## Policy Analysis Report: India-Mauritius CECPA Tariff Rate Quota (TRQ) Application Process Amendment
**1. Executive Summary:**
This report analyzes a public notice issued by the Directorate General of Foreign Trade (DGFT) regarding the application process for Tariff Rate Quotas (TRQs) under the India-Mauritius Comprehensive Economic Cooperation and Partnership Agreement (CECPA) for the financial year 2021-22. The notice acts as an amendment, relaxing a specific condition related to import authorization. Key findings include a limited application window, adherence to online submission procedures, and a focus on facilitating imports under the India-Mauritius CECPA for the current financial year. This report informs industry stakeholders about these procedural changes.
**2. Introduction:**
This report provides an informative analysis of Public Notice No. 24 (2015-2020) issued on September 17, 2021, by the Directorate General of Foreign Trade (DGFT) concerning the application process for Tariff Rate Quotas (TRQs) under the India-Mauritius CECPA. The analysis is based solely on the provided policy text.
**3. Policy Overview:**
* This notice acts as an **amendment** to the existing procedure for import of items under Tariff Rate Quota TRQ under India Mauritius CECPA. The original policy is referenced via Public Notice no. 23 (2015-2020) dated 7th September, 2021.
* **Core Objective(s):** The primary objective, as inferred from the text, is to facilitate and streamline the process of importing goods under the Tariff Rate Quota (TRQ) scheme within the India-Mauritius CECPA framework for the financial year 2021-22.
**4. Background and Rationale:**
The notice serves as an amendment. The likely reason for this specific amendment is to relax a condition ("condition iif of AnnexureIII to Appendix2A") that was hindering or complicating the import authorization process for the current financial year (2021-22). The amendment specifically addresses the application process, suggesting a need to expedite or simplify it, likely to ensure timely utilization of the TRQs available under the India-Mauritius CECPA.
**5. Key Provisions / Changes:**
This public notice focuses specifically on changes to the application process for TRQs under the India-Mauritius CECPA. The key change is as follows:
* **Specific Part of Original Policy Changed:** The public notice relaxes "condition iif of AnnexureIII to Appendix2A". While the specifics of this condition are not detailed in the provided text, it clearly pertains to the import authorization process.
* **New Rule/Provision:** The DGFT is inviting applications for grant of import authorization *only* for the current financial year (2021-22). The applications must be submitted by October 31, 2021.
* **Difference/Effect of Change:** This amendment essentially relaxes the specific condition to expedite import authorizations for the current financial year. This suggests the prior condition was creating delays or bottlenecks that needed to be addressed to facilitate trade within the CECPA framework. Other modalities remain the same.
**6. Target Audience and Stakeholders:**
Based on the provided text, the target audience and stakeholders directly affected by this amendment are:
* Businesses and individuals involved in importing goods from Mauritius to India under the India-Mauritius CECPA's Tariff Rate Quota (TRQ) scheme.
* Specifically, those who need import authorizations for the financial year 2021-22.

* **Responsible Agency/Bodies:** The Directorate General of Foreign Trade (DGFT) is the responsible agency for implementing this amendment.
* **Timelines:**
* The deadline for submitting applications for import authorization is October 31, 2021.
* **Procedures:** Applications are to be submitted online as per the existing procedure, as notified in DGFT Trade Notice 40/2020-21 dated February 4, 2021.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of this amendment is to:
* Expedite the import authorization process for TRQs under the India-Mauritius CECPA for the current financial year (2021-22).
* Facilitate smoother trade flows between India and Mauritius under the CECPA agreement.
* Ensure timely utilization of the TRQs allocated under the agreement.
* This relaxation will assist importers in taking advantage of the TRQ benefits under the India-Mauritius CECPA within the specified timeframe.
**9. Conclusion:**
The DGFT's Public Notice No. 24 (2015-2020) serves as a crucial amendment to the application process for TRQs under the India-Mauritius CECPA. By relaxing "condition iif of AnnexureIII to Appendix2A", the amendment aims to streamline import authorizations and facilitate trade between the two countries for the financial year 2021-22. Stakeholders involved in importing goods from Mauritius to India under the CECPA should take note of the October 31, 2021, application deadline and adhere to the online submission procedures. The public notice is significant as it removes potential bottlenecks, enhancing the efficiency of trade operations under the India-Mauritius CECPA.
