NOTIFICATIONS BY GOVERNMENT
HOUSING AND URBAN DEVELOPMENT DEPARTMENT
AMENDMENTS TO THE TAMIL NADU COMBINED DEVELOPMENT AND BUILDING RULES, 2019.

In exercise of the powers conferred by sub-section (4) of section 32 and section 122 of the Tamil Nadu
Town and Country Planning Act, 1971 (Tamil Nadu Act 35 of 1972), section 242 of the Tamil Nadu Panchayats
Act, 1994 (Tamil Nadu Act 21 of 1994) and sub-section (1) of section 198 of the Tamil Nadu Urban Local Bodies
Act, 1998 (Tamil Nadu Act 9 of 1999), the Governor of Tamil Nadu hereby makes the following amendments to
the Tamil Nadu Combined Development and Building Rules, 2019: -
Amendments
In the said Rules,-
(1) in rule 35, in sub-rule (1), in clause (a) for the expression “cottage industries”, the expression “White
industries” shall be substituted;
(2) in rule 36, in the sub-rule (1), the following shall be substituted, namely:-
“(1) Planning Parameters of White, Green, Orange and Red Industries- The road width, Floor Space
Index (FSI), setbacks, etc., for White Industries, Green Industries, Orange Industries and Red Industries shall be
regulated according to the table below. The detailed lists of these industries are given in Annexures V, VI, VII
and VIII, respectively. The categories of industries specified in the Annexures V, VI, VII and VIII shall be subject
to the orders issued by the Government in Environment, Climate Change and Forests Department / Tamil Nadu
Pollution Control Board from time to time regarding categorization of industries.

F. Structures permissible in the minimum prescribed Front set back, Side setback and Rear set back
are prescribed in rule 28. In addition, incidental structures such as Gate pillars, servant rooms, watch
man booths, cycle stands and toilets with heights not exceeding 4 metre are permissible in these
minimum prescribed setback spaces:
Provided that such structures do not occupy more than one-third of the length of any one side of the
site.
G. Parking spaces shall be provided within the site conforming to standards prescribed in Annexure IV.
H. Rainwater harvesting provisions as prescribed in Annexure - XXII.
I. The reservation of land for community recreational purposes such as parks or playgrounds required
in these regulations shall be as provided in rule 41.
NOTE:
The maximum height of the building shall not exceed 18.30 metres provided water tanks, chimneys, Architectural
features such as flag masts, gopurams, minarets, steeples and other ornamental structures which are not intended
for human habitation may be permitted subject to a ceiling of 30.50 metres from ground level. In case total
height exceeds, 30.50 metres from Ground level necessary No Objection Certificate (NOC) from Airport Authority
of India (AAI) shall be furnished.”;
(3) in Annexure IV, in PART I, under the heading “17. Industries”, for the expression “(b) Cottage Industries”,
the expression “(b) White Industries” shall be substituted;

electrical and electronic assemblies comprising accumulators and other batteries included on list A,
mercury- switches, activated glass cullets from cathode ray tubes and other activated glass and PCB-
capacitors, or any other component contaminated with Schedule 2 constituents (e.g. cadmium, mercury,
lead, polychlorinated biphenyl) to an extent that they exhibit hazard characteristics indicated in part C of
this schedule.

Recharge Area”,-
(a) in item (3), under the sub-heading “Permissible Developments,” in sub-item (vii), for the expression
“Cottage industries”, the expression “White Industries,” shall be substituted;
(b) in item (5), under the sub-heading “Non High Rise Buildings upto 9 m height Residential / Commercial
Buildings and other Small developments,” for the entry “Cottage Industries (with number of workers not exceeding
8 and electric machineries not exceeding 5 H.P.) stated above”, the following entry shall be substituted, namely;-
“White Industries (with number of workers not exceeding 8 and electric machineries not exceeding 5 H.P.)

(6) in Annexure XVIII, under the heading “Residential Use Zone”, in clause (1), for Sub-clause (iv) the
