Madam/Sir,
| am directed to state that the Pradhan Mantri Khanij Kshetra Kalyan Yojana
(PMKKKY) envisages development activities for the benefit of people and areas
affected by the mining related operations through funds accrued under the District
Mineral Foundation (DMF). To align DMF planning and implementation with the
Aspirational District Programme (ADP) and Aspirational Block Programme (ABP),
in the PMKKKY Guidelines 2024, it has been mentioned that while formulating
schemes, DMFs will give priority to achieving targets under these programmes.
2. In continuation of the PMKKKY guidelines issued vide Order No.16/53/2022-
M.IV dated 15.01.2024, the Ministry of Mines hereby issues guidelines for
‘Aspirational DMF Programme’ to ensure convergence of Central and State efforts
for development of Aspirational Districts and Aspirational Blocks. In order to ensure
synergy in efforts and to maximize impact in these areas through targeted
interventions for human development and infrastructure, these guidelines are being
issued.
3. Objective of the guidelines:
Alignment of DMF works with key ADP/ ABP sectors and performance indicators as
well as convergence of DMF funds with ongoing central/state schemes for
multiplier effect and strengthened outcomes for mining affected communities.
4. Priority Sectors for Alignment with ADP/ ABP:
All the focus initiatives and sectors of ADP/ABP are already covered under

5. Identification of Aspirational Blocks in DMF districts:
At present, 106 Aspirational Districts and 473 Aspirational Blocks are aligned with
DMFs. With the operationalization of more mines in the country, the number of
DMFs is likely to increase covering more Aspirational and Aspirational Blocks.
Thus, a continuous exercise will be required to be done by the DMF authorities.
6. Roles and Responsibilities
At Centre Level:
e ADP/ ABP Program Cell of NITI and Ministry of Mines to issue guidelines
e Both should ensure integration of data and portals.
At State-level:
e State Level Monitoring Committee (SLMC) - through quarterly meetings
should facilitate convergence with Line Departments and monitoring progress

innovative projects aligned with the five ADP/ABP themes.
10. It is expected that the DMFs will give extra emphasis on the sectors/ works
under PMKKKY 2024 guidelines which are aligned with ADP/ ABP for
improving the quality of life and service delivery, fostering sustainable
