## Report on Government Securities Reissue and Non-Competitive Bidding Facility
**1. Executive Summary:**
This report analyzes a notification from the Government of India regarding the sale/reissue of Government Securities (GS) and an associated scheme for a Non-Competitive Bidding Facility. The core purpose of this policy is to facilitate government borrowing through the sale of GS and encourage wider participation, particularly from retail investors, in these auctions. Key findings include details on specific GS being reissued, auction mechanics, eligibility criteria for non-competitive bidding, and operational guidelines for aggregators/facilitators. The document details both the issuance of securities via competitive auctions, and a system for retail investors to participate in a non-competitive manner.
**2. Introduction:**
This report provides an overview and analysis of the Government of India's notification concerning the sale/reissue of Government Securities (GS) and the Scheme for Non-Competitive Bidding Facility. This analysis is based solely on the provided text and aims to inform the affected industry and stakeholders about the key features and implications of this policy.
**3. Policy Overview:**
This is a policy regarding the sale/reissue of Government Securities and the attached scheme relating to Non-Competitive Bidding. The core objectives, as inferred from the provided text, are:
* To raise funds for the government through the issuance of government securities.
* To encourage wider participation and retail holding of Government Securities by allowing participation on a noncompetitive basis.
**4. Background and Rationale:**
This document outlines the conditions for sales of government securities, and the conditions for non-competitive bidding. Non-competitive bidding seeks to widen the pool of investors and enable retail investors to participate in the Government securities market. The original policy probably lacked sufficient retail participation and/or ease of access for smaller investors. This amendment seems designed to specifically address this by formalizing and clarifying the Non-Competitive Bidding Facility.
**5. Key Provisions / Changes:**
This document provides the terms for two different processes - competitive bidding and a scheme allowing non-competitive bidding for retail investors.
**Competitive Bidding:**
* The government notifies the sale/reissue of specific Government Securities (GS) with details including name, date of original issue, maturity date, auction date, auction method, and notified amount.
* Securities will be sold through the Reserve Bank of India (RBI) via auction.
* Bids must be submitted electronically through the RBI's Core Banking Solution (E-Kuber).
* The auction results will be displayed on the RBI website.
* Successful bidders must make payment on the specified date of issue.
* Interest accrues on the nominal value of the securities and will be paid half-yearly.
* The securities will be repaid at par on the date of maturity.
* The document specifies the sale re-issue of four securities with different coupon rates, maturity dates, and amounts: 6.69 GS 2024, 7.10 GS 2029, 6.54 GS 2032 and 6.95 GS 2061.
**Scheme for Non-Competitive Bidding Facility:**
* Allows retail investors to participate in select auctions of dated Government of India (GoI) securities and Treasury Bills on a non-competitive basis.
* Retail investors are defined broadly to include individuals, firms, companies, institutions, and other entities.
* Defines "Aggregator/Facilitator" as a Scheduled Bank, Primary Dealer, Specified Stock Exchange, or any other RBI-approved entity permitted to aggregate bids.
* Defines "Specified Stock Exchange" as SEBI-recognized stock exchanges with NOC to act as aggregator/facilitator.
* Outlines eligibility criteria for retail investors participating in non-competitive bidding (i.e., not maintaining a current account or SGL account with RBI and submitting bids through an Aggregator/Facilitator or maintaining a Retail Direct Gilt Account RDG Account with RBI).
* Restricts allocation of non-competitive bids to a maximum of five percent of the aggregate nominal amount of the issue.
* Specifies a minimum bid amount of ₹10,000 face value and multiples thereof. The maximum bid for retail investors is ₹2 crore face value per security per auction.
* Requires retail investors to maintain a depository account or a gilt account under the CSGL account of an Aggregator/Facilitator or Retail Direct Gilt Account RDG Account with RBI.
* Requires Aggregator/Facilitators to submit a single consolidated non-competitive bid on behalf of their constituents.
* Specifies that allotment to Aggregator/Facilitators will be at the weighted average yield/price from the competitive bidding.
* Allows Aggregator/Facilitators to charge brokerage/commission/service charges up to six paise per ₹100.
* Mandates Aggregator/Facilitators to furnish information related to operations under the Scheme to the RBI.
**6. Target Audience and Stakeholders:**
* **Primary Dealers:** Entities participating directly in the auction process.
* **Scheduled Banks:** Entities acting as aggregators and facilitating retail participation.
* **Retail Investors:** Individuals, firms, companies, and institutions interested in investing in Government Securities.
* **Specified Stock Exchanges:** Those recognized by SEBI and acting as aggregator/facilitators.
* **Reserve Bank of India (RBI):** The implementing and regulatory body.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Reserve Bank of India (RBI) is responsible for conducting the auctions and implementing the scheme.
* **Timelines and Procedures:**
* Bids must be submitted electronically through the RBI's E-Kuber system on the specified auction date (July 08, 2022 in the given notification).
* Non-competitive bids should be submitted between 10:30 a.m. and 11:00 a.m., and competitive bids between 10:30 a.m. and 11:30 a.m.
* Payment by successful bidders is due on the date of reissue (July 11, 2022 in the given notification).
* Aggregator/Facilitators are responsible for transferring securities to their clients within five working days of the issue date.
**8. Expected Outcomes / Impact of Changes:**
The intended outcomes of this policy and especially the non-competitive bidding scheme are:
* Increased retail participation in the Government Securities market.
* Wider distribution of government debt.
* Potentially lower borrowing costs for the government due to increased demand.
* Greater financial inclusion by providing access to government securities for smaller investors.
**9. Conclusion:**
The notification regarding the sale/reissue of Government Securities and the Scheme for Non-Competitive Bidding Facility aims to broaden participation in the government securities market, particularly among retail investors. The document details the auction process, eligibility criteria, and operational guidelines for both competitive and non-competitive bidding. The scheme is expected to enhance financial inclusion, increase demand for government securities, and potentially lower government borrowing costs. Its significance lies in its attempt to democratize access to government debt instruments and promote wider financial market participation.
