2904, 29िीं मंजिल, िल्ड च रेड सेंटर, जिगेड गेटिे कैंपस, 26/1, डॉ. रािकुमार रोड मल्लेश्वरम रािािीनगर, बेंगलुरु अबचन, कनाचटक - 560055, भारत में जस्ट्ित ह,ै ने रांसजमिन योिना “कच्छ गुिरात में मेससच अयाना ररन्यूएबल पािर फोर प्राइिेट जलजमटेड को उसकी 100 मेगािाट हाइजिड आरई पािर प्रोिेक्ट के जलए कनेजक्टजिटी प्रदान करने के जलए रांसजमिन जसस्ट्टम” के तहत ओिरहडे रांसजमिन लाइन जबछाने के जलए जिद्युत अजधजनयम, 2003 की धारा 164 के अतं गतच प्राजधकृत करने हते ु आिेदन दकया ह।ै और िबदक, जिद्युत मंत्रालय, भारत सरकार न े अपने पत्र स.ं 25-17/55/2024-PG ददनादं कत 13.06.2024 तिा िुजिपत्र ददनांदकत 17.03.2025 के द्वारा रांसजमिन योिना “कच्छ गुिरात म ें मेससच अयाना ररन्यूएबल पािर फोर प्राइिेट जलजमटेड को उसकी 100 मेगािाट हाइजिड आरई पािर प्रोिेक्ट के जलए कनेजक्टजिटी प्रदान करने के जलए रांसजमिन जसस्ट्टम” के अंतगचत आन े िाली ओिरहडे रांसजमिन लाइनों के जलए जिद्युत अजधजनयम की धारा 68(1) के अंतगतच पूिच अनुमोदन प्रदान दकया िा। मेससच अयाना ररन्यूएबल पािर फोर प्राइिेट जलजमटेड (एआरपी4पीएल ) ने स्ट्िानीय समार्ार पत्रों, द इंजडयन एक्सप्रेस (अंग्रेिी में) ददनांक 08.07.2024, रािस्ट्िान पजत्रका (हहदं ी म)ें ददनांक 08.07.2024, कच्छजमत्र (गुिराती में) ददनांक 08.07.2024, अदकला (गुिराती में) ददनांक 08.07.2024 और भारत के साप्ताजहक रािपत्र ददनांक 27.07.2024 में रांसजमिन योिना के जलए प्रस्ट्ताजित रांसजमिन माग च पर प्रकािन की तारीख से 2 महीन े के भीतर आम िनता की रटप्पजणयों / अभ्यािेदन की मांग करते हुए नोरटस प्रकाजित दकया िा। इसके पश्चात, मेससच अयाना ररन्यूएबल पािर फोर प्राइिेट जलजमटेड (एआरपी4पीएल ) न े 28.01.2025 ददनांदकत एक हलफनामा प्रस्ट्तुत दकया, जिसमें घोषणा 2023 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] की गई ह ै दक भारत सरकार के आजधकाररक रािपत्र एि ं स्ट्िानीय समार्ार पत्रों म ें प्रकािन की तारीख स े 2 महीन े के भीतर कोई रटप्पणी / अभ्यािेदन प्राप्त नहीं हुआ िा। और अब आिेदक न े जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगचत “कच्छ गुिरात में मेससच अयाना ररन्यूएबल पािर फोर प्राइिेट जलजमटेड को उसकी 100 मेगािाट हाइजिड आरई पािर प्रोिेक्ट के जलए कनेजक्टजिटी प्रदान करने के जलए रांसजमिन जसस्ट्टम” के तहत रांसजमिन लाइन जबछाने के जलए उसे िे सभी िजियां प्रदान करने का अनरु ोध दकया ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा अनुरजित दकये गए टेलीग्राफ लाइन एिं खम्भे या इस प्रकार की स्ट्िापना और अनरु िण दकये िाने के जलए, टेलीग्राफ प्राजधकरण को प्राप्त ह।