उपधारा (2) के खडं (घ) द्वारा प्रित्त िजियों का प्रयोग करत े हुए और जिज्ञान और इंिीजनयररंग अनुसंधान बोडड (समूह 'क' राजपत्रित पिों (अननुसजचिीय, िैज्ञाजनक और तकनीकी) जिजनयम, 2014 की भती, िेतन और सेिा के अन्य जनबंधन और ित)ें के अजधक्रमण म ें बनान े का प्रस्ट्ताि करती ह,ै िो भारत के रािपत्र, असाधारण, भाग III, खंड 4, दिनांक 25 अप्रलै , 2014 को संख्या 003/2014/एफ. संख्या एसआर/एस9/िेड- 08/2011, दिनांक 24 अप्रैल, 2014 के तहत प्रकाजित हुए थ,े जसिाय उन बातों के िो ऐस े अजधक्रमण स े पहले लागू या करने स े छूट गई ह,ैं इसके द्वारा प्रभाजित होने की संभािना िाले व्यजियों की िानकारी के जलए इसके द्वारा प्रकाजित दकया िाता ह;ै और एततद्वारा सूचना िी िाती ह ै दक उि मसौिा भती जनयमों पर उस तारीख से तीस दिन की अिजध की समाजि के पश्चात जिचार दकया िाएगा, जिस तारीख को आजधकाररक रािपत्र म ें प्रकाजित इस अजधसूचना की प्रजतयां िनता को उपलब्ध करा िी िाती ह;ैं इन मसौिा भती जनयमों पर आपजत्तयां और सुझाि, यदि कोई हों, तो जनििे क, अनुसंधान राष्ट्रीय अनुसंधान फाउंडिे न, टेक्नोलॉिी भिन, न्य ूमहरौली रोड, नई दिल्ली-110016 द्वारा जिचार दकया िाएगा। 5239 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] मसौिा जनयम 1. सजं िि नाम और प्रारंभ - (1) इन जनयमों को अनुसंधान राष्ट्रीय अनुसंधान फाउंडेिन समूह ‘क’ पि (अननुसजचिीय, िैज्ञाजनक और तकनीकी) भती जनयम, 2025 कहा िाएगा। (1) यह रािपत्र म ेंइनके प्रकािन की तारीख को प्रिृत्त होंगे। 2. पररभाषा – (1) इन जनयमों में, िब तक दक संिभड स ेअन्यथा अपेजित न हो, — (क) “अजधजनयम” से अनुसंधान राष्ट्रीय अनुसंधान प्रजतष्ठान अजधजनयम, 2023 (2023 का 25) अजभप्रेत ह;ै (ख) “जनयंत्रण प्राजधकारी” का तात्पयड मुख्य कायडकारी अजधकारी स ेहै; (ि) ‘"केन्द्रीय सरकार" का तात्पयड भारत सरकार के जिज्ञान और प्रौद्योजगकी मंत्रालय, जिज्ञान और प्रौद्योजगकी जिभाग स े ह;ै (घ) "अनुसूची" से तात्पयड इन जनयमों से संलग्न अनुसूजचयों से है; (ङ) "योिना" का तात्पयड कार्मडक एिं प्रजििण जिभाग द्वारा दिनांक 13 माच,ड 2024 के कायाडलय ज्ञापन संख्या एबी- 14017/41/2013-पीपी(आरआर) के तहत िारी संिोजधत जिजथलता पूरक योिना (आरएफसीएस) से ह;ै और (च) "िैज्ञाजनक पि" से तात्पयड योिना में पररभाजषत पि से ह।ै 2) इसम ें प्रयुि िब्िों और अजभव्यजियों का, िो इन जनयमों म ें पररभाजषत नहीं ह,ैं दकन्त ु अजधजनयम म ें पररभाजषत ह,ैं िही अथ डहोगा िो अजधजनयम में उन्ह ेंदिया गया ह।ै 3. पिों की सख्ं या, िगीकरण और िते न मरै रक्स म ें स्ट्तर- पिों का नाम, उनका िगीकरण, पिों की संख्या और िेतन मैररक्स में स्ट्तर नीच ेदिए गए अनुसार होगा।: - क्र. स.ं पिनाम िगीकरण पिों की संख्या िेतन-मैररक्स में स्ट्तर (1) (2) (3) (4) (5) 1. 144200- 218200) 7. िैज्ञाजनक ‘एच’ िून्य* लेिल –15 (Rs.1,82,200-2,24,100) * कायडभार के आधार पर पररितडन के अध्यधीन। रटप्पण- प्रत्येक ग्रेड में ररजियों को सबसे पहले फीडर ग्रेड के उन िैज्ञाजनकों से भरा िाएगा जिन्ह ें योिना के अंतगडत अगल े उच्च ग्रडे में पिोन्नजत के जलए अनुिंजसत दकया गया ह।ै यदि योिना के अंतगडत अगले ग्रेड में पिोन्नजत के जलए जिचाराथ ड अनुिंजसत िैज्ञाजनकों की संख्या, पिोन्नजत ग्रडे म ें उपलब्ध ररजियों की संख्या स े अजधक ह,ै तो उस सीमा तक पिों की संख्या स्ट्ितः ही पिोन्नजत ग्रडे म ें इस ित ड के अधीन उन्नत कर िी िाएगी दक सभी ग्रेडों की संयिु स्ट्िीकृत संख्या समान रहगे ी। नौकरी छोड़न े के कारण उत्पन्न ररजियााँ सामान्यतः संबंजधत िज्ञै ाजनक या तकनीकी श्रेणी के प्रिेि स्ट्तर के ग्रेड म ें िापस आ िाएाँगी। हालााँदक, कायाडत्मक आिश्यकताओं के आधार पर और सिम प्राजधकारी के अनुमोिन से, इनम ेंसे कुछ ररजियों को,[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 ररजि के स्ट्तर और समग्र स्ट्िीकृत पि संख्या के भीतर व्यजिगत उम्मीििारों की उच्च योग्यताओं और कौिल के अनुरूप, प्रिेि स्ट्तर स ेऊपर के पिों के जलए, इन जनयमों म ेंजनधाडररत भती पद्धजत स ेभरा िा सकता ह।ै 4. भती पद्धजत– (1) िैज्ञाजनक 'बी' से 'एच' तक के पि चयन पि होंगे। (2) भती के प्रयोिनाथड य ेपि संघ लोक सेिा आयोग के कायिड ेत्र से मुि होंगे। (3) िैज्ञाजनक 'बी' के पिों पर भती अनुसूची II में जनर्िडष्ट अनुसार सीधी भती या प्रजतजनयुजि (अल्पकाजलक अनुबंध सजहत) द्वारा की िाएगी। (4) िैज्ञाजनक 'बी', 'सी', 'डी', 'ई', 'एफ', 'िी' और 'एच' के प्रत्येक पि या प्रत्येक मामल े के जलए भती की जिजिष्ट पद्धजत का जनणडय समय-समय पर जनयंत्रण प्राजधकारी द्वारा दकया िाएगा। 5. िैज्ञाजनक 'सी', 'डी', 'ई', 'एफ', 'िी' और 'एच' के पिों के जलए भती या तो योिना के तहत पिोन्नजत या उन्नयन या सीधी भती या प्रजतजनयुजि (अल्पकाजलक अनुबंध सजहत) द्वारा अनुसूची II से अनुसूची VI में जनर्िष्टड और जनयम 3 के नीच ेदिए गए नोट के अनुसार की िाएगी। 6. िैज्ञाजनक बी, सी, डी, ई, एफ, िी और एच के पिों पर प्रत्येक पि के जलए या सीधी भती या प्रजतजनयुजि (अल्पकाजलक अनुबंध सजहत) के प्रत्येक मामल े में आिश्यक िैजिक योग्यता और अनुभि के जििेष अनिु ासन या िेत्र का जनणडय जिजभन्न जिषयों के िैज्ञाजनकों की उपलब्धता और दकसी जििेष जिषय में िैज्ञाजनकों की आगे की आिश्यकता को ध्यान में रखते हुए, जनयंत्रण प्राजधकारी द्वारा दकया िाएगा और जििेष जिषय को इन जनयमों की अनुसूची V और अनुसूची VI में उजल्लजखत जिषयों की सूची से चुना िाएगा। 