Executive Summary & Key Takeaways

## Report on Government Securities Reissue and Non-Competitive Bidding Facility **1. Executive Summary:** This report analyzes a government notification regarding the sale and reissue of Government Securities (GS) and a scheme for Non-Competitive Bidding Facility. The core purpose is to notify the auction details for the reissue of various Government Securities with different maturity dates and coupon rates and to encourage wider participation and retail holding of Government securities through a non-competitive bidding process. Key findings include specific details regarding the securities being reissued, auction dates, and the eligibility criteria and operational guidelines for the non-competitive bidding facility available to retail investors. **2. Introduction:** The purpose of this report is to provide a comprehensive overview of a government notification pertaining to the sale and reissue of Government Securities and a related scheme for Non-Competitive Bidding Facility. This analysis is based solely on the information provided in the attached policy text. **3. Policy Overview:** This policy encompasses two primary elements: the reissue of existing Government Securities and a scheme for non-competitive bidding in these auctions. * **Core Objective(s):** * To notify the sale and reissue of specified Government Securities. * To encourage wider participation and retail holding of Government securities. * To provide a facility for non-competitive bidding to eligible individuals and institutions. **4. Background and Rationale:** * **New Policy:** The policy addresses the need to manage government debt and provide investment opportunities to the public. The inclusion of a Non-Competitive Bidding Facility suggests a desire to broaden the investor base for government securities, specifically targeting retail investors who may not have the resources or expertise to participate in competitive bidding. **5. Key Provisions / Changes:** This policy establishes the sale and reissue of specific Government Securities and outlines a scheme for non-competitive bidding. The key components and rules are as follows: * **Government Security Reissue:** * Reissue of four Government Securities: 4.56 GS 2023, 7.10 GS 2029, 6.54 GS 2032, and 6.95 GS 2061. * Details specified for each security include the original issue date, maturity date, auction date (May 13, 2022), auction method (Price based auction using Uniform or Multiple price method), and the notified amount in Crore. * The Government of India retains the option to retain additional subscription up to 2,000 crore against each security. * The sale will be conducted through the Reserve Bank of India (RBI), Mumbai Office. * **Non-Competitive Bidding Facility:** * Up to 5% of the notified amount will be allotted to eligible individuals and institutions through non-competitive bidding. * **Eligibility:** Retail investors who do not maintain a current account or SGL account with RBI and submit bids through an Aggregator/Facilitator or maintain a Retail Direct Gilt Account (RDG Account) with RBI are eligible. * Regional Rural Banks (RRBs) and Cooperative Banks are included in the scheme for dated securities auctions and can submit bids directly. State Governments, eligible provident funds, the Nepal Rashtra Bank, Royal Monetary Authority of Bhutan, and any Person or Institution, specified by the Bank, with the approval of Government, shall be covered under this scheme only in the auctions of Treasury Bills * **Bidding:** The minimum bid amount is 10,000 face value and in multiples thereof. Retail investors can make a single bid for an amount not more than Rupees Two crore face value per security per auction. * **Process:** Bids are submitted electronically through the RBI's Core Banking Solution (EKuber) system. Aggregators/Facilitators submit a single consolidated non-competitive bid on behalf of their constituents. * **Allotment:** Allotment is at the weighted average rate of yield/price from the competitive bidding. In case of oversubscription, pro-rata allotment is applied. * **Brokerage:** Aggregators/Facilitators can charge up to six paise per 100 as brokerage/commission/service charges. **6. Target Audience and Stakeholders:** * **Retail Investors:** Individuals, firms, companies, corporate bodies, institutions, provident funds, trusts, and any other entity as may be prescribed by RBI are directly affected by the Non-Competitive Bidding Facility. * **Aggregators/Facilitators:** Scheduled Banks, Primary Dealers, Specified Stock Exchanges, and other entities approved by RBI. * **Reserve Bank of India (RBI):** Responsible for conducting the auctions and managing the Non-Competitive Bidding Facility. * **Government of India:** Issuing the securities and setting the overall policy. * **Regional Rural Banks (RRBs) and Cooperative Banks:** Allowed to participate directly in non-competitive bidding for dated securities. * **State Governments, eligible provident funds, the Nepal Rashtra Bank, Royal Monetary Authority of Bhutan, and any Person or Institution, specified by the Bank :** Allowed to participate directly in non-competitive bidding for Treasury Bills. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** Reserve Bank of India (RBI) is the primary implementing agency. Aggregators/Facilitators also play a key role in enabling retail participation. Ministry of Finance (Department of Economic Affairs) sets the policy. * **Timelines/Procedures:** * Auction Date: May 13, 2022. * Non-competitive bids submission: 10.30 a.m. and 11.00 a.m. on May 13, 2022. * Competitive bids submission: 10.30 a.m. and 11.30 a.m. on May 13, 2022. * Result display: May 13, 2022, on the RBI website (www.rbi.org.in). * Payment date: May 17, 2022. * Transfer of securities to clients by Aggregators/Facilitators: To be completed within five working days from the date of issue (except in extraordinary circumstances). * **Reporting Requirements:** Aggregators/Facilitators are required to furnish information related to operations under the Scheme to the RBI. **8. Expected Outcomes / Impact of Changes:** * **New Policy:** * **Increased Retail Participation:** The Non-Competitive Bidding Facility is expected to encourage more retail investors to participate in the government securities market. * **Wider Distribution of Government Debt:** By broadening the investor base, the government aims to achieve a more diversified distribution of its debt. * **Enhanced Investment Awareness:** Increased retail participation may contribute to greater awareness and understanding of government securities as an investment option. **9. Conclusion:** The notification regarding the sale and reissue of Government Securities, coupled with the Non-Competitive Bidding Facility, is designed to manage government debt effectively while simultaneously promoting wider participation in the government securities market, particularly among retail investors. The scheme provides a structured framework for retail investors to access these securities, potentially leading to a more diversified and engaged investor base.
