Executive Summary & Key Takeaways

## Government Securities Reissue and Non-Competitive Bidding Scheme: Policy Analysis **1. Executive Summary:** This report analyzes a Government of India notification (F. No. 43BWM2022) dated November 7, 2022, regarding the sale/reissue of specified Government Securities (GS) and an associated scheme for non-competitive bidding. The core purpose is to reissue existing Government Securities with varying maturities and to encourage wider participation of retail investors in the Government securities market through a non-competitive bidding facility. Key findings highlight the details of the securities being reissued, the auction process, and the eligibility criteria and operational guidelines for non-competitive bidding. **2. Introduction:** This report provides an overview and analysis of a Government of India policy notification concerning the reissue of Government Securities and the associated scheme for non-competitive bidding, based solely on the provided text. **3. Policy Overview:** * This is a combined notification concerning the Reissue of Government Securities *and* a scheme for Non-Competitive Bidding. * **Core Objective(s):** * To reissue Government Securities maturing in 2027, 2032, and 2052. * To encourage wider participation and retail holding of Government securities through a non-competitive bidding facility. **4. Background and Rationale:** * The reissue of Government Securities is likely intended to manage government debt and provide investment opportunities in the market. * The implementation of a non-competitive bidding scheme suggests a goal to broaden the investor base in Government Securities, specifically targeting retail investors who may not have the expertise or resources to participate in competitive bidding. **5. Key Provisions / Changes:** Since this is a combined announcement of a reissue *and* a scheme, we'll address both: **A. Government Securities Reissue:** * Reissue of three Government Securities (GS) with the following details: * 7.38% GS 2027: Maturity date June 20, 2027; Notified amount of ₹7,000 Crore. * 7.26% GS 2032: Maturity date August 22, 2032; Notified amount of ₹12,000 Crore. * 7.36% GS 2052: Maturity date September 12, 2052; Notified amount of ₹9,000 Crore. * The Government retains the option to retain additional subscriptions up to ₹2,000 Crore against each security. * The securities will be sold through auctions conducted by the Reserve Bank of India (RBI). * Auction Method: Price based using Uniform and Multiple Price methods * The securities are eligible for "When Issued" trading. * Successful bidders will make payments on November 14, 2022, including accrued interest from the original issue date/last coupon payment. * Interest will be paid half-yearly, and the securities will be repaid at par on the maturity date. **B. Scheme for Non-Competitive Bidding Facility:** * **Eligibility:** Open to retail investors (individuals, firms, companies, etc.) who do not maintain a current account or SGL account with the RBI and submit bids through an Aggregator/Facilitator or maintain a Retail Direct Gilt Account (RDG Account) with RBI. * **Aggregator/Facilitator:** Defined as Scheduled Banks, Primary Dealers, Specified Stock Exchanges, or any other entity approved by RBI. * **Quantum:** Allocation of non-competitive bids is restricted to a maximum of 5% of the aggregate nominal amount of the issue. * **Amount of Bid:** Minimum bid amount is ₹10,000 (face value) and in multiples thereof. Retail investors can make a single bid for an amount not more than Rupees Two crore face value per security per auction. * **Operational Guidelines:** * Retail investors must maintain a depository account or a gilt account under the CSGL account of an Aggregator/Facilitator or RDG Account with RBI. * Aggregator/Facilitators submit a single consolidated non-competitive bid on behalf of their constituents. * Allotment is at the weighted average rate of yield/price from the competitive bidding. * Aggregators/Facilitators are responsible for allocating securities to their clients. * Securities are issued in SGL form by RBI. * Aggregators/Facilitators can charge up to six paise per ₹100 as brokerage/commission/service charges. **6. Target Audience and Stakeholders:** * **Directly Affected:** * Retail Investors: Individuals and institutions interested in investing in Government Securities. * Scheduled Banks, Primary Dealers, and Specified Stock Exchanges: Entities that can act as Aggregators/Facilitators for non-competitive bidding. * Reserve Bank of India: Responsible for conducting the auctions and managing the scheme. * Government of India: Issuer of the securities and developer of policy. * **Indirectly Affected:** * Financial markets in general, as the policy aims to promote broader participation. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** Reserve Bank of India (RBI) is the primary body responsible for conducting the auction and implementing the scheme. Aggregator/Facilitators also play a crucial role. * **Timelines/Procedures:** * Auction Date: November 11, 2022. * Payment Date: November 14, 2022. * Non-competitive bids submission: 10:30 a.m. and 11:00 a.m. on auction date. * Competitive bids submission: 10:30 a.m. and 11:30 a.m. on auction date. * Aggregator/Facilitators must complete the transfer of securities to clients within five working days from the date of issue. * The auctions will be conducted electronically through the Reserve Bank of India Core Banking Solution (E-Kuber) system. **8. Expected Outcomes / Impact of Changes:** * **Government Securities Reissue:** * Maintain a stable debt profile. * Raise funds to meet budgetary requirements. * Provide investment options for various market participants. * **Scheme for Non-Competitive Bidding Facility:** * Increased participation of retail investors in the Government Securities market. * Wider distribution of Government debt, potentially leading to more stable yields. * Greater financial inclusion by providing smaller investors access to government securities. **9. Conclusion:** The Government of India's notification for the reissue of specified Government Securities, coupled with the scheme for non-competitive bidding, represents a strategic move to manage government debt effectively while promoting greater retail participation in the government securities market. The non-competitive bidding scheme, in particular, is designed to make these securities accessible to a wider range of investors, thereby increasing market depth and stability. The success of this initiative hinges on the effective implementation by the RBI and the active participation of Aggregator/Facilitators in reaching out to potential retail investors.