5. पिोन्नजत या उन्नयन - (1) िैज्ञाजनक 'िी' ग्रेड तक िैज्ञाजनकों की पिोन्नजत सिं ोजधत जिजथल योिना के प्रािधानों और केंद्र सरकार द्वारा समय-समय पर संिोजधत प्रािधानों द्वारा िाजसत होगी। 2. िैज्ञाजनकों की िैज्ञाजनक 'सी' से िैज्ञाजनक 'िी' ग्रेड तक पिोन्नजत या उन्नयन नीचे ििाडई गई न्यूनतम कायडकाल और योिना में जनर्िडष्ट अन्य प्रािधानों के अनपु ालन के अनुसार होगा। िेतन मैररक्स में लेिल पिनाम प्रििडन से संबंजधत न्यनू तम कायडकल लेिल-11 िैज्ञाजनक सी िैज्ञाजनक-बी के रूप में तीन िष ड लेिल -12 िैज्ञाजनक डी िैज्ञाजनक-सी के रूप में चार िष ड लेिल -13 िैज्ञाजनक ई िैज्ञाजनक-डी के रूप में चार िष ड लेिल -13ए िैज्ञाजनक एफ िैज्ञाजनक-ई के रूप म ेंपांच िष ड लेिल-14 िैज्ञाजनक िी िैज्ञाजनक-एफ के रूप म ेंपांच िषड 3. योिना के अंतगडत मूल्यांकन के िो स्ट्तर होंगे, अथाडत् स्ट्तर-1 स्ट्क्रीननंग (आंतररक स्ट्क्रीननगं सजमजत) और स्ट्तर-2 स्ट्क्रीननंग (मूल्यांकन बोडड या जिभागीय सहकमी समीिा सजमजत), िैसा दक अनुसूची IV में जिजनर्िडष्ट ह।ै 4. मूल्यांकन िषड में िो बार दकया िाएगा और उन िैज्ञाजनकों के मामलों पर जिचार दकया िाएगा जिन्होंने मूल्यांकन की कट-ऑफ तारीखों अथाडत 1 िनिरी या 1 िलु ाई, िैसा भी मामला हो, के अनुसार न्यूनतम कायडकाल पूणड कर जलया ह ै या पूणड कर लेंग,े और जिन्होंने मूल्यांकन की कट-ऑफ तारीखों से पहले की अिजध के जलए न्यूनतम कायडकाल के िषों की संख्या के बराबर या उससे अजधक िार्षडक गोपनीय ररपोटड या िार्षडक प्रििडन मल्ू यांकन ररपोटड अर्िडत की ह ै या अर्िडत करेंग,े योिना के तहत मूल्यांकन के जलए जिचार दकया िाएगा। 5. िो िैज्ञाजनक स्ट्तर -1 स्ट्क्रीननगं या स्ट्तर-2 स्ट्क्रीननंग म ें अहतड ा प्राि नहीं करत े हैं, उनका पुनमूडल्यांकन एक िष ड के बाि ही दकया िाएगा, िब िे कम से कम एक और िार्षडक जनष्पािन मल्ू यांकन ररपोटड और िार्षडक कायड ररपोटड प्राि कर लेंग े और ऐसा पुनमल्ूड यांकन पनु ः स्ट्तर -1 और स्ट्तर -2 स्ट्क्रीननंग की आिश्यकता होगी तथा उस चरण स े िरूु नहीं होगा, िहां िैज्ञाजनक अहतड ा प्राि करने में असफल रह ेथे। 6. अगले ग्रडे म ें पिोन्नजत या उन्नयन के जलए योिना के अंतगडत मूल्यांकन प्रदक्रया केिल तीन बार आयोजित की िाएगी, और उसके बाि, िैज्ञाजनक को केंद्र सरकार के जसजिल कमडचाररयों के जलए अनुमोदित संिोजधत सुजनजश्चत कैररयर4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] प्रगजत दििाजनिेिों के अंतगडत िाजमल दकया िाएगा और जिस िैज्ञाजनक को संिोजधत सुजनजश्चत कैररयर प्रगजत के तहत कोई ग्रेड प्रिान दकया गया ह,ै उसे योिना में दिए गए प्रािधान के अनुसार अगल ेग्रेड के जलए जिचार दकया िा सकता ह।ै 7. प्रबंधन या प्रिासजनक कायड करने िाल े िैज्ञाजनकों या तकनीकी जििेषज्ञों की सेिा अिजध को योिना के तहत पिोन्नजत या उन्नयन के जलए नहीं जगना िाएगा और जििेष रूप से प्रबंधन या प्रिासजनक कायड करन े िाल े िैज्ञाजनकों या तकनीकी जििेषज्ञों को योिना के तहत पिोन्नजत या उन्नयन के जलए नहीं माना िाएगा और उन्ह ें केिल संिोजधत सुजनजश्चत कैररयर प्रगजत के तहत उन्नयन का लाभ दिया िाएगा। 8. योिना के अंतगतड अगले उच्च ग्रडे में पिोन्नजत या उन्नयन के जलए अनुिंजसत िैज्ञाजनकों की पिोन्नजत या उन्नयन की जतजथ िह जतजथ होगी जिस दिन सिम प्राजधकारी ने पिोन्नजत या उन्नयन को मंिूरी िी थी और संगठन के बाहर छुट्टी या प्रजतजनयुजि पर अजधकाररयों को केिल उस जतजथ से पिोन्नजत या उन्नयन दिया िाएगा जिस जतजथ स े िे पुनः िाजमल होंग े या मूल कैडर में िापस आएगं े। 9. कोई पूिडव्यापी पिोन्नजत या उन्नयन नहीं होगा। 10. िैज्ञाजनक 'एफ' के पि पर पिोन्नजत या उन्नयन के जलए कम से कम िो िष ड का अनुसंधान और जिकास या िैज्ञाजनक पररयोिनाओं के कायाडन्ियन में िेत्र अनुभि और िैज्ञाजनक 'िी' के पि पर पिोन्नजत या उन्नयन के जलए पांच िष ड का अनुभि आिश्यक होगा। 11. न्यूनतम कायडकाल की गणना के जलए छुट्टी की अिजध, प्रजतजनयजु ि या जििेि सेिा आदि पर जबताई गई अिजध को योिना में जिजनर्िडष्ट अनुसार माना िाएगा। 12. इन जनयमों म ेंउजल्लजखत न की गई कोई भी बात योिना के प्रािधानों के अधीन होगी। 6. िार्षकड जनष्पािन मल्ू याकं न ररपोटड और िार्षकड काय ड ररपोटड - िैज्ञाजनकों को योिना म ें दिए गए प्रारूप म ें िार्षडक आधार पर अजनिायड रूप से िार्षडक कायड ररपोटड और िार्षडक जनष्पािन मल्ू यांकन ररपोटड भरनी होगी। 