule (8), in sub-rule (1), in clause (ii), for the expression “Re-classification” the expression “Change of Use of Land”, shall be substituted; (6) in Annexure – I- (a) in Form-A, in the heading the expression “And for change of use of land”, shall be omitted. (b) in Form-A, items 6, 7 and 9 shall be omitted; (c) in Form-A, items 8, 10 and 11 shall be renumbered as 6, 7 and 8 respectively; (7) After Annexure-I, the following Annexure-IA shall be inserted, namely:- “Annexure-IA [See rule 6 (7A)] Form-IA Application for Change of Use of Land From (Affix stamp size photograph of the applicant) To The Competent Authority .................................................................. 1. I/We hereby acknowledge and undertake the following, (a) I/We have absolute right over the land applied for and have not made any encroachment on any government land. (b) The site plans and topo plans were prepared by Registered Architect/Engineer/Town Planner [name] according the standards prescribed in Tamil Nadu Combined Development and Building Rules, 2019 and amendments therein. (c) To pay the excess costs with respect to News Paper Publication and Gazette Notification and any other charges levied by the Competent Authority from time to time. (d) Site proposed for change of use is not a water body, Poromboke land and not covered under Land Ceiling Act, Land Reforms Act & any Land Acquisition Act. 10. I/We hereby solemnly affirm that all information provided above is true, accurate, and complete to the best of my/our knowledge and belief. I/We understand that if any part of the information is found to be false, incorrect, or misleading at any stage, any approval or sanction accorded pursuant to this shall stand revoked without further notice. I/We further undertake to bear full responsibility and shall be liable for any legal, penal, or administrative action as may be initiated by the competent authority in this regard.
