स ेकोई एक, को पैरा 1 के उप परै ा (3) के अधीन ’थम परंतकु म !यथािविनfदg अपने नाम, पता, मोबाइल सं‘या और अLय Gयौरे मं<ालय क3 अपने कायाL2 वयन अिभकरण(cid:19) के माDयम से मं<ालय Uारा िवशेष (cid:31)प स ेपदािभिहत संबंिधत पदधा(cid:24)रय(cid:19) को दके र आधार नामांकन के िलए अनुरोध (cid:4)कया जा सकेगा। (3) (cid:28)क3म के अधीन य(cid:4)द लाभाथE (य(cid:19)) िजसने आधार के िलए नामाकं न करा िलया है pकत ु(cid:4)कसी कारणवश , चाह े कुछ भी हो, आधार सं‘या ’(cid:28)तुत नहa कर पाता ह ै तो मं<ालय अपन े काया2Lवयन अिभकरण के माDयम स े यूआईडीएआई क3 “सच 2 माई आधार” के ज(cid:24)रय े नामांकन सिु वधा ’दान करेगा और सिु वधाजनक (cid:28)थान म ! आधार नामाकं न सिु वधाएं मुहैया कराकर /ाहक क3 जानकारी को अdतन करेगा तथा उR त अिधिनयम और उसके अधीन बनाये गये िविनयम(cid:19) के उपबधं (cid:19) के अधीन आधार सं‘या को साझा करन,े प(cid:24)रचालन करन े अथवा ’काशन करन े के¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3 ’ितबंध के दायरे म ! लाभाथE के आधार को खोजन े के िलए अपना नाम, पता, मोबाइल सं‘या, उंगिलय(cid:19) के िनशान (pफगर M’ट) और अLय Gयौरे ’चालक को दके र सहायता माDयम स े आधार को खोजने के िलए लाभाथE को अनुरोध (cid:4)कया जा सकेगा। 3. सभी मामल(cid:19) म ! जहां लाभा+थय(cid:19) के खराब बायोम(cid:24)ै PRस अथवा अLय (cid:4)कसी कारण स े आधार ’माणीकरण िवफल रहता ह ैवहां िनCिलिखत वकै ि(cid:6)पक ’चालन 6व(cid:28)था को अपनाया जाएगा, अथात2 ्:- (क) उंगिलय(cid:19) के िनशान (pफगर M’ट) क3 खराब गुणवrा के मामले म,! आईआरआईएस (cid:28)कैन सिु वधा को ’माणीकरण के िलए अपनाया जाएगा। इस ’कार, मं<ालय अपने कायाL2 वयन अिभकरण(cid:19) के माDयम स े िनबा2ध तरीके स े सिु वधा ’दान करन े के िलए pफगर M’ट (cid:28)कैनर के साथ आंख क3 पुतली (आई(cid:24)रस) (cid:28)कैनर क3 6व(cid:28)था करेगा; (ख) व(cid:24)रOठ नाग(cid:24)रक(cid:19) को लाभा+थय(cid:19) के उंगिलय(cid:19) के िनशान या आंख क3 पतु ली (आई(cid:24)रस) ’माणीकरण करन े म ! क(cid:24)ठनाई आती ह ै तो, चेहरा ’माणीकरण का उपयोग (cid:4)कया जाएगा और मं<ालय अपने अिभकरण(cid:19) के माD यम से उन व(cid:24)रOठ नाग(cid:24)रक(cid:19) या उन लाभा+थय(cid:19) के िलए जहां ’माणीकरण के अL य तरीके िवफल हो जात े ह,Q जहा ं भी cय वहाय2 हो, cय व(cid:28)थ ा करेगा; (ग) य(cid:4)द उंगिलय(cid:19) के िनशान अथवा आंख क3 पुतली (आई(cid:24)रस) अथवा चेहरा ’माणीकरण के माD यम स े बायोम(cid:24)े Pक ’माणन सफल न हो, तब ,यथाि(cid:28)थित, सीिमत समयाविध वैधता के साथ जहा ं भी c यवहाय2 और अनमु Wय हो आधार वन टाइम पासवड 2 (ओटीपी) अथवा टेलीफोिनक वन टाइम पासवड 2 (टीओटीपी) Uारा ’माणीकरण को, वरीयता दी जाएगी; (घ) उन अLय सभी मामल(cid:19) म,! जहां बायोमे(cid:24)Pक अथवा वन टाइम पासवड 2(ओटीपी) अथवा टेलीफोिनक वन टाइम पासवड 2 (टीओटीपी) ’माणीकरण सभं व नहa ह,ै भौितक आधार प<, िजसका ’माणन आधार प< पर म(cid:4)ु Jत Rय ूआर कोड के माDय म स े (cid:4)कया जा सकता ह,ै के आधार पर सेवाए ं अथवा लाभ ’दान (cid:4)कए जा सकत े ह।Q इसके िलए, मं<ालय अपने काया2L वयन अिभकरण(cid:19) के माD यम से आधार प< अथवा ई-आधार जो ऑफ लाइन तरीके स े आधार काड 2 आधार प< के ’माणीकरण को सWय ािपत करता ह,ै पर म(cid:4)ु Jत Rय ूआर कोड को पढ़ने के िलए सेवा ’दायगी के समय R यूआर कोड रीडर उपलGध कराएगा । यह R यूआर कोड अिधमाL यत: यूआईडीएआई Uारा िवकिसत सुरि.त R य ूआर कोड रीडर के माD यम से पढ़ा जाएगा Rय (cid:19)(cid:4)क यह आधार धारक का िडजीटल (cid:31)प म ! ह(cid:28)त ा.(cid:24)रत G यौरा उपलGध कराता ह ै । ऐसे सभी मामल(cid:19) म! लाभ अथवा सेवाए ं इस ’योजनाथ 2 िन+मत अपवाद िनराकरण रिज(cid:28) टर म ! लेन-दने क3 िविधवत (cid:24)रकॉuडग के प: चात उपलGध कराए जा सकत े ह,Q िजसक3 (cid:28)क 3म(cid:19) के काया2L वयन के िलए उrरदायी मं<ालय Uारा अपन े कायाL2 वयन अिभकरण(cid:19) के माDय म से आविधक (cid:31)प स े पुन+वलोकन और संपरी.ा क3 जाएगी । इन रिज(cid:28) टर(cid:19) का अनरु .ण तथा आविधक िनरी.ण अपवाद िनपटान ’णाली का आव: यक घटक होगा । 4. यह अिधसूचना राजप< म ! इसके ’काशन क3 तारीख से ज(cid:11) म ू और क: मीर को छोड़कर सभी राj य(cid:19) तथा सघं राj य .े<(cid:19) म !’