7. पररिीिा- (1) िैज्ञाजनक 'बी' के ग्रडे म ें सीधी भती या समहू 'बी' िेतनमान से पिोन्नजत द्वारा जनयुि िैज्ञाजनकों के जलए पररिीिा की अिजध िो िषड होगी और िैज्ञाजनक 'सी' के ग्रेड में सीधी भती द्वारा जनयुि िैज्ञाजनकों के जलए पररिीिा की अिजध िो िषड होगी और िैज्ञाजनक 'डी', 'ई', 'एफ', 'िी' और 'एच' के ग्रेड में सीधी भती द्वारा जनयुि िैज्ञाजनकों के जलए एक िषड होगी: बित े दक जनयंत्रक प्राजधकारी इस संबंध म ें समय-समय पर केन्द्रीय सरकार द्वारा िारी अनुिेिों के अनुसार पररिीिा की अिजध बढा सकेगा: बिते दक पररिीिा अिजध के जिस्ट्तार के जलए कोई भी जनणडय सामान्यतः जपछली पररिीिा अिजध की समाजि के आठ सिाह के भीतर जलया िाएगा और ऐसा करन े के कारणों सजहत संबंजधत अजधकारी को उि अिजध के भीतर जलजखत रूप म ेंसूजचत दकया िाएगा। (2) पररिीिा अिजध पूरी होने पर या उसके जिस्ट्तारण होने पर, यदि िैज्ञाजनकों को स्ट्थायी जनयुजि के जलए उपयिु समझा िाता ह,ै तो उन्ह ेंजनयजमत आधार पर उनकी जनयुजि म ेंबनाए रखा िाएगा तथा उपलब्ध मलू ररजियों के जिरुद्ध उनकी पुजष्ट की िाएगी। (3) यदि पररिीिा अिजध या उसके जिस्ट्तारण के िौरान, िैसा भी मामला हो, यदि फाउंडेिन की राय ह ैदक कोई िैज्ञाजनक स्ट्थायी जनयुजि के जलए उपयिु नहीं ह,ै तो फाउंडेिन उस िैज्ञाजनक को सेिा से मुि कर सकता ह ैया उसे सेिा में जनयुजि से पूिड उसके द्वारा धाररत पि पर िापस कर सकता है, िैसा भी मामला हो। (4) पररिीिा अिजध या उसके दकसी जिस्ट्तार के िौरान, िैज्ञाजनकों से फाउंडेिन द्वारा प्रजििण और अनिु ेि के ऐसे पाठ्यक्रमों को पूरा करन े तथा परीिाएं और परीिण (नहिं ी म ेंपरीिा सजहत) उत्तीण ड करन े की अपेिा की िा सकती है, िैसा फाउंडेिन उजचत समझे, िो पररिीिा के संतोषिनक समापन समाजि के जलए उपयुि ह।ै (5) िहा ंतक पररिीिा से संबंजधत अन्य मामलों का संबंध है, सेिा के सिस्ट्य इस संबंध में समय-समय पर केन्द्रीय सरकार द्वारा िारी अनुिेिों के अधीन होंगे। 8. स्ट्थायीकरण - सीधी भती के माध्यम से जनयुि िैज्ञाजनक पिों का स्ट्थायीकरण जिभागीय स्ट्थायीकरण सजमजत की अनुिंसा पर जनयंत्रण प्राजधकारी द्वारा दकया िाएगा तथा जिभागीय स्ट्थायीकरण सजमजत की संरचना जनम्नानुसार होगी:- 1. िैज्ञाजनक ‘बी’, ‘सी’, ‘डी’, ‘ई’ और ‘एफ’ के जलए: 1. मुख्य कायडकारी अजधकारी अध्यि; 2. जिज्ञान और प्रौद्योजगकी जिभाग से संयुि सजचि या समकि िज्ञै ाजनक अजधकारी सिस्ट्य 3. फाउंडेिन के िैज्ञाजनक 'िी' सिस्ट्य 2. िैज्ञाजनक ‘िी’ और ‘एच’ के जलए:[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 1. सजचि, जिज्ञान और प्रौद्योजगकी जिभाग अध्यि; 2. मुख्य कायडकारी अजधकारी सिस्ट्य 3. जिज्ञान और प्रौद्योजगकी जिभाग से अपर सजचि या समकि िैज्ञाजनक अजधकारी सिस्ट्य; 9. अयोग्यता- कोई भी व्यजि, - (क) जिसने दकसी ऐसे व्यजि से जििाह दकया ह,ै या जििाह का अनुबंध दकया ह,ै जिसका पजत या पत्नी िीजित ह;ै या (ख) जिसन े अपने पजत या पत्नी के िीजित रहत ेहुए दकसी व्यजि से जििाह दकया है, िह िैज्ञाजनक पिों पर जनयुजि के जलए पात्र नहीं होगा। परन्त ुयदि केन्द्रीय सरकार का यह समाधान हो िाए दक ऐसा जििाह ऐसे व्यजियों और जििाह के िसू रे पिकार पर लाग ू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ैऔर ऐसा करने के जलए अन्य आधार ह ैंतो िह दकसी व्यजि को इस जनयम के प्रितडन से पृथक कर सकती ह।ै 10. जचदकत्सा सजु िधा: बोडड के अजधकारी अनुसूची I में जिजनर्िष्टड जचदकत्सा सुजिधाओं के हकिार होंगे. 11. सिे ाजनिजृ त्त लाभ- नई पिें न योिना/एकीकृत पेंिन योिना के प्रािधान, िो समतल्ु य िेतन स्ट्तर के केंद्रीय सरकारी अजधकाररयों पर लागू ह,ैं फाउंडिे न के अजधकाररयों पर भी लागू होंगे। 12. जिजथलन की िजि: चाह ेकेन्द्रीय सरकार की यह राय हो दक ऐसा करना आिश्यक अथिा समीचीन है, तो िह उसके जलए िो कारण ह ैंउन्ह ेंजलजखत म ेंििड करके, आििे द्वारा, दकसी िगड या प्रिग डके व्यजियों के संबंध में इन जनयमों के दकसी उपबंध को जिजथल कर सकती ह।ै 13. इन जनयमों के लागू होन े स ेठीक पहले सेिारत फाउंडेिन के कमडचाररयों की सेिा की ित ें एिं जनबंधन इन जनयमों के प्रािधानों के अनुसार होंगे। 14. व्यािजृ त्त: इन जनयमों की कोई बात अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, भतू पूिड सजै नकों और अन्य जििेष प्रिगों के व्यजियों के जलए इस संबंध में समय-समय पर केन्द्रीय सरकार द्वारा िारी आिेिों के अनुसार दिए िान े िाले आरिण, आय-ु सीमा में छूट और अन्य ररयायतों पर प्रभाि नहीं डालगे ी। [फा. सं. आरआर/एएनआरएफ-2025] सुनील कुमार, अपर सजचि अनसु चू ी I 1. बाह्य जचदकत्सा व्यय.— (l) अजधकारी स्ट्ियं एिं पररिार के घोजषत सिस्ट्यों के जलए जचदकत्सा प्रजतपूर्तड पान े के पात्र होंगे। स्ट्पष्टीकरण: इस खडं के प्रयोिन के जलए, "पररिार" िब्ि का िही अथ ड होगा िो केंद्रीय सेिा (जचदकत्सा पररचारक) जनयम, 1944 में उजल्लजखत ह।ै (2) िषड के िौरान बाह्य जचदकत्सा व्यय की प्रजतपूर्तड िास्ट्तजिक व्यय या िषड की पहली िनिरी को एक माह के िेतन (मूल िेतन + महगं ाई भत्ता) िो भी कम हो, तक सीजमत होगी। (3) यह िािा डॉक्टर के पचे और डॉक्टर द्वारा उपचार एि ं ििाओं की खरीि के जलए मलू नकि रसीि या जबलों द्वारा प्रमाजणत होना चाजहए और िषड के िौरान दकसी िृजद्ध या पिोन्नजत का प्रभाि 1 िनिरी को जनधाडररत सीमा पर नहीं पड़ेगा। (4) िषड के िौरान अजधकाररयों के कायडभार ग्रहण करन े पर िार्षकड पात्रता आनुपाजतक आधार पर सीजमत होगी। (5) बाह्य उपचार बोडड द्वारा बनाए िाने िाले पनै ल से सूचीबद्ध प्राजधकृत जचदकत्सा पररचारकों से जलया िाएगा। (6) पुरानी बीमाररयों के मामले में, ििाओं की लागत की प्रजतपर्ू तड के संिभड में केंद्रीय सेिा जचदकत्सा पररचयाड जनयम (सीएसएमए) या केंद्रीय सरकार स्ट्िास्ट््य योिना (सीिीएचएस) के अतं गतड आने िाल े अस्ट्पताल से प्राि ििा का पचाड स्ट्िीकायड होगा। (7) लागत गहन उपचार के प्रयोिन से, प्रजतपूर्त ड केंद्रीय सरकार स्ट्िास्ट््य योिना या केंद्रीय सेिा जचदकत्सा पररचारकों की िरों के अनुसार बोडड के अनुमोिन से मामले िर मामले आधार पर की िाएगी।