As per the Office Order No. HH-18/2/2025-Personnel of the Government of India, Ministry of Electronics and Information Technology, dated 17.12.2025, Shri Manish Shiva Zole, Deputy Director (PIB), has been appointed as Chief of Media & Communications (CMC) for MeitY. This appointment is in pursuance of Ministry of Information and Broadcasting D.O. No. M-20011/10/2025-Press dated 12.11.2025.
The CMC will be the Single Point of Contact for all media engagements and information dissemination through various platforms. The CMC will report directly to Secretary (MeitY) and coordinate with AS/JS/GC dealing with Information, Education and Communication (IEC) matters. All Divisions of MeitY must route their media plans through the CMC. Expenditure for the CMC's official tours and working arrangements will be covered by MeitY.
The Office Order is issued with the approval of Secretary (MeitY) and is effective immediately.
A Standard Operating Procedure (SOP) defines the role and duties of the CMC, including campaign strategy, media liaison, and inter-agency coordination. The CMC will lead paid campaigns, coordinate with CBC for media plans, draft press releases, organize press conferences, maintain media contacts, and ensure balanced coverage of Government initiatives. The SOP also outlines administrative and logistical roles, as well as budget and accounting responsibilities, referencing DoE OM No. 7/53/2019-BA dated 30.04.2025, which places 40% of Advertisement & Publicity funds with the Ministry of I&B. The CMC will be assisted by a team from the client Ministry, with an office and routing of all IEC and 'Advertisement & Publicity' files.
The communication regarding the appointment from Sanjay Jaju, Secretary, Ministry of Information & Broadcasting, dated 12th November, 2025 with File No. A-19014/7/2025-HR Section, states that each Ministry/Department should have at least one designated PIB officer who will act as a single point of contact for information dissemination, to be called Chief of Media & Communications (CMC).