भावी होगी। [फा. सं. आई-11012/02/2015-एचएफए-5 /P-9013793] अमतृ अिभजात, संयुR त सिचव MINISTRY OF HOUSING AND URBAN AFFAIRS NOTIFICATION New Delhi, the 26th December, 2018 S.O. 6316(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity; And whereas, the Ministry of Housing and Urban Affairs (hereinafter referred to as the Ministry) in the Government of India is administering the Credit Linked Subsidy Scheme component of Pradhan Mantri Awas Yojana – Urban (hereinafter referred to as the Scheme) as a Central Sector Scheme, with the objective of providing an interest subsidy (hereinafter referred to as benefit) against the housing loans4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] provided to the persons from the Economically Weaker Sections Low Income Groups and Middle Income Groups (hereinafter referred to as the beneficiary); And whereas, the aforesaid Scheme is implemented through the Central Nodal Agencies which are currently identified as (i) Housing and Urban Development Corporation; and (ii) National Housing Bank and the housing loans under the said Scheme are sanctioned by the Primary Lending Institutions (hereinafter referred to as the Implementing Agencies) as specified in the Scheme guidelines which, in turn, receive interest subsidy from the Central Nodal Agencies; And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of India; Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely: -- 1 (1) Every beneficiary desirous of availing the benefit under the Scheme is hereby required to furnish proof of possession of Aadhaar or undergo Aadhaar authentication in respect of self and, spouse, if applicable. (2) Any eligible beneficiary or spouse of such eligible beneficiary, desirous of availing the benefit under the Scheme, who do not possess the Aadhaar number or have not yet enrolled for Aadhaar, shall apply for Aadhaar enrolment and provide Aadhaar enrolment ID at the time of applying for benefit under the Scheme, provided she or he is entitled to obtain Aadhaar as per the provisions of section 3 of the said Act and such persons may visit any Aadhaar enrolment centre [list available at Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] for Aadhaar enrolment. (3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry itself through its Implementing Agencies, is required to offer enrolment facilities for the beneficiary and her or his spouse, as the case may be, who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Ministry itself through its Implementing Agencies shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming UIDAI Registrar: Provided further that till the time Aadhaar is assigned to the beneficiary or her or his spouse, or both of them, as the case may be, benefits under the Scheme shall be given to such beneficiary, subject to production of the following documents, namely:- (a) (i) if enrolled, Aadhaar Enrolment ID slip of the beneficiary or her or his spouse, as the case may be; or (ii) a copy of request made for Aadhaar enrolment by the beneficiary or her or his spouse, as the case may be, as specified in sub paragraph (2) of paragraph (2) below; and (b) any of the following documents: (i) Bank or Post Office photo passbook; or (ii) Voter ID Card; or (iii) Ration Card; or (iv) Kishan Photo Passbook; or (v) Passport; or (vi) Driving License issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (vii) Permanent Account Number (PAN) Card; or (viii) MGNREGS job Card; or (ix) in the case of spouse, her husband’s or his wife’s, as the case may be, Employee Photo Identity Card issued by the Government or any Public Sector Undertaking; or (x) Any other Photo Identity Card issued by State Governments or Union Territory Administrations; or (xi) Certificate of identity with photograph issued by a Gazetted Officer on official letterhead; or (xii) Health Card issued by Primary Health Centre (PHC) or Government Hospital; or (xiii) any other document as specified by the Ministry: Provided further that above documents shall be checked by an officer specifically designated by the Ministry for that purpose. 