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (8) आपातकाल की जस्ट्थजत म ें कमडचारी जनकटतम अस्ट्पताल में इलाि करा सकता ह ै और व्यय की प्रजतपूर्त ड केंद्रीय सरकार स्ट्िास्ट््य योिना के लाभार्थयड ों के जलए जनधाडररत िरों के अनुसार दकया िाएगा, यह अस्ट्पताल प्राजधकाररयो के आपातकालीन प्रमाण पत्र प्रस्ट्ततु करने के अध्यधीन ह।ै 2. आतं ररक उपचार:— (1). आतं ररक उपचार के प्रयोिन से, बोडड के अजधकारी इस सबं ंध में बोडड द्वारा प्राजधकृत अस्ट्पतालों में जचदकत्सा उपचार के जलए पात्र होंगे और इस प्रयोिन के जलए अस्ट्पताल आिास, नर्सिंग होम सुजिधा आदि सजहत उपचार की लागत केंद्रीय सेिा (जचदकत्सा पररचारक) जनयम, 1944 के प्रािधानों के अनसु ार होगी, िो समतल्ु य िते न पान े िाले केंद्रीय सरकारी कमडचाररयों पर लाग ूहोती ह।ै (2). उपयिुड खंड (1) के प्रयोिनाथड प्राजधकृत अस्ट्पताल िही होंग े िो केंद्रीय सेिा (जचदकत्सा पररचारक) जनयम, 1944 द्वारा जिजनयजमत केंद्रीय सरकारी कमडचाररयों के जलए उपलब्ध ह।ैं आपातकालीन जस्ट्थजत को छोड़कर, प्राजधकृत जचदकत्सा सहायकों की सलाह पर प्राजधकृत अस्ट्पतालों में उपचार जलया िा सकता ह।ै अनसु चू ी II िज्ञै ाजनक ‘बी’ के पि के जलए भती क. सीधी भती : - (1.) सीधी भती के जलए अपजे ित िजै िक एि ंअन्य अहतड ाएाँ: - (क) अजनिाय:ड दकसी मान्यता प्राि जिश्वजिद्यालय या संस्ट्थान से भौजतक या रासायजनक या िैजिक या पृ्िी-िायुमंडलीय या पयाडिरणीय या गजणतीय या कम्प्यूटेिनल और सूचना या कृजष जिज्ञान म ें स्नातकोत्तर जडग्री या अनसु ूची V म ें जिजनर्िडष्ट अनुसार समकि; या दकसी मान्यता प्राि जिश्वजिद्यालय या संस्ट्थान से इंिीजनयररंग या प्रौद्योजगकी या िैि प्रौद्योजगकी या जचदकत्सा या पि ु जचदकत्सा जिज्ञान या फामाडस्ट्युरटकल जिज्ञान (न्यनू तम चार िषीय जडग्री पाठ्यक्रम) म ें स्नातक की जडग्री या अनुसूची VI म ें जिजनर्िडष्टानुसार समकि। (ख) िांछनीय : (i) अनुसूची V म ेंजिजनर्िडष्ट दकसी जिषय में दकसी मान्यता प्राि जिश्वजिद्यालय या संस्ट्थान से (डॉक्टरेट) जडग्री; या अनुसूची VI में जिजनर्िडष्ट दकसी जिषय में दकसी मान्यता प्राि जिश्वजिद्यालय या संस्ट्थान से स्नातकोत्तर जडग्री। ii. उद्योग या िैिजणक संस्ट्थान या जिज्ञान और प्रौद्योजगकी संगठन में अनुसंधान और जिकास में एक िषड का अनुभि। रटप्पण - न्यूनतम अजनिायड ििै जणक योग्यता प्राि करने म ें व्यतीत की गई अिजध की गणना अनुभि में नहीं की िाएगी। दकसी मान्यता प्राि जिश्वजिद्यालय या संस्ट्थान से डॉक्टरेट जडग्री (अजनिायड अहतड ा िेत्र में) प्राि करने म ें व्यतीत अिजध, िैसा दक ऐसे जिश्वजिद्यालय या संस्ट्थान द्वारा प्रमाजणत हो, डॉक्टरेट की जडग्री पूरी होन े के अधीन होगी और अजधकतम िो िषड की अिजध की गणना अनुभि के रूप में की िाएगी। यदि डॉक्टरेट की जडग्री प्रिान नहीं की गई ह ैतो डॉक्टरेट की जडग्री प्राि करने में व्यतीत की गई अिजध को दकसी भी उद्देश्य के जलए अनुभि के रूप म ें नहीं जगना िाएगा। तथाजप, डॉक्टरेट जडग्री (प्रित्त जडग्री) प्राि करन े में व्यतीत की गई अिजध के िौरान िो िष ड से अजधक के पणू डकाजलक रोिगार (जनयजमत या संजििात्मक) के मामलों में, अनभु ि की गणना केिल रोिगार अिजध के जलए की िाएगी, न दक डॉक्टरेट की जडग्री के जलए।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 (2.) सीधी भती हते ुआय-ु जतजथ। ख. प्रजतजनयजु ि (जिसके अतं गतड अल्प काजलक सजं ििा भी िाजमल ह)ै : प्रजतजनयुजि (जिसके अंतगतड अल्पकाजलक संजििा भी िाजमल ह)ै द्वारा भती के मामल ेमें, िे ग्रेड जिनसे प्रजतजनयुजि जिसमें अल्पकाजलक िैज्ञाजनक या प्रौद्योजगकीजिि,् (i) ितडमान संिगड या जिभाग में जनयजमत आधार पर सििृ पिधारी; या (ii) मूल संिग डया जिभाग म ेंस्ट्तर-9 (53100-167800/- रुपये) या समकि में जनयजमत आधार पर पि पर जनयुजि के बाि िो िषड की सेिा; या (iii) मूल संिगड या जिभाग में स्ट्तर-8 (47600-151100/- रुपये) या समकि म ेंजनयजमत आधार पर पि पर जनयुजि के बाि चार िषड की सेिा की हो; और (ख.) उपरोि परै ा 1(क) में सीधी भती हते ु जिजहत जनयुि ह)ै प्रोन् नजत के जलए जिचार के पात्र नहीं होंगे। रटप्पण 3: प्रजतजनयुजि (जिसमें अल्पकाजलक संजििा भी िाजमल ह)ै द्वारा जनयुजि के जलए अजधकतम आयु सीमा भारत के गैर-िरू स्ट्थ िेत्रों में उम्मीििारों के जलए आिेिन प्राि करने की अंजतम जतजथ को 56 िषड से अजधक नहीं होगी। िांच और चयन प्रदक्रया – प्रजतजनयुजि (जिसमें अल्पकाजलक संजििा भी िाजमल ह)ै के जलए, िांच और चयन प्रदक्रया जनयंत्रण प्राजधकारी द्वारा जनधाडररत की िाएगी। सीधी भती के जलए, यदि आिश्यक समझा िाए, तो छानबीन प्रदक्रया म ें जलजखत परीिा िाजमल होगी, िो प्रजतष्ठान द्वारा सीधे या उस िेत्र में अनुभि और जििेषज्ञता रखने िाली दकसी एिेंसी या संगठन के माध्यम स ेसंचाजलत की िाएगी। अनसु चू ी –।।। िज्ञै ाजनक ‘सी’ स ेिज्ञै ाजनक ‘िी’ पिों के जलए भती 1. िज्ञै ाजनक ‘सी’ पिों के जलए: क. सीधी भती- (1) सीधी भती के जलए अपेजित िैजिक और अन् य अहतड ाएं,— (क) VI में जिजनर्िडष्ट