Executive Summary & Key Takeaways

## Report on Government of India Securities Reissue Policy **1. Executive Summary:** This report analyzes a Government of India (GoI) policy regarding the sale/reissue of government securities, effective June 9, 2025, as notified by the Ministry of Finance, Department of Economic Affairs. The core purpose of the policy is to reissue existing government securities with different maturity dates and coupon rates. The policy outlines the auction process, eligibility for participation, and other operational guidelines, including a scheme for non-competitive bidding to encourage wider retail participation. Key findings include the specification of security details, auction procedures conducted by the Reserve Bank of India (RBI), and a non-competitive bidding scheme designed to facilitate participation from retail investors and certain other institutions. **2. Introduction:** This report provides an overview and analysis of the Government of India's policy notification regarding the sale/reissue of government securities, based solely on the provided policy text. The report aims to inform affected parties of the key provisions, procedures, and implications of this policy. **3. Policy Overview:** This is a policy regarding the reissue of existing Government Securities. The core objectives, as inferred from the provided text, are: * To reissue Government Securities with specific maturity dates and coupon rates. * To facilitate wider participation in government security auctions, especially by retail investors, through a non-competitive bidding facility. * To define the terms and conditions for the sale/reissue process through auction. **4. Background and Rationale:** As this is a reissue policy, the rationale appears to be primarily related to managing government debt and providing investment opportunities to the public. The policy facilitates the government's financing needs by reissuing securities, while the non-competitive bidding component suggests an effort to broaden the investor base and encourage retail participation in government debt markets. The specification of amounts, coupon rates, and maturity dates indicates a structured approach to debt management and market demand. **5. Key Provisions / Changes:** The policy establishes the following key provisions: * **Securities for Reissue:** Three specific government securities are slated for reissue, with the following details: * 6.79 GS 2031: Maturity date of December 30, 2031; Notified amount of ₹11,000 crore. * 6.98 GOI SGrB 2054: Maturity date of December 16, 2054; Notified amount of ₹5,000 crore. * 7.09 GS 2074: Maturity date of November 25, 2074; Notified amount of ₹14,000 crore. * **Auction Process:** The securities will be sold through auctions conducted by the Reserve Bank of India (RBI) in Mumbai. Bids must be submitted electronically via the RBI's Core Banking Solution (EKuber) system on June 13, 2025. * **Non-Competitive Bidding:** Up to 5% of the notified amount is reserved for non-competitive bidders, including retail investors and certain institutions. * **Eligibility for Non-Competitive Bidding:** Retail investors who do not maintain a current account or SGL account with RBI can participate through an Aggregator/Facilitator. Regional Rural Banks (RRBs) and Cooperative Banks, however, can directly submit bids. * **Minimum/Maximum Bid Amounts:** The minimum bid amount is ₹10,000 face value, and retail investors can make a single bid for an amount not more than Rupees Two crore face value per security per auction. * **Payment and Interest:** Successful bidders must make payment on June 16, 2025, which includes accrued interest. Interest will be paid half-yearly. * **Aggregator/Facilitator Role:** Aggregator/Facilitators play a key role in collating bids from smaller investors. They are permitted to charge up to six paise per ₹100 as brokerage/commission. * **Government Option:** GoI retains the option to retain additional subscription up to ₹2,000 crore against each security. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders include: * **Retail Investors:** Individuals and entities interested in investing in government securities. * **Banks (Scheduled, RRBs, Cooperative):** As potential investors and Aggregator/Facilitators. * **Primary Dealers:** As Aggregator/Facilitators. * **Provident Funds:** Eligible provident funds are specifically mentioned. * **Specified Stock Exchanges:** SEBI recognized Stock Exchanges that act as aggregator/facilitator in the primary auction segment. * **Reserve Bank of India (RBI):** Responsible for conducting the auction. **7. Implementation Aspects (Inferred):** * **Responsible Agency:** Reserve Bank of India (RBI) is responsible for conducting the auctions. * **Timelines:** * Auction Date: June 13, 2025. * Non-Competitive Bids: June 13, 2025, 10:30 a.m. - 11:00 a.m. * Competitive Bids: June 13, 2025, 10:30 a.m. - 11:30 a.m. * Payment Date: June 16, 2025. * **Procedures:** * Bids must be submitted electronically via RBI's EKuber system. * Non-competitive bids are allotted at the weighted average yield/price of the competitive bidding. * Aggregator/Facilitators must maintain records of investor undertakings. **8. Expected Outcomes / Impact of Changes:** The likely intended outcomes of this policy are: * Effective management of government debt through reissue of existing securities. * Increased retail participation in government security auctions, broadening the investor base. * Efficient price discovery through a competitive auction process. * Provision of investment opportunities with varying maturity dates and coupon rates. **9. Conclusion:** The Government of India's policy on the sale/reissue of government securities, as detailed in the notification, provides a structured framework for managing government debt and engaging with investors. The inclusion of a non-competitive bidding facility underscores the government's commitment to promoting wider retail participation in the government securities market. This policy is significant for investors, banks, and other financial institutions involved in the government securities market, providing clarity on procedures, timelines, and eligibility criteria for participation in the auction process.