2. In order to provide convenient and hassle free benefits to the beneficiaries under the Scheme, the Ministry itself through its Implementing Agencies, shall make all the required arrangements including the following, namely:--¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 5 (1) wide publicity through media and individual notices shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme and they may be advised to get themselves enrolled at the nearest Aadhaar enrolment centres available in their areas by 31.01.2019 in case they are not already enrolled. The list of locally available enrolment centres shall be made available to them. (2) in case, for any reason, both the eligible beneficiary and spouse or any one of them, as the case may be, under the Scheme are not able to enroll for Aadhaar due to non-availability of enrolment centres in the vicinity, such as in the Block or Taluka or Tehsil, the Ministry itself through its Implementing Agencies shall provide Aadhaar enrolment facilities at convenient locations, and both the eligible beneficiary and spouse or any one of them, as the case may be, may be requested to register for Aadhaar enrolment by giving their names, addresses, mobile numbers and other details as specified in the first proviso under sub-paragraph (3) of paragraph 1, with concerned officials specifically designated by the Ministry through its Implementing Agencies. (3) in case, the beneficiary(s) under the Scheme who have enrolled for Aadhaar, however, are not able to produce Aadhaar number for any reason whatsoever, the Ministry through its Implementing Agencies shall provide “Search My Aadhaar” facility through UIDAI’s Enrolment and Update Client by facilitating Aadhaar enrolment facilities at convenient locations, and the beneficiaries may be requested to search their Aadhaar in assisted mode by giving their names, addresses, mobile numbers, finger prints and other details, with the operator required to search beneficiary’s Aadhaar, subject to the provisions of the said Act and regulations made thereunder with respect to restriction on sharing, circulating or publishing of Aadhaar number. 3. In all cases, where Aadhaar authentication fails due to poor biometrics of beneficiaries or due to any other reason, the following exception handling mechanisms shall be adopted, namely:-- (a) in case of poor fingerprint quality, IRIS scan facility shall be adopted for authentication, thereby the Ministry shall through its Implementing Agencies make provisions for IRIS scanners along with finger print scanners for delivery of benefits in seamless manner; (b) in case of difficulty in fingerprints or IRIS authentication of senior citizens of the beneficiaries, face authentication, shall be used and the Ministry through its Implementing Agencies shall make arrangements for face authentication wherever feasible, for those senior citizens or those beneficiaries whose other modes of authentication fail; (c) in case of biometric authentication through finger prints or IRIS or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar OTP or TOTP with limited time validity, as the case may be, shall be preferred; (d) in all other cases where biometric, OTP or TOTP authentication is not possible, services or benefits may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the QR code printed on the Aadhaar letter. For this, the Ministry through its Implementing Agencies shall provide QR code readers at point of service delivery to read QR code printed on Aadhaar letter or E-Aadhaar which allows verifying the authenticity of Aadhaar card in an offline manner. This QR code shall preferably be read through Secure QR code reader developed by UIDAI as it provides digitally signed details of Aadhaar Holder. In all such cases the benefit or service may be provided after duly recording the transaction in the exception handling register made for this purpose, which is to be reviewed and audited periodically by the Ministry through its Implementing Agencies responsible for implementation of the Schemes. Maintenance of these registers and periodic inspection will be an essential component of exception handling mechanism. 