इंिीजनयररंग या प्रौद्योजगकी या िैि प्रौद्योजगकी या जचदकत्सा या पि ु जचदकत्सा जिज्ञान या औषजध जिज्ञान में स्नातक जडग्री (न्यूनतम चार िषीय जडग्री पाठ्यक्रम) या समकि। (ii) उद्योग या िैिजणक संस्ट्थान या जिज्ञान एिं प्रौद्योजगकी संगठन म ेंअनुसंधान एिं जिकास म ेंिस िषड का अनुभि। (ख) िांछनीय: अनुसूची V म ेंजिजनर्िडष्ट दकसी भी जिषय में दकसी मान्यता प्राि जिश्वजिद्यालय या संस्ट्थान से डॉक्टरेट की जडग्री; या अनुसूची VI में जिजनर्िडष्ट दकसी भी जिषय में दकसी मान्यता प्राि जिश्वजिद्यालय या संस्ट्थान से स्नातकोत्तर जडग्री। रटप् पण: अजनिायड अहतड ाएं अर्िडत करने पर जबताई गई अिजध की अनुभि गणना हते ु नहीं की िाएगी। दकसी मान्यता प्राि जिश्वजिद्यालय या संस्ट्थान स े डॉक्टरेट की जडग्री (अजनिायड अहतड ा िेत्र म)ें प्राि करन े म ें जबताया गया समय, िैसा दक ऐस े जिश्वजिद्यालय या संस्ट्थान द्वारा प्रमाजणत हो, डॉक्टरेट की जडग्री पूरी होन े के अधीन और अजधकतम िो िष ड की अिजध के अधीन, अनुभि के रूप म ें गणना की िाएगी। यदि डॉक्टरेट की जडग्री प्रिान नहीं की गई है, तो डॉक्टरेट की जडग्री प्राि करने म ें व्यतीत अिजध को दकसी भी उद्देश्य के जलए अनुभि म ें नहीं जगना िाएगा। हालााँदक, डॉक्टरेट की जडग्री (प्रित्त जडग्री) प्राि करन े म ें व्यतीत की गई अिजध के िौरान िो िष ड से अजधक के पणू डकाजलक रोिगार (जनयजमत या संजििात्मक) के मामलों म,ें अनुभि की गणना केिल रोिगार अिजध के जलए की िाएगी, न दक डॉक्टरेट की जडग्री के जलए। (2.) सीधी भती हते ुआय-ु सीमा : सीधी भती के जलए अजधकतम आयु-सीमा पैंतालीस िषड सजहत): प्रजतजनयुजि (अल्पकाजलक अनुबंध सजहत) द्वारा भती के मामले में, जिस ग्रडे से प्रजतजनयुजि (अल्पकाजलक अनुबंध सजहत) की िाएगी, ि े केंद्र सरकार, राज्य सरकारों, संघ राज्य िेत्रों, िैधाजनक या स्ट्िायत्त संगठनों, जिश्वजिद्यालयों या भारत या जििेि म ें मान्यता प्राि अनुसंधान संस्ट्थानों के िैज्ञाजनक या प्रौद्योजगकीजिि ् होंगे,-[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 11 (क) (i) मलू संिगड या जिभाग म ेंजनयजमत आधार पर सििृ पि धारण दकए हुए हों; या (ii) मूल संिगड या जिभाग में स्ट्त र-12 (78800-209200/- रुपये) या समकि में जनयजमत आधार पर पि पर जनयुजि के बाि उस ग्रडे म ेंचार िष ड की सिे ा की हो; और (ख) ड का अनुभि। (ii) जिज्ञान एिं प्रौद्योजगकी कायडक्रम के जिकास, प्रबंधन और जनिेिन में िो िषड का अनुभि; और (iii) उच्च स्ट्तर का प्रकाजित िोध कायड। (ख) िांछनीय: अनुसूची V म ेंजिजनर्िडष्ट दकसी भी जिषय में दकसी मान्यता प्राि जिश्वजिद्यालय या संस्ट्थान से पोस्ट्ट डॉक्टरेट की जडग्री; या अनुसूची VI में जिजनर्िडष्ट दकसी भी जिषय में दकसी मान्यता प्राि जिश्वजिद्यालय या संस्ट्थान से स्नातकोत्तर जडग्री। रटप् ेंजिजनर्िडष्ट दकसी भी जिषय में दकसी मान्यता प्राि जिश्वजिद्यालय या संस्ट्थान से डॉक्टरेट की जडग्री; या अनुसूची VI में जिजनर्िडष्ट दकसी भी जिषय में दकसी मान्यता प्राि जिश्वजिद्यालय या संस्ट्थान से स्नातकोत्तर जडग्री। (ii) उद्योग या िैिजणक संस्ट्थान या जिज्ञान एिं प्रौद्योजगकी संगठन म ें अनुसंधान एिं जिकास में अठारह िष ड का अनुभि, जिसमें से कम से कम िस िष ड िररष्ठ स्ट्तर (िेतन मैररक्स में स्ट्तर 13 और उससे ऊपर) पर जिज्ञान एिं प्रौद्योजगकी कायडक्रमों के संगठन एिं समन्िय की योिना, प्रिासन और जिकास में होना चाजहए। (iii) जिज्ञान एिं प्रौद्योजगकी कायडक्रम के जिकास, प्रबंधन और जनिेिन का अनुभि; और (iv) उच्च स्ट्तर का प्रकाजित िोध कायड (ख) िांछनीय: अनुसूची V म ेंजिजनर्िडष्ट दकसी भी जिषय में दकसी मान्यता प्राि जिश्वजिद्यालय या संस्ट्थान से पोस्ट्ट डॉक्टरेट की जडग्री; या अनुसूची VI में जिजनर्िडष्ट अनबु धं सजहत): प्रजतजनयुजि (अल्पकाजलक अनुबंध सजहत) द्वारा भती के मामले में, जिस ग्रडे से प्रजतजनयुजि (अल्पकाजलक अनुबंध सजहत) की िाएगी, ि े केंद्र सरकार, राज्य सरकारों, संघ राज्य िेत्रों, िैधाजनक या स्ट्िायत्त संगठनों, जिश्वजिद्यालयों या भारत या जििेि म ें मान्यता प्राि अनुसंधान संस्ट्थानों के िैज्ञाजनक या प्रौद्योजगकीजिि ् होंगे,- (क) (i) मलू संिगड या जिभाग म ेंजनयजमत आधार पर सििृ पि धारण दकए हुए हों; या (ii) मूल संिगड या जिभाग में स्ट्त र-14 (144200-218200/- रुपये) या समकि म ें जनयजमत आधार पर पि पर जनयुजि के बाि उस ग्रडे म ेंतीन िष ड की सिे ा की हो; और (ख) उपरोि पैरा 1(क) के के अधीन सीधी Note.- The vacancies in each grade shall be first filled from the Scientists in the feeder grade who are recommended for promotion to the next higher grade under the Scheme. If the number of Scientists recommended for consideration of promotion to the next grade under the Scheme are more than the number of vacancies available in the promotion grade, then to that extent the number of posts be automatically upgraded to the promotion grade subject to the condition that the combined sanctioned strength of all the grades shall remain the same. Vacancies arising due to attrition shall normally revert to the entry level grade of the respective Scientific or Technical category. However, based on functional needs and with the approval of competent authority, some of these vacancies may be filled by the method of recruitment prescribed in these rules, for the posts above entry level, based on the level of the vacancy and commensurate with the higher qualifications and skills of individual candidates within the overall sanctioned strength. 