**Report: Analysis of Government Securities Reissue and Non-Competitive Bidding Scheme**
**1. Executive Summary:**
This report analyzes a notification from the Government of India regarding the sale/reissue of Government Securities (GS) and an associated scheme for non-competitive bidding. The core purpose is to raise funds through the issuance of government debt and to broaden participation in the government securities market, particularly for retail investors. Key findings include the announcement of auctions for specific GS with varying maturities and coupon rates, and the provision for non-competitive bidding to encourage retail participation up to 5% of the notified amount. The scheme outlines eligibility criteria, operational guidelines, and reporting requirements for aggregators/facilitators involved in the non-competitive bidding process.
**2. Introduction:**
This report provides an informative analysis of a recent notification from the Government of India concerning the sale/reissue of Government Securities and the associated scheme for non-competitive bidding. This analysis is based solely on the provided text of the notification and its annexure. The purpose of this report is to explain the policy to the Affected Industry based on the provided text.
**3. Policy Overview:**
* **Core Objective(s):**
* To raise funds for the government through the sale/reissue of Government Securities.
* To promote wider participation of retail investors in the Government Securities market through a non-competitive bidding facility.
**4. Background and Rationale:**
* **New Policy Component (Non-Competitive Bidding Scheme):** The introduction of the non-competitive bidding scheme suggests a need to increase retail participation in the government securities market. The scheme aims to address this by providing a simplified avenue for retail investors who may lack the expertise or resources to participate in competitive auctions directly.
**5. Key Provisions / Changes:**
This policy has two key components:
* Sale/Reissue of Government Securities:
* Three Government Securities (GS) are offered: 7.38 GS 2027, 7.26 GS 2032, and 7.36 GS 2052.
* Original Issue Dates: Jun 20, 2022; Aug 22, 2022; Sep 12, 2022 respectively.
* Maturity Dates: Jun 20, 2027; Aug 22, 2032; Sep 12, 2052 respectively.
* Notified Amounts: 7,000 Crore, 12,000 Crore, and 9,000 Crore respectively.
* Auction Method: Uniform Price for 7.38 GS 2027 and 7.26 GS 2032, Multiple Price for 7.36 GS 2052.
* Auction Date: October 21, 2022.
* Payment Date: October 25, 2022.
* Accrued interest is payable on the nominal value from the date of original issue.
* **Non-Competitive Bidding Facility Scheme (New Policy):**
* Allows retail investors to participate in auctions without directly competing on price.
* Up to 5% of the notified amount is reserved for non-competitive bidders.
* Eligible retail investors are those who do not maintain a current account (CA) or subsidiary General Ledger (SGL) account with the Reserve Bank of India (RBI) and submit bids through an aggregator/facilitator or maintain a Retail Direct Gilt Account (RDG Account) with RBI
* The minimum bid amount is ₹10,000, and in multiples thereof.
* The maximum bid amount for retail investors in GoI dated securities is ₹2 crore per security per auction.
* Aggregators/Facilitators must submit a single consolidated non-competitive bid on behalf of their constituents.
* Allotment is at the weighted average rate of yield/price from the competitive bidding process.
* Aggregators/Facilitators can charge up to six paise per ₹100 as brokerage/commission/service charges.
**6. Target Audience and Stakeholders:**
* **Primary:** Retail investors, including individuals, firms, companies, corporate bodies, institutions, provident funds, and trusts.
* **Secondary:** Scheduled Banks, Primary Dealers, Specified Stock Exchanges, and other entities approved by RBI acting as Aggregators/Facilitators. Regional Rural Banks (RRBs) and Cooperative Banks, State Governments, eligible provident funds, Nepal Rashtra Bank, Royal Monetary Authority of Bhutan.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** Reserve Bank of India (RBI) is responsible for conducting the auctions and managing the non-competitive bidding process. The Ministry of Finance, Department of Economic Affairs, Budget Division, formulates the policy.
* **Timelines:**
* Auction Date: October 21, 2022.
* Non-competitive bids to be submitted between 10:30 a.m. and 11:00 a.m. on the auction date.
* Competitive bids to be submitted between 10:30 a.m. and 11:30 a.m. on the auction date.
* Payment Date: October 25, 2022.
* Aggregators/Facilitators should complete the transfer of securities to clients within five working days from the date of issue.
* **Procedures:** Bids must be submitted electronically through the Reserve Bank of India Core Banking Solution (e-Kuber). Aggregators/Facilitators have specific responsibilities regarding bid aggregation, security allocation, and reporting to the RBI.
**8. Expected Outcomes / Impact of Changes:**
* The non-competitive bidding scheme is likely intended to increase the demand for government securities from retail investors.
* It could lead to a more diversified investor base for government debt, potentially reducing reliance on institutional investors.
* The scheme may also promote financial inclusion by providing easier access to government securities for smaller investors.
* The government secures funds to meet budgetary requirements through the reissue.
**9. Conclusion:**
The notification outlines the government's plan to raise funds through the sale/reissue of Government Securities, coupled with a non-competitive bidding scheme aimed at broadening retail participation. The scheme provides a framework for retail investors to access the government securities market through aggregators/facilitators, with specific guidelines on eligibility, bidding procedures, and operational requirements. The successful implementation of this scheme could lead to increased retail investment in government debt and a more diversified investor base.
