## Report on Government of India Securities Reissue and Auction Notification
**1. Executive Summary:**
This report analyzes a notification (F. No. 43BWM2022) from the Government of India, dated August 29, 2022, regarding the sale/reissue of Government Securities (GS). The core purpose is to notify the auction details for the sale/reissue of specific Government Securities with varying maturity dates and interest rates. Key findings include the specifics of the securities being offered, the auction process managed by the Reserve Bank of India (RBI), and a scheme for non-competitive bidding to encourage wider participation, particularly from retail investors. This is essentially an update to the issuance of existing securities.
**2. Introduction:**
This report provides an overview of the Government of India's notification (F. No. 43BWM2022) pertaining to the sale/reissue of Government Securities. The analysis is based solely on the information provided within the document. The report aims to inform the affected industry, especially potential investors, about the details of the upcoming auction and the associated regulations.
**3. Policy Overview:**
* Core Objective(s): The core objective is to facilitate the sale/reissue of Government Securities to manage public debt and provide investment opportunities. A secondary objective, based on the included "Scheme for Non-competitive Bidding Facility," is to encourage wider participation in the government securities market, particularly by retail investors.
**4. Background and Rationale:**
This notification serves as an update to the existing system of issuing Government Securities. The re-issue of securities allows the government to manage its debt portfolio and provide investors with opportunities to invest in government-backed instruments. The inclusion of the "Scheme for Non-competitive Bidding Facility" suggests a desire to broaden the investor base beyond institutional investors and include retail participants. The fact that this is a re-issue allows the government to inject existing securities into the market, without creating new bonds.
**5. Key Provisions / Changes:**
This is not strictly a *new* policy or an *amendment*, but more of an update to a regular procedure. The document mainly sets out the terms for re-issuing existing securities. The following is a breakdown of the key provisions:
* **Specific Securities Offered:** The notification details the sale/reissue of the following Government Securities:
* 6.69 GS 2024 (Maturity: June 27, 2024, Amount: ₹4,000 Crore)
* 7.10 GS 2029 (Maturity: April 18, 2029, Amount: ₹7,000 Crore)
* 7.26 GS 2032 (Maturity: August 22, 2032, Amount: ₹13,000 Crore)
* 6.95 GS 2061 (Maturity: December 16, 2061, Amount: ₹9,000 Crore)
* **Auction Mechanism:** The securities will be sold through an auction conducted by the Reserve Bank of India (RBI) in Mumbai. The auction will utilize both uniform price and multiple price methods, as specified for each security.
* **Non-Competitive Bidding:** Up to 5% of the notified amount will be allotted to eligible individuals and institutions through a non-competitive bidding facility. This facility is designed to encourage retail participation.
* **RBI Discretion:** The Government of India reserves the option to retain additional subscriptions up to ₹2,000 Crore against each security.
* **Payment and Interest:** Successful bidders are required to make payment on September 5, 2022. Interest will accrue on the nominal value of the securities from the date of original issue/last coupon payment and will be paid half-yearly.
* **Non-Competitive Bidding Scheme Details:** This section (Annex I) outlines the specifics for retail investors. Key aspects include:
* **Eligibility:** Retail investors who do not maintain a current account or SGL account with RBI, and who submit bids through an aggregator/facilitator, or maintain a Retail Direct Gilt Account (RDG Account) with RBI.
* **Quantum:** Non-competitive bids are restricted to a maximum of 5% of the aggregate nominal amount of the issue.
* **Amount of Bid:** Minimum bid amount is ₹10,000 (face value) and in multiples thereof. Maximum bid for retail investors in GoI dated securities is ₹2 crore (face value) per security per auction.
* **Aggregator Facilitators:** These are Scheduled Banks, Primary Dealers, Specified Stock Exchanges, or other RBI-approved entities who aggregate bids from retail investors.
* **Allotment:** Allotment under the non-competitive segment will be at the weighted average rate of yield/price that emerges in the auction on the basis of the competitive bidding.
**6. Target Audience and Stakeholders:**
The target audience and stakeholders include:
* **Potential Investors:** Both institutional and retail investors interested in investing in Government Securities.
* **Reserve Bank of India (RBI):** Responsible for conducting the auction and managing the issuance of the securities.
* **Aggregator/Facilitators:** Scheduled Banks, Primary Dealers, Specified Stock Exchanges involved in facilitating non-competitive bidding.
* **Retail Investors:** Individuals, firms, companies, provident funds, trusts, and other entities eligible to participate in the non-competitive bidding process.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** Reserve Bank of India (RBI) is the primary agency responsible for conducting the auction and managing the issuance. The Ministry of Finance, Department of Economic Affairs, Budget Division is responsible for the notification.
* **Timelines:**
* Auction Date: September 02, 2022.
* Non-Competitive Bids Submission: 10:30 a.m. to 11:00 a.m. on September 02, 2022.
* Competitive Bids Submission: 10:30 a.m. to 11:30 a.m. on September 02, 2022.
* Result Announcement: September 02, 2022 (on RBI website).
* Payment Date: September 05, 2022.
* **Procedures:** Bids must be submitted electronically via the RBI's Core Banking Solution (EKuber) system. Non-competitive bids must be consolidated and submitted by Aggregator/Facilitators.
**8. Expected Outcomes / Impact of Changes:**
* The expected outcomes of this notification and subsequent auction are:
* Successful sale/reissue of the specified Government Securities, contributing to the management of public debt.
* Increased participation in the government securities market, particularly from retail investors, due to the non-competitive bidding facility.
* Providing investors with opportunities to invest in government-backed securities with varying maturity dates and interest rates.
**9. Conclusion:**
The Government of India's notification regarding the sale/reissue of Government Securities is a routine but significant event for the financial market. It provides investors with opportunities to invest in government-backed instruments and helps the government manage its public debt. The inclusion of the "Scheme for Non-competitive Bidding Facility" underscores the government's intention to broaden the investor base and encourage wider participation in the government securities market. The involvement of the RBI ensures a transparent and efficient auction process.