4. Method of Recruitment. – (1) The posts of Scientists ‘B’ to ‘H’ shall be selection posts. (2) The posts shall be exempted from the purview of the Union Public Service Commission for the purpose of recruitment. (3) Recruitment for the posts of Scientist ‘B’ shall be made either by direct recruitment or deputation (including short term contract) as specified in Schedule II. (4) Particular method of recruitment for each post or each case of Scientist ‘B’, ‘C’, ‘D’, ‘E’, ‘F’, ‘G’ and ‘H’ shall be decided by the Controlling Authority from time to time. (5) Recruitment for the posts of Scientists ‘C’, ‘D’, ‘E’, ‘F’, ‘G’ and ‘H’ shall be made either by promotion or upgradation under the Scheme or direct recruitment or deputation (including short term contract) as specified in Schedule II to Schedule VI and as per Note below rule 3. (6) Particular discipline or field of essential educational qualification and experience for each post or in each case of direct recruitment or deputation (including short-term contract) to the posts of Scientist B, C, D, E, F, G and H shall be decided by the controlling authority, keeping in view the availability of Scientists of different disciplines and further requirement of Scientist in a particular discipline and the particular discipline shall be chosen from a list of disciplines mentioned in Schedule V and Schedule VI of these rules. 5. Promotion or upgradation. - (1) Promotions of the Scientists up to the grade of Scientist ‘G’, shall be governed by the provisions of the Revised Flexible Complementing Scheme and as amended from time to time by the Central Government. (2) Promotion or upgradation of Scientists to the grade of Scientist ‘C’ up to Scientist ‘G’ shall be as per the minimum residency period indicated below and compliance with other provisions specified in the Scheme. (4) The assessment shall be done twice in a year and cases of those Scientists who have completed or will complete the minimum residency period as on the cut-off dates of assessment viz., 1st January or 1st July, as the case may be, and have earned or will earn number of Annual Confidential Reports or Annual Performance Appraisal Reports equal to or more than the number of years of minimum residency period for the period preceding the cut off dates of assessment, shall be considered for assessment under the Scheme.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 23 (5) Scientist who does not qualify either in Level-1 Screening or Level-2 Screening shall be re-assessed only after one year when they earn at least one more Annual Performance Appraisal Report and Annual Work Report and such re- assessment would again entail Level-1 and Level-2 Screening and not commence from the stage where the Scientist failed to qualify. (6) The assessment process under the Scheme for promotion or upgradation to the next grade shall be conducted only thrice, and thereafter, the scientist shall be covered under Modified Assured Career Progress guidelines as approved for Central Government civilian employees and the scientist who has been granted any grade under Modified Assured Career Progress may be considered for next grade as provided for in the Scheme. (7) The period of service of Scientists or Technical experts doing management or administrative work shall not be counted for promotion or upgradation under the Scheme and Scientists or Technical experts doing exclusively management or administrative work shall not be considered for promotion or upgradation under the Scheme and they shall only be given benefit of upgradation under Modified Assured Career Progress. (8) The date of promotion or upgradation of Scientists recommended for promotion or upgradation to the next higher grade under the Scheme shall be the date on which the competent authority approved the promotion or upgradation and officers on leave or deputation outside the organization shall be given promotion or upgradation only with effect from the date they rejoin or return to the parent cadre. (9) There shall be no retrospective promotion or upgradation. (10) The field experience, in research and development or experience in implementation of scientific projects, of at least two years for promotion or upgradation to Scientist ‘F’ and five years for promotion or upgradation to Scientist ‘G’ shall be essential. (11) Treatment of period of leave, period spent on deputation or foreign service etc., towards counting of minimum residency period shall be as specified in the Scheme. (12) Anything not mentioned in these rules shall be governed by provisions of the Scheme. 