4. (2) Any eligible beneficiary or all of the family members of such eligible beneficiary, desirous of availing the benefit under the Scheme, who do not possess the Aadhaar number or, have not yet enrolled for Aadhaar, shall apply for Aadhaar enrolment and provide Aadhaar enrolment ID at the time of applying for benefit under the Scheme, provided she or he is entitled to obtain Aadhaar as per the provisions of section¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 9 3 of the said Act, and such persons may visit any Aadhaar enrolment centre [list available at Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] for Aadhaar enrolment. (3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the concerned Department responsible for implementation of the Scheme in the State Government or Union Territory Administration, is required to offer Aadhaar enrolment facilities for the beneficiary and her or his family members, who are not yet enrolled for Aadhaar, and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the concerned Department responsible for implementation of the Scheme in the State Government or Union Territory Administration shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming UIDAI Registrars themselves: Provided that, till the time Aadhaar is assigned to the beneficiary or his or her family members, as the case may be, benefits under the Scheme shall be given to such beneficiary subject to production of the following documents, namely:-- (a) (i) if enrolled, Aadhaar Enrolment ID slip of the beneficiary or his or her family members, as the case may be; or (ii) a copy of request made for Aadhaar enrolment by the beneficiary or his or her family members, as the case may be, as specified in sub-paragraph (2) of paragraph (2) below; and (b) any of the following documents: (i) Bank or Post Office photo passbook; or (ii) Voter ID Card; or (iii) Ration Card; or (iv) Kishan Photo Passbook; or (v) Passport; or (vi) Driving License issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (vii) Permanent Account Number (PAN) Card; or (viii) MGNREGS job Card; or (ix) Employee Photo Identity Card issued by the Government or any Public Sector Undertaking; or (x) Any other Photo Identity Card issued by State Governments or Union Territory Administrations; or (xi) Certificate of identity with photograph issued by a Gazetted Officer on official letterhead; or (xii) Health Card issued by Primary Health Centre (PHC) or Government Hospital; or (xiii) any other document as specified by the State Government or Union Territory Administration: Provided further that above documents shall be checked by an officer specifically designated by the State Government or Union Territory Administration for that purpose. 2. In order to provide convenient and hassle free benefits to the beneficiaries under the Scheme, the concerned Department responsible for implementation of the Scheme in the State Government or Union Territory Administration shall make all the required arrangements including the following, namely:- (1) wide publicity through media and individual notices shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme and they may be advised to get themselves enrolled at the nearest enrolment centres available in their areas by 31.01.2019 in case they are not already enrolled. The list of locally available enrolment centres shall be made available to them. (2) in case, for any reason, the beneficiary and/or his or her family members as defined in the extant Scheme guidelines or any one of them, as the case may be, is/are not able to enroll due to non- availability of enrolment centres in the vicinity such as in the Block or Taluka or Tehsil, the concerned Department responsible for implementation of the Scheme in the State Government or Union Territory Administration shall provide Aadhaar enrolment