L.-33004/99 सी.जी.-डी.एल.-अ.-26112025-267975 CG-DxLx-xEG-I2D6H1x1x2x0 25-267975 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 5230] नई ददल्ली, बुधिार, निम्ब र 26, 2025/अग्रहायण 5, 1947 No. 5230] NEW DELHI, WEDNESDAY, NOVEMBER 26, 2025/AGRAHAYANA 5, 1947 जिद्यतु मत्रं ालय आदेि नई ददल्ली, 25 निम् बर, 2025 का.आ. 5408अ).—िबदक मसे स स ररलायंस इंडस्ट्रीि जलजमटेड, आिेदक न े जिसका रजिस्ट्टडस ऑदिस तीसरी मंजिल, मेकर चेम्बस सIV, 222, नरीमन पॉइंट, मुंबई, महाराष्ट्र – 400021 पर जस्ट्ित ह,ै न े रांसजमिन स्ट्कीम, “गिु रात में मेसस स ररलायंस इंडस्ट्रीि जलजमटेड की 2000 मेगािाट सौर पररयोिना के जलए कनेजटटजिटी प्रदान करन े हते ु रांसजमिन जसस्ट्टम“, म ें िाजमल ओिरहडे रांसजमिन लाइन जबछान े के जलए जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत प्राजधकृत करन े हते ु आिेदन दकया ह।ै और िबदक, जिद्युत मंत्रालय, भारत सरकार ने अपने फाइल नं. 25-17/35/2025-PG ददनांदकत 21 अप्रैल 2025 के अंतगसत रांसजमिन स्ट्कीम, “गुिरात म ेंमेसस सररलायंस इंडस्ट्रीि जलजमटेड की 2000 मेगािाट सौर पररयोिना के जलए कनजे टटजिटी प्रदान करने हते ुरांसजमिन जसस्ट्टम“, म ेंिाजमल ओिरहडे रांसजमिन लाइन जबछाने के जलए जिद्यतु अजधजनयम, 2003 की धारा 68(1) के अंतगसत पूि स अनुमोदन प्रदान दकया िा। 7911 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] मेससस ररलायंस इंडस्ट्रीि जलजमटेड ने प्रस्ट्ताजित रांसजमिन मागस के बारे में स्ट्िानीय अखबारों, फायनेंजियल एटसप्रेस (अंग्रेिी में) ददनांक 20 मई 2025, रािस्ट्िान पजत्रका (जहन्दी में) ददनांक 26 िुलाई 2025, संदेि (गुिराती में) ददनांक 20 मई 2025 तिा भारत के साप्ताजहक रािपत्र ददनांक 16 अगस्ट्त 2025 में प्रकािन की तारीख स े दो महीनों के भीतर आम िनता से अिलोकन / अभ्यािेदन की मांग करत े हुए नोरटस प्रकाजित दकया िा। इसके पश् चात, मेससस ररलायंस इंडस्ट्रीि जलजमटेड, ने ददनांदकत 15 अटटूबर 2025 को एक हलफनामा प्रस्ट्तुत दकया, जिसमें घोषणा की गई िी दक भारत के िासकीय रािपत्र में सािसिजनक सूचना के प्रकािन के दो महीनों के भीतर िनता से कोई अिलोकन / अभ्यािेदन प्राप्त नहीं हुआ। और अब आिेदक ने जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत मेसस स ररलायंस इंडस्ट्रीि जलजमटेड के जलए ओिरहडे रांसजमिन लाइन जबछाने के जलए उन्ह ें िे सभी िजियां प्रदान करन े का अनुरोध दकया ह,ै िो टेलीग्राफ लाइन्स के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत टेलीग्राफ लाइन्स और खंबों या उनके रख-रखाि के जलए भारतीय टेलीग्राफ अजधजनयम 1885 के अंतगसत टेजलग्राफ प्राजधकरण के पास ह।ै इस स्ट्कीम के अंतगसत जनम्नजलजखत ओिरहडे लाइन्स िाजमल ह:ैं - • ररलायंस इंडस्ट्रीि जलजमटेड (आरआईएल) पूललंग स्ट्टेिन (िडे 2 पाससल) – लाकज़िया 400 केिी डी/सी लाइन इस योिना के अंतगसत ओिरहडे पारेषण लाइन ें राज्य के जनम्नांदकत गााँिों, कस्ट्बों और िहरों से होकर, उन पर से, उनके आसपास स े और बीच से होकर गुज़रेगी। गााँि तहसील जिला राज्य मौिाणा (मौिाणा-जििगढ़), बेला, फतेहगढ़, िृि िाणी, गे़िी, आनंदपर, हमीरपर नानी, रापर कच्छ गुिरात सानगढ़, सले ारी, उमैया, हमीरपर मोती, कारुडा, सोपे़िा, रापर, कानपर, सोनलिा, टटंडलिा मोटा, टटंडलिा नाना, टटंडलिा, डाभडुं ा, प्रागपर, सई, जखरई, डेडरिा, गोलिंदपर (खारोल), बादरगढ़, जचत्रोड, रामपर, सखु ना (सुकना), गोजलया, डोरा, खोजडयार िांध, दंभ़िा, िालपरु ा, िल्लभपर, पंचासर, देिीसर, लंबादार बेट, जिररनो िाजडयो, , फरारी बेट, िेठासरी, जनलपर, धारो़िी (नंदले िांध), खारी/िाटािा़िा-जिलारिांध, चोरटला धार, भोिनारी धार, गंगेजतया बेट, बाई बेट, जबड बेट, टोडमल, मघे मे़िी, लमरीनी िांध, भाभर, गाम़िी (जििगढ़) िसटिा, लाकजडया, जििलखा भचाऊ कच्छ गुिरात कच्छ का रण - कच्छ गुिरात अब, सािधानीपूिसक जिचार करने के पश्चात, जिद्युत मंत्रालय, भारत सरकार, जिद य ुत अजधजनयम, 2003 की धारा 164 के अंतगतस मेसस स ररलायंस इंडस्ट्रीि जलजमटेड को उपरोि ओिरहडे रांसजमिन लाइन को लगाने के जलए िे सभी िजिया ं जनम्नजलजखत जनबंधनों एि ं ितों के साि प्रदान करता ह,ै िो टेलीग्राफ के उद्देश्य के जलए सरकार द्वारा स्ट्िाजपत टेलीग्राफ लाइनों और खंबों या उनके रख-रखाि के जलए भारतीय टेलीग्राफ अजधजनयम, 1885 के अंतगसत टेलीग्राफ प्राजधकरण के पास ह ै i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै ii. आिेदक को प्रस्ट्ताजित लाइनों की स्ट्िापना स े पूिस संबंजधत प्राजधकाररयों अिासत स्ट्िानीय जनकायों, रेलिे, राष्ट्रीय रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 iii. आिेदक को जिद्युत अजधजनयम, 2003 के अंतगसत समुजचत आयोग के द्वारा तैयार दकए गए पारेषण,ओ एडं एम, ओपन एटसेस आदद के जिजनयमों/संजहताओं का पालन करना होगा। iv. आिेदक केंद्र सरकार के जिद्युत जनरीक्षक/मुख्य जिद्युत जनरीक्षक के अनुमोदन के पश्चात ही लाइनों का प्रचालन करेगा। v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके अंतगसत बनाए गए जनयमों की अपेक्षाओं का अनुपालन दकए िाने के अध्यधीन ह।