ऄतः ऄब, केंद्रीय सरकार अधार (जित्तीय और ऄन्कय सहाजयदकओं, प्रसुजिधाओं और सेिाओं का लजक्ष्यत पररदान)
ऄजधजनयम, 2016 (2016 का 18) की धारा 7 (जजसे आसम ें आसके पश्चात ऄजधजनयम कहा गया ह)ै के ऄनुसरण म,ें
जनम्नजलजखत को ऄजधसूजचत करती ह,ै ऄथाात –
1. (1) आस स्ट्कीम के ऄंतगात फ़ायदा प्राप्त करने के जलए पात्र व्यजि स े ऄपेक्षा की जाएगी दक िह अधार संख्या रखन े
ऄथिा अधार ऄजधप्रमाणन करिाए जाने का सबूत प्रस्ट्तुत करे।
(2) आस स्ट्कीम के ऄंतगात फ़ायदा प्राप्त करन े के आच्छुक ऐस े दकसी व्यजि स,े जजसके पास अधार संख्या नहीं ह ै
ऄथिा जजसने अधार के जलए ऄभी तक नामांकन नहीं कराया ह,ै स े अिेदन करन े की ऄपेक्षा की जाएगी बिते दक
िह ईि ऄजधजनयम की धारा 3 के ऄनुसार अधार प्राप्त करने का हकदार हो, और ऐसा व्यजि अधार के जलए
नामांकन करिाने के जलए दकसी अधार नामांकन केंद्र [भारतीय जिजिष्ट पहचान प्राजधकरण (यूअइडीएअइ)
िेबसाआट:www.uidai.gov.in पर ईपलब्ध सूची] पर जाएगा।
(3) अधार (नामांकन तथा ऄद्यतन) जिजनयमन, 2016 के जिजनयम 12 के ऄनुसार, जिभाग को ऄपन े कायाान्कियन
ऄजभकरणों के माध्यम स े ऄपेक्षा की जाती ह ै दक िह ईन फायदाग्राजहयों के जलए अधार नामांकन सुजिधाएं प्रदान
करे जो अधार के जलए ऄभी तक नामांदकत नहीं दकए गए ह ैं और यदद संबजन्कधत ब्लॉक ऄथिा तालुका ऄथिा
तहसील म ें कोइ अधार नामाकं न केंद्र ऄिजस्ट्थत नहीं ह ै तो जिभाग ऄपनी कायाान्कियन ऄजभकता ा के माध्यम स े
भारतीय जिजिष्ट पहचान प्राजधकरण के जिद्यमान रजजस्ट्रारों के साथ समन्किय करके ऄथिा भारतीय जिजिष्ट
पहचान प्राजधकरण का स्ट्ियं रजजस्ट्रार बनकर, सुजिधाजनक ऄिस्ट्थानों पर अधार नामांकन सुजिधाएं प्रदान
करेगा :
परंत ु यह तब जबदक जब तक व्यजि को अधार नहीं सौंप ददया जाता ह,ै तब तक ऐस े व्यजि को जनम्नजलजखत
दस्ट्तािेज़ प्रस्ट्तुत दकए जाने के ऄधीन रहत े हुए, आस स्ट्कीम के ऄंतगता लाभ प्रदान दकए जाएगं े : –
(क) यदद ईसका नामांकन हो गया ह ैतो ईसका अधार नामांकन पहचान जस्ट्लप; तथा
(ख) जनम्नजलजखत म ें स े कोइ एक दस्ट्तािेज़, ऄथाात –
(i) बैंक ऄथिा डाकघर पासबुक जजसम ें फोटो लगा हो; ऄथिा
(ii) स्ट्थायी खाता संख्या (पेन) काड;ा ऄथिा
(iii) पासपोट;ा ऄथिा
(iv) रािन काड;ा ऄथिा
(v) मतदाता पहचान पत्र; ऄथिा
(vi) मनरेगा काड;ा ऄथिा
(vii) दकसान फोटो पासबुक; ऄथिा
(viii) मोटर यान ऄजधजनयम, 1988 (1988 का 59) के ऄधीन ऄनुज्ञापन प्राजधकारी द्वारा जारी चालन ऄनुज्ञजप्त;
ऄथिा
(ix) दकसी राजपजत्रत ऄजधकारी ऄथिा दकसी तहसीलदार द्वारा िासकीय लैटरहडे पर जारी ऐस े व्यजि का
फोटो िाला पहचान प्रमाण-पत्र; ऄथिा
(x) जिभाग द्वारा यथा-जिजनर्ददष्ट ऄन्कय कोइ दस्ट्तािेज़;
परंत ु यह और दक ईपयुाि दस्ट्तािेज़ की जांच, आस प्रयोजन के जलए जिभाग द्वारा जिजनर्ददष्ट रूप स े पदाजभजहत

2. फायदाग्राजहयों को आस स्ट्कीम के ऄंतगता सुजिधाजनक और जिघ्नरजहत फ़ायदा प्रदान करने की दजृ ष्ट स,े जिभाग
ऄपन े कायाान्कियन ऄजभकतााओं के माध्यम स,े यह सुजनजश्चत करन े के जलए सभी अिश्यक व्यिस्ट्थाए ँ करेगा दक
फायदाग्रजहयों को ईि ऄपेक्षा के प्रजत जागरूक करन े के जलए मीजडया के माध्यम स े व्यापक प्रसार-प्रचार दकया जाए।
3. ऐस े सभी मामलों म,ें जहां फायदाग्राजहयों के खराब बायोमेररक के कारण ऄथिा दकसी ऄन्कय कारण स े अधार
ऄजधप्रमाणन नहीं हो पाता ह,ै िहाँ जनम्नजलजखत ईपचारी दिया-जिजध ऄपनाइ जाएगी, ऄथाात -
(क) ऄगं लु ी-छाप सही नहीं अने की दिा म,ें ऄजधप्रमाणन के जलए अँख की पतु ली का स्ट्कैन ऄथिा चेहरा
ऄजधप्रमाणन सुजिधा ऄपनाइ जाएगी, जजसके द्वारा जिभाग जनबााध रीजत स े फ़ायदों के पररदान के जलए ऄपन े
कायाान्कियन ऄजभकतााओं के माध्यम स े ऄंगलु ी-छाप ऄजधप्रमाणीकरण सजहत अआररस स्ट्कैनरों ऄथिा चेहरा
ऄजधप्रमाणन के जलए ईपबंध करेगा।
(ख) यदद ऄंगलु ी-छाप ऄथिा अँख की पुतली के स्ट्कैन ऄथिा चेहरा ऄजधप्रमाणन के माध्यम स े बायोमेररक
ऄजधप्रमाणन सफल नहीं हो पाता ह,ै तो जहां भी साध्य हो और ऄनुज्ञेय हो, यथाजस्ट्थजत, अधार िन टाआम पासिड ा
ऄथिा सीजमत समय मान्कयता िाले टाआम-बेस्ट्ड िन टाआम पासिडा द्वारा ऄजधप्रमाणन प्रदान दकया जाएगा।
