Okay, I will generate the policy analysis report based on the provided text, adhering to the specified structure and constraints.
**Report: Analysis of Government of India Securities Reissue Policy**
**1. Executive Summary:**
This report analyzes a notification from the Government of India regarding the sale and reissue of Government Securities (GS), specifically focusing on two securities: 6.75 GS 2029 and 7.09 GS 2054. The core purpose is to reissue these securities via auction, providing investors an opportunity to invest in government debt. A key feature is the provision for non-competitive bidding, aimed at encouraging wider participation, particularly from retail investors. The report details the key provisions of the reissue, including auction dates, eligibility criteria for non-competitive bidding, and interest payment schedules.
**2. Introduction:**
This report aims to provide a comprehensive overview of the Government of India's notification concerning the sale and reissue of specific Government Securities (GS), as detailed in the provided text. The analysis is based solely on the information presented in the notification and its annexures.
**3. Policy Overview:**
This is a notification of a specific action (reissue of securities) under existing frameworks for government debt management.
* **Core Objective(s):** Based on the text, the objectives are:
* To reissue Government Securities (GS) through an auction mechanism.
* To facilitate investment in government debt for a broad range of investors, including retail participants.
* To provide a non-competitive bidding facility to encourage participation from smaller investors.
**4. Background and Rationale:**
This is not a completely new policy but rather a specific application of existing policies regarding the issuance and management of government debt. The reissue likely addresses the government's ongoing need to raise capital through debt instruments. The inclusion of a non-competitive bidding facility suggests an effort to broaden the investor base for government securities and promote retail investment in government debt.
**5. Key Provisions / Changes:**
The notification outlines the following key provisions:
* **Security Details:** Reissue of two Government Securities: 6.75 GS 2029 (maturing Dec 23, 2029) and 7.09 GS 2054 (maturing Aug 05, 2054).
* **Auction Details:** Auction to be conducted by the Reserve Bank of India (RBI) on June 20, 2025. Bids to be submitted electronically via the RBI's e-Kuber system.
* **Notified Amount:** The notified amounts for the auctions are INR 15,000 crore for 6.75 GS 2029 and INR 12,000 crore for 7.09 GS 2054. The government retains the option to accept additional subscriptions up to INR 2,000 crore for each security.
* **Non-Competitive Bidding:** Up to 5% of the notified amount is reserved for non-competitive bids from eligible individuals and institutions.
* **Eligibility for Non-Competitive Bidding:** Open to retail investors who do not maintain current accounts (CA) or Subsidiary General Ledger (SGL) accounts with the RBI and submit bids through an aggregator/facilitator or maintain a Retail Direct Gilt Account (RDG Account) with RBI. Regional Rural Banks (RRBs) and Cooperative Banks are covered under this scheme.
* **Bidding Amounts:** Minimum bid amount is INR 10,000 (face value) and in multiples thereof. Retail investors can make a single bid for an amount not more than Rupees Two crore face value per security per auction.
* **Interest Payment:** Interest will be paid half-yearly on the nominal value of the securities.
* **Payment Date:** Payment by successful bidders is due on June 23, 2025.
* **Accrued Interest:** The payment for the securities will include accrued interest on the nominal value of the Securities allotted in the auction from the date of original issue last coupon payment date to the date upto which accrued interest is due as mentioned in the table in para 6.
**6. Target Audience and Stakeholders:**
The target audience and stakeholders include:
* **Retail Investors:** Individuals, firms, companies, and other entities interested in investing in government securities.
* **Aggregators/Facilitators:** Scheduled Banks, Primary Dealers, Specified Stock Exchanges, and other RBI-approved entities that facilitate non-competitive bidding.
* **Reserve Bank of India (RBI):** Responsible for conducting the auction and managing the issuance of securities.
* **Government of India:** The issuer of the securities and the beneficiary of the funds raised.
* **Eligible Provident Funds:** Those non-government provident funds governed by the Provident Funds Act, 1925 whose investment pattern is decided by the Government of India.
* **Regional Rural Banks (RRBs) and Cooperative Banks.**
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** The Reserve Bank of India (RBI) is responsible for conducting the auction and managing the securities issuance. The Ministry of Finance, Department of Economic Affairs, BUDGET DIVISION, is ultimately responsible for the policy.
* **Timelines:**
* Auction Date: June 20, 2025
* Non-Competitive Bids: June 20, 2025, 10:30 a.m. - 11:00 a.m.
* Competitive Bids: June 20, 2025, 10:30 a.m. - 11:30 a.m.
* Payment Date: June 23, 2025
* **Procedures:** Bids must be submitted electronically through the RBI's e-Kuber system. Non-competitive bids are aggregated and submitted by facilitators. Allotment is based on the weighted average yield/price emerging from the competitive bidding process.
* **Reporting Requirements:** Aggregators/Facilitators are required to furnish information related to operations under the Scheme to the Reserve Bank of India as may be called for from time to time within the time frame prescribed by the Bank.
**8. Expected Outcomes / Impact of Changes:**
* Increased participation of retail investors in government securities, broadening the investor base.
* Efficient and transparent price discovery through the auction mechanism.
* Effective fundraising for the government to meet its financial requirements.
**9. Conclusion:**
The notification regarding the sale and reissue of Government Securities outlines a structured process for raising capital through debt instruments. The inclusion of the non-competitive bidding facility aims to encourage wider participation, particularly from retail investors. The RBI plays a central role in implementing the auction and managing the securities issuance. This initiative is significant as it contributes to the government's financing needs and promotes broader participation in the government securities market.
