## Report on Government Securities Reissue and Non-Competitive Bidding Facility
**1. Executive Summary:**
This report analyzes a government notification concerning the reissue of Government Securities (GS) and the associated Scheme for Non-Competitive Bidding Facility in the Auction of Government of India Dated Securities and Treasury Bills. The core purpose of the notification is to reissue existing government securities with specific maturity dates and interest rates through an auction process, while the Scheme aims to encourage wider participation and retail holding of Government securities through non-competitive bidding. Key findings include the specifics of the GS reissues, the eligibility criteria for non-competitive bidding, and the operational guidelines for Aggregator/Facilitators. The notification also includes details on interest payment, repayment, and the role of the Reserve Bank of India (RBI) in the auction process.
**2. Introduction:**
This report aims to provide a comprehensive overview of the government notification regarding the reissue of Government Securities and the Non-Competitive Bidding Facility, based solely on the information provided within the notification text. The report aims to inform affected industries and stakeholders about the key aspects of these policies.
**3. Policy Overview:**
This document outlines a reissue of government securities. The core objectives inferred from the text are:
* Raising funds for the government through the reissue of existing Government Securities.
* Providing investment opportunities in government securities with varying maturity dates and interest rates.
* Encouraging wider participation, especially from retail investors, in the government securities market through a Non-Competitive Bidding Facility.
**4. Background and Rationale:**
The policy appears to be a standard procedure for governments to raise funds through debt instruments. The likely problem the Non-Competitive Bidding Facility addresses is limited retail participation in the government securities market. The scheme aims to encourage more individuals and smaller institutions to invest in government debt by providing a simpler bidding process.
**5. Key Provisions / Changes:**
This is a mixed policy; it reissues securities and amends/creates a bidding facility. The key aspects of the notification and bidding facility are:
* **Reissue of Government Securities:** The Government of India will reissue the following securities through auction:
* 7.38 GS 2027 (Maturity Date: June 20, 2027) for ₹7,000 Crore.
* 7.26 GS 2032 (Maturity Date: Aug 22, 2032) for ₹12,000 Crore.
* 7.36 GS 2052 (Maturity Date: Sep 12, 2052) for ₹9,000 Crore.
* GoI retains the option to retain additional subscription up to Rs. 2,000 Crore against each security.
* **Non-Competitive Bidding Facility:**
* **Eligibility:** Retail investors who do not maintain a current account or SGL account with RBI can participate in auctions through an Aggregator/Facilitator or by maintaining a Retail Direct Gilt Account (RDG Account) with RBI.
* **Quantum:** Up to 5% of the notified amount will be allotted to non-competitive bidders.
* **Amount of Bid:** The minimum bid amount is ₹10,000 (face value), and for GoI dated securities, a retail investor can make a single bid for an amount not more than Rupees Two crore face value per security per auction.
* **Auction Process:** The auction will be conducted by RBI, and bids must be submitted electronically through the RBI's Core Banking Solution (EKuber).
* **Allotment:** Allotment under the noncompetitive segment will be at the weighted average rate of yield/price that will emerge in the auction on the basis of the competitive bidding.
* **Role of Aggregator/Facilitator:** Aggregators/Facilitators consolidate bids from retail investors, submit a single bid, and are responsible for distributing the securities to their clients. They can charge a brokerage/commission of up to six paise per ₹100.
* **Interest and Repayment:** Interest will be paid half-yearly on the nominal value of the securities, and the securities will be repaid at par on the date of maturity.
* **Auction Date:** The auction will take place on December 23, 2022.
**6. Target Audience and Stakeholders:**
Based on the provided text, the target audience and stakeholders include:
* **Retail Investors:** Individuals, firms, companies, corporate bodies, institutions, provident funds, and trusts interested in investing in government securities.
* **Aggregator/Facilitators:** Scheduled Banks, Primary Dealers, Specified Stock Exchanges, and other entities approved by RBI that facilitate non-competitive bidding.
* **Reserve Bank of India (RBI):** The central bank responsible for conducting the auction and managing the government securities.
* **Government of India (GoI):** The issuer of the securities and the beneficiary of the funds raised through the auction.
* **Regional Rural Banks (RRBs) and Cooperative Banks**: Eligible to submit non-competitive bids directly.
* **State Governments, eligible provident funds**: Eligible to participate only in the auctions of Treasury Bills.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** The Reserve Bank of India (RBI) is the primary agency responsible for implementing the auction and the Non-Competitive Bidding Facility.
* **Timelines:**
* Auction Date: December 23, 2022.
* Payment Date: December 26, 2022.
* Non-competitive bids should be submitted between 10.30 a.m. and 11.00 a.m.
* Competitive bids should be submitted between 10.30 a.m. and 11.30 a.m.
* **Procedures:**
* Bids must be submitted electronically through the RBI's EKuber system.
* Aggregators/Facilitators must submit a single consolidated non-competitive bid on behalf of their constituents.
* Allotment will be at the weighted average rate.
* Securities will be issued in SGL form.
**8. Expected Outcomes / Impact of Changes:**
The intended outcomes of the reissue and the Non-Competitive Bidding Facility are:
* Successful fundraising for the government.
* Increased retail participation in the government securities market, leading to wider distribution and holding of government debt.
* Providing retail investors with easier access to government securities, thereby promoting financial inclusion.
**9. Conclusion:**
The government notification outlines the reissue of Government Securities and the implementation of a Non-Competitive Bidding Facility. These initiatives are intended to raise funds for the government and promote wider participation in the government securities market, particularly among retail investors. The role of RBI and the Aggregator/Facilitators is crucial in the successful implementation of these policies. The specific changes introduced by the Non-Competitive Bidding Facility should make government securities more accessible to a broader range of investors.