(ग) ऐसे ऄन्कय सभी मामलों म,ें जहां बायोमेररक ऄथिा अधार िन टाआम पासिडा ऄथिा टाआम बस्ट्े ड िन टाआम
पासिडा ऄजधप्रमाणन संभि नहीं ह,ै िहा ँ आस स्ट्कीम के ऄंतगात ईस भौजतक अधार पत्र के अधार पर फ़ायद े प्रदान
दकए जाए ँ जजसकी ऄजधप्रामाजणकता अधार पत्र पर मुदद्रत त्िररत ईत्तर (क्यअू र) कोड के माध्यम स े सत्याजपत
की जा सकती ह ै और जिभाग द्वारा ऄपने कायाान्कियन ऄजभकतााओं के माध्यम स,े क्यूअर कोड रीडर की अिश्यक
व्यिस्ट्था सुजिधाजनक ऄिस्ट्थानों पर कराइ जाएगी।
4. यह सुजनजश्चत दकए जान े के जलए दक आस स्ट्कीम के ऄंतगात कोइ भी िास्ट्तजिक फायदाग्राही ऄपन े यथोजचत फ़ायदा
स े िंजचत न रह जाए, जिभाग ऄपने कायाान्कियन ऄजभकतााओं के माध्यम स,े डाआरेक्ट बेजनदफ़ट रान्कसफर जमिन, मंजत्रमंडल
सजचिालय, भारत सरकार के कायाालय ज्ञापन संख्या डी-26011/04/2017-डीबीटी तारीख 19 ददसंबर, 2017

NOTIFICATION
New Delhi, the 1st December, 2020
S.O. 4301(E).—Whereas, the use of Aadhaar as identity document for delivery of services or
benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency,
and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and
Aadhaar obviates the need for producing multiple documents to prove one’s identity;
And whereas, the Department of Scientific and Industrial Research, Ministry of Science and
Technology in the Government of India (hereinafter referred to as the Department), is administering the
Central Sector Scheme of Industrial Research and Development Programme – Promoting Innovations in
Individuals, Start-ups and Micro, Small and Medium Enterprises (PRISM) (hereinafter referred to as
the Scheme) , which provides financial assistance to support projects for developing new ideas and
solutions that will directly change and improve the lives of the common people. The scheme is
implemented through the Outreach Centres created at public funded institutions such as Indian Institute of
Technology , Council of Scientific and Industrial Research Laboratories , National Institute of Technology,
Universities, Technology Business Incubators, Science and Technology Parks, Innovation Centres
(hereinafter collectively referred to as the Implementing Agencies);4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
And whereas, under the Scheme, grants-in-aid support (hereinafter referred to as the benefits) is
provided to the Indian Citizens including grassroots innovators and student innovators ( hereinafter
collectively referred to as the beneficiaries ) for supporting their inclusive innovations, as per the extant
Scheme guidelines;
And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated
Fund of India;
Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and Other
Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the
Central Government hereby notifies the following, namely:-
1. (1) An individual eligible for receiving the benefits under the Scheme shall hereby require to furnish
proof of possession of the Aadhaar number or undergo Aadhaar authentication.
(2) Any individual desirous of availing benefits under the Scheme, who does not possess the
Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for
Aadhaar enrolment before registering for the training programme provided he is entitled to obtain
Aadhaar as per section 3 of the said Act, and such individuals shall visit any Aadhaar enrolment
centre [list available at Unique Identification Authority of India (UIDAI) website: www.uidai.gov.in ]
to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department