6. Annual Performance Appraisal Reports and Annual Work Reports. – The Scientists shall fill up the Annual Work Report and Annual Performance Appraisal Report, in the format provided for in the Scheme, mandatorily on an annual basis. 7. Probation. – (1) The period of probation for Scientists appointed to the grade of Scientist ‘B’, either by direct recruitment or by promotion from Group ‘B’ scale, shall be two years and the period of probation shall be two years for Scientists appointed to the grade of Scientist ‘C’ by direct recruitment and one year for Scientists appointed to the grade of Scientist ‘D’, ‘E’, ‘F’, ‘G’ and ‘H’ by direct recruitment: Provided that the controlling authority may extend the period of probation in accordance with the instructions issued by the Central Government from time to time in this regard: Provided further that any decision for extension of a probation period shall be taken ordinarily within eight weeks after the expiry of the previous probationary period and communicated in writing to the concerned officer together with the reasons for so doing within the said period. (2) On completion of the period of probation or any extension thereof, Scientists shall, if considered fit for permanent appointment, be retained in their appointments on regular basis and be confirmed against the available substantive vacancies. (3) If, during the period of probation or any extension thereof, as the case may be, the Foundation is of the opinion that a Scientist is not fit for permanent appointment, the Foundation may discharge or revert the Scientist to the post held by him prior to his appointment in the service, as the case may be. (4) During the period of probation, or any extension thereof, Scientists may be required by Foundation to undergo such courses of training and instructions and to pass examinations and tests (including examination in Hindi) as Foundation may deem fit, as a condition to satisfactory completion of the probation. (5) As regards other matters relating to probation, the members of the service shall be governed by the instructions issued by the Central Government in this regard from time to time. 8. Confirmation. – Confirmation of scientific posts appointed through direct recruitment shall be done by the controlling authority on the recommendations of Departmental Confirmation Committee and the composition of Departmental Confirmation Committee shall be as follows: - (1) For Scientist ‘B’, ‘C’, ‘D’, ‘E’ and ‘F’:24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 1. Chief Executive Officer Chairperson; 2. Joint Secretary or equivalent Scientific officer from the Department of Science and Member Technology 3. Scientist ‘G’ from the Foundation Member. (2) For Scientist ‘G’ and ‘H’: 1. Secretary, Department of Science and Technology Chairperson; 2. Chief Executive Officer Member 3. Additional Secretary or equivalent Scientific officer from the Department of Science and Member; Technology 9. Disqualification. - No person, - (g) who has entered into, or contracted a marriage with a person having a spouse living; or (h) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the scientific posts, Provided that the Central Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 10. Medical facility: The officers of the Board shall be entitled to medical facilities as specified in Schedule I. 11. Retirement Benefits.- The provisions of New Pension Scheme/ Unified Pension Scheme as applicable to the Central Government Officers of corresponding pay levels, shall be applicable to the officers of the Foundation. 12. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons. 13. The Terms & Conditions of service of employees of the Foundation in service immediately before the commencement of these rules shall be in accordance with provisions of these rules. 