ै vi. मेसस सररलायंस इंडस्ट्रीि जलजमटेड को जिद्युत जनरीक्षण के समय जिमानन एि ंरक्षा प्राजधकरणों इत्यादद, स ेअपेजक्षत अनुमजत को प्राप्त करने के बाद, इस े केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीक्षण के समय प्रस्ट्तुत करना होगा। vii. अगर उपरोि ओिरहडे लाइनों का मागस (या उपरोि ओिरहडे लाइन के माग स का कुछ जहस्ट्सा) ग्रेट इंजडयन बस्ट्टड स (िीआईबी) क्षत्रे म ें आता ह,ै तो आिेदक को ग्रेट इंजडयन बस्ट्टड स (िीआईबी) के मामले म ें याजचका स.ं 2019 के न.ं 838 म ें माननीय सिोच्च न्यायालय द्वारा ददए गए आदेिों तिा माननीय सिोच्च न्यायालय द्वारा इस बारे म ें गरठत टेदिकल/एटसपटस कमेटी के जनदिे ों का पालन करना प़िेगा। [फा. स.ं 25-16/70/2025-पीिी] एम.िी.एन. िरा प्रसाद, अिर सजचि (पीिी) MINISTRY OF POWER ORDER New Delhi, the 25th November, 2025 S.O. 5408(E).— Whereas M/s Reliance Industries Limited, the applicant with its registered office at 3rd Floor, Maker Chambers IV, 222, Nariman Point, Mumbai, Maharashtra - 400021, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme “Transmission System for providing connectivity to M/s Reliance Industries Limited for its 2000 MW Solar Project in Gujarat”. And whereas, Central Electricity Authority (CEA), Ministry of Power, Government of India vide its File No. 25-17/35/2025-PG dated 21st April 2025 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme “Transmission System for providing connectivity to M/s Reliance Industries Limited for its 2000 MW Solar Project in Gujarat”. M/s Reliance Industries Limited had published notice for transmission scheme in local newspapers Financial Express (in English) dated 20th May 2025, Rajasthan Patrika (in Hindi) dated 26th July 2025, Sandesh (in Gujarati) dated 20th May 2025 and in Weekly Gazette of India dated 16th August 2025 for the general public to make observations / representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s Reliance Industries Limited has submitted an affidavit dated 15th October 2025 declaring that no observation / representation was received within two months from the date of Publication in the official Gazette of Government of India. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of overhead transmission line for M/s Reliance Industries Limited. The following overhead transmission line is covered under this scheme :- i. Reliance Industries Limited (RIL) Pooling station (Z2 parcel) – Lakadia 400 kV D/C line The overhead transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities: -4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Villages Tehsil District State Mauvana (Mauvana-Shivgarh), Bela, Fatehgarh, Vrij Vani, Gedi, Anandpar, Hamirpur Nani, Sangarh, Selari, Umaiya, Hamirpur Moti, Karuda, Sopeda, Rapar, Kanpar, Sonalwa, Tindalwa Mota, Tindalwa Nana, Tindalwa, Dabhunda, Pragpar, Sai, Khirai, Dedarwa, Govindpur (Kharol), Badargadh, Chitrod, Rampar, sukna, Golia, Dora, Khodiyar Wandh, Dambhda, Valpura, Vallabhpur, Panchasar, Devisar, Lambadar bet, Rapar Kachchh Gujarat Virino Wadiyo, Pharari Bet, Jethasari, Nilpar, Dharodi (Nandel Wandh), Khari/ Jatavala, Chotila Dhar, Bhojnari Dhar, Gangetia Bet, Bai bet, Bid bet, Todmal, Megh Medi, Lamrini wandh, Bhabhar, Gamdi (Shivgarh) Wastava, Lakadia, Shivlakha Bhachau Kachchh Gujarat Rann of Kachchh - Kachchh Gujarat Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s Reliance Industries Limited for laying above overhead transmission line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/ codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under the Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Reliance Industries Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the technical /expert committee constituted by the Hon’ble Supreme Court in this regard.
