NOTIFICATIONS BY GOVERNMENT HUMAN RESOURCES MANAGEMENT DEPARTMENT AMENDMENTS TO THE TAMIL NADU INFORMATION COMMISSION SERVICE RULES, 2017. [G.O. Ms. No. 44, Human Resources Management (R), 22nd August 2025, ஆவணி 6, விசுவாவசு, திருவள்ளுவர் ஆண்டு-2056.] No. SRO A-21(a)/2025. In exercise of the powers conferred by sub-section (1) of Section 27 read with sub-section (6) of Section 16 of the Right to Information Act, 2005 (Central Act 22 of 2005), the Governor of Tamil Nadu hereby makes the following amendments to the Tamil Nadu Information Commission Service Rules, 2017. Amendments. In the said Rules,- (1) in rule 7, - (a) after the entry “2. Registrar”, the entry “2A. Law Officer” shall be inserted; (b) after the entry “12. Personal Clerk”, the entry “12A. Junior Assistant” shall be inserted; (2) in rule 8, in “THE TABLE”,- (a) after the entry “2. Registrar”, in column (1) and the corresponding entries in column (2) thereof, the entry “2A Law Officer” and “State Chief Information Commissioner” shall respectively, be inserted; (b) after the entry “12. Personal Clerk”, in column (1) and the corresponding entries in column (2) thereof, the entry “12A. Junior Assistant” and “Secretary” shall respectively, be inserted; (3) after rule 15, the following rule shall be inserted, namely:- “15-A. Secretary” in column (1) thereof, the following entry shall be substituted, namely:- “By deputation from among the holders of the post of Joint Secretary to Government in the departments of Secretariat under one unit (other than Law, Finance and Planning, Development and Special Initiatives Departments)”; (ii) for the entry in column (2), against the entry "2. Registrar” in column (1) thereof, the following entry shall be substituted, namely:- “By deputation from among the holders of the post of Joint Secretary to Government in the departments of Secretariat under one unit (other than Law, Finance and Planning, Development and Special Initiatives Departments)”; (iii) in columns (1) and (2), after the entry “2. Registrar” in column (1) and the corresponding entry in column (2), as so amended, the following entries shall, respectively be, inserted, namely:- “2A Law Officer” and “By deputation from among the holders of the post of Deputy Secretary to Government in the Tamil Nadu General Service in Law Department, Secretariat.”; (iv) against the entry “7. Private Secretary” in column (1), (a) for the entries in column (2) thereof, the following entry shall be substituted, namely:- “By deputation from among the holders of the post of Private Secretary in the departments of Secretariat under one unit”; (b) the entry in column (3) thereof, shall be omitted; (v) for the entry, “8. Section Officer” in column (1) and the corresponding entries in columns (2) and (3) thereof, the following entries shall, respectively, be substituted, namely:- “8.Section (i) By deputation or by recruitment by Must possess a degree in any discipline Officer transfer from among the holders of the post from any University recognized by the of Section Officers in the departments of University Grants Commission. (vii) for the entry, “10.Assistant” in column (1) and the corresponding entries in columns (2) and (3) thereof, the following entries shall respectively, be substituted, namely:- “10.Assistant (i) By deputation or by recruitment by Must possess a degree from a University transfer from among the holders of the post recognized by the University Grants of Assistant in the departments of Secretariat Commission. under one unit; or (ii) By promotion from among the holders (i) Must possess a degree from a University of the post of Junior Assistant borne on the recognized by the University Grants establishment of the Tamil Nadu Information Commission; and Commission (ii) Must have served for a period of not less than five years as Junior Assistant in Tamil Nadu Information Commission.”; Provided that the appointment to the post of Assistant shall be made by deputation from among the holders of the post of Assistant in the departments of Secretariat under one unit and by promotion from among the holders of the post of Junior Assistant borne on the establishment of the Tamil Nadu Information Commission in the ratio of 1:1. (viii) against the entry “11. Personal Assistant” in column (1), (a) for the entries in column (2) thereof, the following entry shall be substituted, namely:- “By deputation from among the holders of the post of Personal Assistant in the departments of Secretariat under one unit”; (b) the entry in column (3) thereof shall be omitted; (ix) after the entry, “12. Personal Clerk” in column (1) and the corresponding entries in columns (2) and (3) thereof, as so amended, the following entries shall, respectively, be inserted, namely:- 12A.Junior By promotion from among the holders of the (i) Must possess the Minimum General Assistant posts of Record Clerk or Duffadar or Office Educational Qualification; and Assistant borne on the establishment of the (ii) Must have served for a period of not less Tamil Nadu Information Commission than 7 years in the feeder categories. (x) for the entry in column (2) against the entry “13. Typist” in column (1), thereof, the following entry shall be substituted, namely:- “By deputation from among the holders of the post of Typist in the departments of Secretariat under one unit”;TAMIL NADU GOVERNMENT GAZETTE EXTRAORDINARY 5 (xi) against the entry “15. Office Assistant” in column (1),- (a) for the entries in column (2) thereof, the following entries shall be substituted, namely:- “By deputation from among the holders of the post of Office Assistants in the departments of Secretariat. (or) By outsourcing by following due process”; (b) the entry in column (3) thereof shall be omitted; (xii) for the entries in column (2) against the entry “16. Driver" in column (1), thereof, the following entries shall be inserted, namely:- “(iv) By outsourcing by following due process”; (xiii) in SCHEDULE - Ill, in the tabular column, in column (1), (a) after the entry “2.Registrar”, the entry “2A Law Officer” shall be inserted; (b) after the entry “12.Personal Clerk”, the entry “12A.
