## Report on Government of India Security Reissuance and Non-Competitive Bidding Scheme
**1. Executive Summary:**
This report analyzes a Government of India notification regarding the sale and reissuance of Government Securities (GS) with maturities in 2029 and 2054. The core purpose of this notification is to announce an auction for the sale/reissue of these securities and to outline the framework for both competitive and non-competitive bidding, with a specific focus on facilitating retail investor participation through a non-competitive bidding scheme. Key findings include the establishment of specific dates for auction and issuance, interest rates, and a detailed scheme for non-competitive bidding, enabling broader participation in government security auctions. The notification also details the eligibility criteria for non-competitive bidders.
**2. Introduction:**
This report aims to provide a comprehensive overview of the Government of India's notification (F. No. 41BWM2025, dated May 19, 2025) regarding the auction for the sale/reissue of specific Government Securities and the associated scheme for non-competitive bidding. The analysis is based solely on the information provided within the notification text.
**3. Policy Overview:**
* This is a *new policy* notification regarding the sale and reissue of Government Securities and the operation of non-competitive bidding.
* **Core Objectives (inferred from the text):**
* To sell/reissue specific Government Securities (GS) to raise funds.
* To encourage wider participation and retail holding of Government securities through non-competitive bidding.
* To provide a structured framework for the auction process and allotment of securities.
**4. Background and Rationale:**
* **Problem/Issue Addressed (inferred from the text):** The policy addresses the need for the government to raise funds through the issuance of debt instruments (Government Securities). Furthermore, the inclusion of a non-competitive bidding scheme suggests a desire to broaden the investor base, particularly targeting retail investors who may not have the resources or expertise to participate in competitive bidding processes. The scheme aims to encourage wider participation and retail holding of government securities.
**5. Key Provisions / Changes:**
Since this is a new policy announcement, this section details the main components and rules established by the text:
* **Security Reissuance:** The notification announces the sale/reissue of two Government Securities:
* 6.75% GS 2029 maturing on Dec 23, 2029, with a notified amount of ₹15,000 crore.
* 7.09% GS 2054 maturing on Aug 05, 2054, with a notified amount of ₹12,000 crore.
* The Government retains the option to retain additional subscriptions up to ₹2,000 crore against each security.
* **Auction Details:** The auction will be conducted by the Reserve Bank of India (RBI) on May 23, 2025, through the e-Kuber system.
* **Bidding Process:**
* Non-competitive bids: May 23, 2025, between 10:30 a.m. and 11:00 a.m.
* Competitive bids: May 23, 2025, between 10:30 a.m. and 11:30 a.m.
* **Payment and Issue Date:** The payment date for successful bidders is May 26, 2025.
* **Interest Payments:** Interest will be paid half-yearly on the nominal value of the securities.
* **Non-Competitive Bidding Scheme:**
* Up to 5% of the notified amount will be allotted to eligible individuals and institutions through non-competitive bidding.
* Retail investors who do not maintain a current account or SGL account with the RBI must submit bids through an Aggregator/Facilitator.
* Minimum bid amount: ₹10,000 face value.
* Maximum bid amount for retail investors: ₹2 crore face value per security per auction.
* Allotment will be at the weighted average rate of yield/price.
* Aggregator/Facilitators can charge a brokerage commission/service charge of up to six paise per ₹100.
**6. Target Audience and Stakeholders:**
The primary target audience includes:
* **Retail Investors:** Individuals, firms, companies, corporate bodies, institutions, provident funds, and trusts interested in investing in Government Securities through non-competitive bidding.
* **Aggregators/Facilitators:** Scheduled Banks, Primary Dealers, and Specified Stock Exchanges that facilitate non-competitive bidding for retail investors.
* **Reserve Bank of India (RBI):** The central bank responsible for conducting the auction and managing the issuance of securities.
* **Government of India (GoI):** The issuer of the securities and beneficiary of the funds raised.
* **Eligible Provident Funds:** Those non-government provident funds governed by the Provident Funds Act, 1925 whose investment pattern is decided by the Government of India.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** Reserve Bank of India (RBI) is responsible for conducting the auction and allotting the securities.
* **Timeline:**
* Auction Date: May 23, 2025.
* Payment Date: May 26, 2025.
* **Procedures:** Bids must be submitted electronically through the RBI's e-Kuber system. Non-competitive bidders must adhere to the guidelines outlined in the Non-Competitive Bidding Scheme.
* **Other Information:** The securities are eligible for When Issued Trading.
**8. Expected Outcomes / Impact of Changes:**
* The policy aims to raise funds for the government through the sale/reissue of Government Securities.
* The non-competitive bidding scheme intends to broaden the investor base, encouraging greater participation from retail investors, increasing retail holding of GoI securities.
* Increased retail participation may lead to greater stability in the government securities market.
**9. Conclusion:**
The Government of India's notification outlines the framework for the sale/reissue of Government Securities and the operation of a non-competitive bidding scheme. This initiative is significant as it seeks to mobilize funds for the government while simultaneously promoting greater retail investment in government securities. The detailed guidelines provided in the notification ensure a transparent and accessible auction process, potentially leading to a more diversified and stable investor base for Government of India securities.
