**Report on Government Security Reissue and Non-Competitive Bidding Facility Policy**
**1. Executive Summary:**
This report analyzes a notification from the Government of India (GoI) regarding the sale reissue of specific Government Securities (GS) and the associated scheme for a Non-Competitive Bidding Facility in the Auctions of Government Securities. The core purpose is to reissue existing government securities to manage government debt and to encourage wider participation, especially from retail investors, in the government securities market. Key findings include the details of the specific securities being reissued, the auction process, and the eligibility criteria for non-competitive bidding. The policy aims to facilitate retail investment in government securities through a structured auction process managed by the Reserve Bank of India (RBI).
**2. Introduction:**
The purpose of this report is to provide an informative overview of the Government of India's notification (F. No. 41BWM2025) regarding the sale reissue of government securities and the Scheme for Non-Competitive Bidding Facility in the Auctions of Government Securities, based solely on the provided policy text.
**3. Policy Overview:**
* **Core Objectives:**
* To manage government debt through the sale and reissue of government securities.
* To encourage wider participation and retail holding of Government securities through a Non-Competitive Bidding Facility.
**4. Background and Rationale:**
* **New Policy:** The policy addresses the need for the government to raise funds through debt instruments and the desire to broaden the investor base for government securities. The Non-Competitive Bidding Facility aims to attract retail investors who may lack the expertise or resources to participate in competitive auctions. The reissue of existing securities is likely a part of a broader debt management strategy.
**5. Key Provisions / Changes:**
* **New Policy:** This is effectively a new policy outlining the sale reissue of government securities and the guidelines for non-competitive bidding.
* **Sale Reissue of Government Securities:**
* Two government securities are being reissued: 6.64 GS 2027 and 6.33 GS 2035.
* The auction date is May 30, 2025, with payment due on June 02, 2025.
* The original issue dates for the securities are December 09, 2024, and May 05, 2025, respectively.
* The maturity dates are December 09, 2027, and May 05, 2035, respectively.
* The notified amounts for the auction are ₹6,000 crore for 6.64 GS 2027 and ₹30,000 crore for 6.33 GS 2035.
* The government retains the option to retain additional subscriptions up to ₹2,000 crore against each security.
* **Non-Competitive Bidding Facility:**
* Allows retail investors to participate in auctions without directly competing on price.
* Up to 5% of the notified amount of the sale is reserved for non-competitive bidders.
* Eligible participants include retail investors, Regional Rural Banks (RRBs), Cooperative Banks (in auctions of dated securities), State Governments, eligible provident funds, Nepal Rashtra Bank, Royal Monetary Authority of Bhutan, and other entities approved by the government (in auctions of Treasury Bills).
* Minimum bid amount is ₹10,000 face value, in multiples of ₹10,000.
* Maximum bid is Rupees Two crore face value per security per auction
* Bids must be submitted through an Aggregator/Facilitator (Scheduled Bank, Primary Dealer, Specified Stock Exchange, or other RBI-approved entity) or through a Retail Direct Gilt Account (RDG Account) with RBI.
* Allotment is at the weighted average rate of yield/price from the competitive bidding.
* Aggregators/Facilitators can charge a brokerage commission/service charge of up to six paise per ₹100.
**6. Target Audience and Stakeholders:**
The primary target audience is retail investors interested in investing in government securities. Other stakeholders include:
* Reserve Bank of India (RBI): Responsible for conducting the auctions and managing the securities.
* Scheduled Banks, Primary Dealers, and Specified Stock Exchanges: Act as Aggregators/Facilitators for non-competitive bidding.
* Provident Funds, State Governments, Nepal Rashtra Bank, and Royal Monetary Authority of Bhutan: Eligible participants under specific conditions.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** Reserve Bank of India (RBI) is responsible for conducting the auction through its Core Banking Solution (E-Kuber) system.
* **Timelines:**
* Auction Date: May 30, 2025
* Non-competitive bids: 10:30 a.m. to 11:00 a.m. on May 30, 2025
* Competitive bids: 10:30 a.m. to 11:30 a.m. on May 30, 2025
* Payment Date: June 02, 2025
* **Procedures:** The auction will be conducted electronically through RBI's E-Kuber system. Non-competitive bidders must submit bids through Aggregators/Facilitators or through a Retail Direct Gilt Account (RDG Account) with RBI.
**8. Expected Outcomes / Impact of Changes:**
The intended outcomes of this policy are:
* Increased retail participation in the government securities market.
* Diversification of the investor base for government debt.
* Efficient management of government debt through the sale and reissue of securities.
* Providing retail investors with a relatively low-risk investment option.
**9. Conclusion:**
The Government of India's notification outlines a plan to reissue existing government securities and facilitates retail participation through a Non-Competitive Bidding Facility. This initiative is significant as it aims to deepen the government securities market, broaden its investor base, and provide investment opportunities for retail investors. The policy is implemented through the Reserve Bank of India, with specific guidelines for auction procedures, eligibility, and commission structures.
