(a) The candidate shall not be more than fifty-eight years of age as on the closing
date of receipt of application.
(b) The up-to-date Annual Confidential Reports dossiers for the last five years as
applicable shall be available.
(c) No vigilance or disciplinary case shall be pending or contemplated against the
candidate.
(d) The qualifications and experience of Chairman are as under:-
(A) the candidate should be an Engineering Graduate in Civil or Electrical or
Mechanical Engineering from a recognised University or Institution.
(B) the candidate should have a minimum of twenty-five years of regular
experience including a minimum of five years experience (as on the closing
date of application) as head of project involved in the area of,-
i, Construction or operation or maintenance of,-
(a) large hydro electric projects with 200 megawatts capacity or
more; or
(b) minlmum 500 circuit kilometres transmlssion line, having voltage
level of 132 kilovolts or above; or
ii. Construction or operation or maintenance of large dams (minimum 50
metres height and 300 metres length) or barrage (minimum 15 metres
height and 350 metres length) or canal network with water carrying capacity
of minimum 1000 cusecs; or
(C) the candidate should have worked as a Chief Engineer (Senior
Administrative Grade Level) with minimum twenty-five years of regular
experience in construction or operation or maintenance or planning or
designing of Irrigation or power projects.

JOB DESCRIPTION FOR THE POST OF CHAIRMAN, BBMB
PROFILE OF BBMB
The Bhakra Management Board (BMB) was set up by the Ministry of Power in
terms of the provisions of the Punjab Reorganization Act, 1966 for the
administration, maintenance and operation of the Bhakra Nangal project, a joint
venture of the States of Rajasthan and the successor states of the erstwhile state of
Punjab.
Beas Construction Board (BCB) was constituted under the Act for the
construction of Beas Project and on completion of Beas Project Works, it was
transferred to Bhakra N4anagement Board (BMB) as per the provisions of Section 80
of the Punjab Reorganization Act, 1966. Pursuant to this Bhakra l,4anagement Board
was renamed as Bhakra Beas N4anagement Board (BBMB) w.e.f. 15th May 1976.
BBN4B is, therefore, looking after the administration, maintenance and operation of
the Bhakra Nangal and Beas Projects, which are joint ventures of the State
Governments of Punjab, Haryana, Rajasthan and Himachal Pradesh.

The post of Chairman, BBMB carries with it a great deal of responsibility as
there are a number of intricate Inter-State problems of the participating State
Governments of Punjab, Haryana, Rajasthan and Himachal Pradesh which calls tact
and matu re judgement.
PAY SCALE
The post of Chairman, Bhakra Beas Management Board carries a pay as per
Level-16 in the Pay Matrix Rs. 205400-224400 in accordance with the provisions of
the Central Civil Service (Revised Pay) Rules, 2016.
(a). Provided that where a person serving under the State Government or the
Central Government or the Public Sector Undertaking is appointed as the
Chairman, such appointment shall not adversely affect the pay, increment,
gratuity, pension or other retirement benefits which he would have drawn or
received as if he had not been so appointed as Chairman.
-5-(b). The Chairman shall be entitled to such travelling allowance and other
allowances as are admissible to the officers of the highest grade of the
Government of Punjab under the Punjab Civil Services Rules, Vol. lll
(Travelling Allowance Rules) as referred to in rule 6, or as admissible to the
Chairman-cum-N4anaging Director or Directors of the other Central Public
Sector Enterprises (Hydro Power) of the Government of India or as adopted
from time to time, by the Bhakra Beas Management Board for its highest
ranking officers, with the approval of the Central Government, whichever is
higher:
Provided that in case of a person serving under any Central Public Sector
Enterprise coming on deputation to the Bhakra Beas Management Board, the
peformance related pay shall not be admissible during their deputation in
the said Board.
(c). The salary and allowances of the Chairman shall be paid out of the funds
of the Board.
TENURE
Tenure of Chairman of Bhakra Beas Management Board, is guided by the
provisions of sub-rule (1) of Rule 3 of the Bhakra Beas ivlanagement Board Rules,
1974 which is stated as under:-
" Notwithsta ndlng the terms and conditions of service obtaining in his/her parent
depaftment and superannuation from his/her parent department, the Chairman
shall continue to hold office for a term of three years from the date on which he/she
assumes charge of his/her office:
Provided that the Chairman shall, notwithstanding the expiration of his term of
office, continue to hold office until his successor is appointed.
Provided further, that the Chairman, shall not hold office beyond the age of
Sixty years.
Provided further, that, Chairman shall be eligible for re-appointment for a
fufther term of three years:
Provided also that total tenure including the extended period and intervening
period between first and second appointment, if any, on the post of Chairman,
Bhakra Beas l,lanagement Board shall not exceed six years."
