Executive Summary & Key Takeaways

## Government Securities Auction and Non-Competitive Bidding Facility: Policy Report **1. Executive Summary:** This report analyzes a government policy concerning the sale/issue/reissue of Government Securities (GS) and an associated scheme for non-competitive bidding. The core purpose is to facilitate government borrowing while encouraging broader participation of retail investors in the government securities market. Key findings include the scheduled auctions of two specific Government Securities with different maturities, the terms and conditions for both competitive and non-competitive bidding, and operational guidelines for the non-competitive bidding facility aimed at retail investors. The policy specifies amounts, dates, eligibility and processes related to Government Securities. **2. Introduction:** This report provides an overview of a government policy regarding the auction and sale/issue/reissue of Government Securities, specifically focusing on the notification related to upcoming auctions and the Scheme for Non-Competitive Bidding Facility. The analysis is based solely on the provided policy text. **3. Policy Overview:** * **Core Objective(s):** * To facilitate the sale/issue/reissue of Government Securities to manage government debt. * To encourage wider participation and retail holding of Government securities through a non-competitive bidding facility. **4. Background and Rationale:** * **New Policy:** This policy appears to address the need for the government to raise funds through the issuance of securities. The inclusion of a non-competitive bidding scheme suggests a desire to broaden the investor base, making government securities accessible to retail investors who may not have the expertise or resources to participate in competitive bidding. **5. Key Provisions / Changes:** * **New Policy:** * **Auction Details:** Specifies the auction dates (May 02, 2025) and maturity dates for two Government Securities: * 6.64 GS 2027 (Maturity: Dec 09, 2027) * New GS 2035 (Maturity: May 05, 2035) * **Notified Amounts:** Specifies the notified amounts for each security (6,000 crore and 30,000 crore respectively). * **Auction Method:** Details the auction method (Price Multiple for 6.64 GS 2027 and Yield Multiple for New GS 2035). * **Non-Competitive Bidding Facility:** Establishes a scheme for non-competitive bidding for retail investors, allowing them to participate in auctions without directly competing with larger institutional investors. * **Eligibility:** Retail investors who do not maintain a current account or SGL account with RBI and submit bids through an aggregator/facilitator or maintain a Retail Direct Gilt Account with RBI. Regional Rural Banks RRBs and Cooperative Banks are eligible, and are covered under this scheme. * **Quantum:** A maximum of 5% of the notified amount is reserved for non-competitive bids from retail investors. * **Bid Amount:** Minimum bid amount is ₹10,000 (face value) and multiples thereof. Maximum bid amount for retail investors in GoI dated securities is ₹2 crore (face value) per security per auction. * **Allotment:** Allotment under the non-competitive segment will be at the weighted average rate of yield/price from the competitive bidding. Pro-rata allotment will be used if bids exceed the reserved amount. * **Operational Guidelines:** Investors must maintain a depository account, CSGL account, or RDG account. AggregatorFacilitators submit single consolidated bids. The aggregator facilitator will be paid a commission or brokerage of six paise per 100 as brokerage commission service charges for rendering this service to their clients. **6. Target Audience and Stakeholders:** * **Primary:** Retail investors interested in purchasing government securities. * **Secondary:** * Scheduled Banks, Primary Dealers, and Specified Stock Exchanges acting as Aggregator/Facilitators. * Reserve Bank of India (RBI) as the auctioneer and regulator. * Government of India (GoI) as the issuer of the securities. * Nongovernment provident funds governed by the Provident Funds Act, 1925. * State Governments, eligible provident funds in India, the Nepal Rashtra Bank, Royal Monetary Authority of Bhutan. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** * Reserve Bank of India (RBI) is responsible for conducting the auction and managing the EKuber system. * Aggregator/Facilitators are responsible for aggregating and submitting bids from retail investors. * Government of India (GoI) issues the securities and sets the terms and conditions. * **Timelines/Procedures:** * Auction Date: May 02, 2025. * Non-competitive bids submission: 10:30 a.m. to 11:00 a.m. on the auction date. * Competitive bids submission: 10:30 a.m. to 11:30 a.m. on the auction date. * Result Announcement: May 02, 2025, on the RBI website (www.rbi.org.in). * Payment/Issue Date: May 05, 2025. * AggregatorFacilitators must transfer securities to their clients within five working days from the date of issue. * The AggregatorFacilitator will be paid a commission or brokerage of six paise per 100 as brokerage commission service charges for rendering this service to their clients. **8. Expected Outcomes / Impact of Changes:** * **New Policy:** * Increased participation of retail investors in the government securities market. * Diversification of the investor base for government debt. * Potential for lower borrowing costs for the government due to increased demand. * Provision of investment opportunities for retail investors with relatively lower risk. * Potential to improve financial literacy and encourage savings habits among the general public. **9. Conclusion:** The Government Securities auction policy and the associated non-competitive bidding facility aim to efficiently manage government debt while promoting broader participation from retail investors. The policy establishes clear guidelines for auction procedures, eligibility criteria for non-competitive bidding, and the responsibilities of involved parties. The successful implementation of this policy could lead to a more diversified and resilient market for government securities, ultimately benefiting both the government and the investing public.