through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the
beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre
located in the respective Block or Taluka or Tehsil, the Department through its Implementing Agency
shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing
Registrars of Unique Identification Authority of India or by becoming Unique Identification
Authority of India Registrar themselves:
Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be
given to such individual, subject to the production of the following documents, namely:–
(a) if he or she has enrolled, his or her Aadhaar Enrolment Identification slip; and
(b) Any one of the following documents, namely:-
(i) Bank or Post office Passbook with Photo; or
(ii) Permanent Account Number (PAN) Card; or
(iii) Passport; or
(iv) Ration Card; or
(v) Voter Identity Card; or
(vi) MGNREGA card, or
(vii) Kisan Photo passbook, or
(viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988
(59 of 1988); or
(ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a
Tehsildar on an official letter head; or
(x) any other document as specified by the Department:
Provided further that the above documents may be checked by an officer specifically designated
by the Department for that purpose.
2. In order to provide convenient and hassle free benefits to the beneficiaries under the Schemes, the
Department through its Implementing Agency shall make all the required arrangements to ensure that wide
publicity through the media shall be given to the beneficiaries to make them aware of the said requirement.[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 5
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due
to any other reason, the following remedial mechanisms shall be adopted, namely:-
(a) in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for
authentication, thereby the Department through its Implementing Agency shall make provisions
for iris scanners or face authentication along with finger print authentication for delivery of
benefits in seamless manner;
(b) in case the biometric authentication through fingerprints or iris scan or face authentication is not
successful, wherever feasible and admissible authentication by Aadhaar One Time Password or
Time-based One-Time Password with limited time validity, as the case may be, shall be offered;
(c) in all other cases where biometric or Aadhaar One Time Password or Time-based One-Time
Password authentication is not possible, benefits under the Scheme may be given on the basis
of physical Aadhaar letter whose authenticity can be verified through the Quick Response (QR)
code printed on the Aadhaar letter and the necessary arrangement of QR code reader shall be
provided at the convenient locations by the Department through its Implementing Agency.
4. In order to ensure that no bona fide beneficiary under the Scheme is deprived of his due benefits,
the concerned Department in the State Governments and Union Territory Administrations shall follow the
exception handling mechanism as specified in the Office Memorandum of Direct Benefit Transfer Mission
, Cabinet Secretariat, Government of India no. D-26011/04/2017-DBT dated the 19th December, 2017

5. This notification shall come into effect from the date of its publication in the Official Gazette in all
the States and Union territory administrations, except the States of Assam and Meghalaya.