facilities at convenient locations, and beneficiary and/or his or her family member as defined in the extant scheme guidelines or any one of them, as the case may be, may be requested to register for Aadhaar enrolment by giving their names, addresses, mobile numbers and other details as specified in the first proviso under sub- paragraph (3) of paragraph 1, with the officials specifically designated at concerned Department of the State Government or Union Territory Administration in-charge of implementation of Scheme. (3) in case, the beneficiary under the Scheme who have enrolled for Aadhaar, however, are not able to produce Aadhaar number for any reason whatsoever, the concerned Department responsible for implementation of the Scheme in the State Government or the Union Territory Administration shall provide “Search My Aadhaar” facility through UIDAI’s Enrolment and Update Client by facilitating Aadhaar enrolment facilities at convenient locations, and the beneficiaries may be requested to search10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] their Aadhaar in assisted mode by giving their names, addresses, mobile numbers, finger prints and other details, with the operator required to search beneficiary’s Aadhaar, subject to the provisions of the said Act and regulations made thereunder with respect to restriction on sharing, circulating or publishing of Aadhaar number . 3. In all cases, where Aadhaar authentication fails due to poor biometrics of beneficiaries or due to any other reason, the following exception handling mechanisms shall be adopted, namely:- (a) in case of poor fingerprint quality, IRIS scan facility shall be adopted for authentication, thereby the concerned Department responsible for implementation of the Scheme in the State Government or the Union Territory Administration shall through its service delivery agency make provisions for IRIS scanners along with finger print scanners for delivery of benefits in seamless manner; (b) in case of difficulty in fingerprints or IRIS authentication of senior citizens of the beneficiaries, face authentication shall be used and the concerned Department responsible for implementation of the Scheme in the State Governments or Union Territory Administrations shall make arrangements for face authentication wherever feasible, for those senior citizens or those beneficiaries whose other modes of authentication fail; (c) in case of biometric authentication through finger prints or IRIS or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar OTP or TOTP with limited time validity, as the case may be, shall be preferred; (d) in all other cases where biometric, OTP or TOTP authentication is not possible, services or benefits may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the QR code printed on the Aadhaar letter. For this, the concerned Department responsible for implementation of the Scheme in the State Government or the Union Territory Administration shall provide QR code readers at point of service delivery to read QR code printed on Aadhaar letter or E-Aadhaar which allows verifying the authenticity of Aadhaar card in an offline manner. This QR code shall preferably be read through Secure QR code reader developed by UIDAI as it provides digitally signed details of Aadhaar Holder. In all such cases the benefit or service may be provided after duly recording the transaction in the exception handling register made for this purpose, which is to be reviewed and audited periodically by the concerned Department responsible for implementation of the Scheme in the State Government or the Union Territory Administration. Maintenance of these registers and periodic inspection will be an essential component of exception handling mechanism. 4. This notification shall come into effect from the date of its publication in the Official Gazette in all the States and Union Territories, except the State of Jammu and Kashmir. [F.