14. Saving. - Nothing in these rules shall affect reservation, relaxation of age and other concession required to be provided for the Scheduled Castes, the Scheduled Tribes, the ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. [F. No. RR/ANRF-2025] SUNIL KUMAR, Addl. Secy. SCHEDULE I 2. Outdoor Medical expenses.— (l) The officers shall be eligible to get medical reimbursement for self and declared members of family. Explanation: For the purpose of this clause, the expression "family" shall have the same meaning as assigned to it in the Central Services (Medical Attendants) Rules, 1944. (2) The reimbursement of outdoor medical expenses during the year shall be limited to the actual expenses or one month's pay on the 1st January of the year (Basic Pay + Dearness Allowance) whichever is less. (3) The claim shall be supported by doctors prescription and the original cash memos or bills for treatment by the doctor and purchase of medicines and release of increment or promotion during the year shall not affect the limit as on the 1st January. (4) For officers' joining during the year, the annual entitlement shall be restricted on pro-rata basis. (5) The outdoor treatment shall be taken from the Authorized Medical Attendants empaneled from the panel to be maintained by the Board. (6) In case of chronic ailments prescription from Central Service Medical Attendance Rules (CSMA) or Central Government Health Scheme (CGHS) covered hospital shall be admissible with reference to reimbursement of[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 25 cost of medicines. (7) For the purpose of cost intensive treatments, the reimbursement shall be made as per the Central Government Health Scheme or Central Services Medical Attendants rates with the approval of the Board on a case to case basis. (8) In case of emergency the employee may take treatment at the nearest hospital and expenditure shall be reimbursed as per the rates prescribed for Central Government Health Scheme beneficiaries subject to production of emergency certificate from the hospital authorities. 2. Indoor treatment:— (1). For the purpose of indoor treatment the, officers of the Board shall be entitled for medical treatment at hospitals authorized by the Board in this behalf and for this purpose cost of treatment including hospital accommodation, nursing home facility, etc. shall be as per the provisions of the Central Services (Medical Attendants) Rules, 1944 as applicable to the Central Government employees drawing equivalent pay (2). The authorized hospitals for the purpose of Clause (1) above shall be the same available to the Central Government employees regulated by Central Services (Medical Attendants) Rules, 1944. Treatment at authorized hospitals may be taken on the advice of the Authorized Medical attendants except in emergency SCHEDULE II Recruitment for the post of Scientist ‘B’ A. Direct Recruitment: - (1.) Educational and other qualifications required for direct recruits: - (a) Essential: Master’s Degree in Physical or Chemical or Biological or Earth-atmospheric or Environmental or Mathematical or Computational and Information or Agricultural Sciences or equivalent as specified in Schedule V from a recognized University or Institute; or Bachelor’s Degree in Engineering or Technology or Biotechnology or Medicine or Veterinary Sciences or Pharmaceutical Sciences (minimum four-year degree course) or equivalent as specified in Schedule VI from a recognized University or Institute. (b) Desirable: (i) Doctorate degree from a recognized University or institute in any of the disciplines specified in Schedule V; or Master’s Degree from a recognized University or institute in any of the disciplines specified in Schedule VI. (ii) One year experience in Research and Development in Industry or Academic Institution or Science and Technology Organization. Note. - The period spent on obtaining minimum essential educational qualification shall not count towards experience. Period spent on obtaining doctorate degree (in the field of Essential Qualification) from a recognized University or institute, as evidenced by certification by such University or institute, subject to completion of the doctorate degree and subject to a maximum of two years shall count towards experience. The period spent on pursuing doctorate degree shall not count towards experience for any purpose, if the doctorate degree has not been awarded.
