**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes of this policy include:
* **Fundraising for the Government:** Successful auction and sale/reissue of the Government Securities will provide funds for the government's fiscal needs.
* **Wider Participation in Government Securities:** The non-competitive bidding facility aims to encourage greater participation from retail investors, increasing the reach and accessibility of government securities.
* **Increased Investment Opportunities for Retail Investors:** Retail investors gain access to a relatively safe investment option with defined interest rates and maturity dates.
* **Market Development:** Increased retail participation can contribute to the overall development and depth of the government securities market.
**9. Conclusion:**
The Government of India's notification regarding the sale/reissue of Government Securities outlines a significant initiative to raise funds and promote wider participation in the government securities market. The inclusion of a non-competitive bidding facility specifically targets retail investors, potentially increasing their access to and investment in these securities. The RBI's role in managing the auction ensures a transparent and regulated process. This policy has significance for both the government's financing needs and the investment opportunities available to the public.