ैं योिना के अंतगचत जनम्नजलजखत ओिरहडे रांसजमिन लाइन ह:ैं 1. एआरपी4पीएल (िनरेिन जस्ट्िर्याडच- गांि - देिसर, तालुका- नखत्राणा, जिला - कच्छ, गिु रात में जस्ट्ित ह)ै - भुि पीएस 220 केिी एस/सी लाइन (डी/सी टािर पर) (लाइन की कुल लंबाई 36.13 km ह,ै जिसमें स े एआरपी4पीएल िेनरेिन जस्ट्िर्याड च से 4.92 km को डी/सी टािर पर एस/सी लाइन के रूप म ें लागू दकया िाएगा (एआरपी4पीएल द्वारा बनाया िाएगा) और लाइन का िषे जहस्ट्सा ररन्यू हिंड एनिी (एपी2) प्राइिेट जलजमटेड - भुि पीएस 220 केिी लाइन के मौिूदा टािरों पर लगाया िाएगा) उपरोि योिना के अंतगचत ओिरहडे रांसजमिन लाइन (एआरपी4पीएल द्वारा जनर्मतच भाग) गुिरात के जनम्न ांदकत गााँिों, कस्ट्बों और िहरों से होकर, उन पर से, उनके आसपास से और बीर् से होकर गुज़रेगी। क्रम स. गािाँ का नाम तहसील जज़ला राज्य 1. देिसर, लजखयािीरा, देिीसर, हिंदाय, र्रखडा, भरपर गाडा, नखत्राणा कच्छ गुिरात गढ़पूठा, िटािीरा, खंभला, जिरानी मोटी, सुखपर जिरानी, मिल, अरल नानी, अरल मोटी अब, सािधानीपूिचक जिर्ार करने के पश्चात, जिद्युत मंत्रालय, भारत सरकार, मेससच अयाना ररन्यूएबल पािर फोर प्राइिटे जलजमटेड (एआरपी4पीएल ) को उपरोि ओिरहडे रांसजमिन लाइन को लगाने के जलए िे सभी िजियां जनम्नजलजखत जनबंधनों एि ं ितों के साि प्रदान करता ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा अनुरजित दकये गए टेलीग्राफ लाइन एि ं खम्भे या इस प्रकार की स्ट्िापना और अनरु िण दकये िाने के जलए, टेलीग्राफ प्राजधकरण को प्राप्त ह-ैं i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै ii. आिेदक को प्रस्ट्ताजित लाइन की स्ट्िापना से पूिच संबंजधत प्राजधकरणों अिातच ् स्ट्िानीय जनकायों, रेलिे, राष्ट्रीय रािमागच, राज्य रािमागच आदद की सहमजत प्राप्त करनी होगी। iii. आिेदक को जिद्युत अजधजनयम, 2003 के तहत समुजर्त आयोग के द्वारा तैयार दकए गए रांसजमिन, ओ एडं एम, ओपन एक्सेस आदद के जिजनयमों/संजहताओं का पालन करना होगा। iv. आिेदक केंद्र सरकार के जिद्युत जनरीिक/मख्ु य जिद्युत जनरीिक के अनुमोदन के पश्चात ही लाइन का प्रर्ालन करेगा। v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके तहत बनाए गए जनयमों की अपेिाओं का अनुपालन दकए िाने के अध्यधीन ह।ै vi. मेससच अयाना ररन्यूएबल पािर फोर प्राइिेट जलजमटेड (एआरपी4पीएल ) को जिद्युत जनरीिण के समय जिमानन एिं रिा प्राजधकरणों इत्यादद, से अपेजित अनुमजत को प्राप्त करने के बाद, इसे केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीिण के समय प्रस्ट्तुत करना होगा। vii. यदद उपरोि ओिरहडे लाइनों का माग च (या उपरोि ओिरहडे लाइन के माग च का कुछ भाग) ग्रेट इंजडयन बस्ट्टड च (िीआईबी) िेत्र में आता ह ै तो आिेदक को ग्रेट इंजडयन बस्ट्टडच (िीआईबी) मामले के संबंध में 2019 की याजर्का संख्या 838 पर माननीय उच्चतम न्यायालय के आदिे ों का और माननीय उच्चतम न्यायालय द्वारा गरठत तकनीकी/जििेषज्ञ सजमजत के जनदेिों का पालन करना होगा। [फा.स.ं 25-16/15/2025-पीिी] एम.िी.एन. िरा प्रसाद, अिर सजर्ि (पीिी)[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 MINISTRY OF POWER ORDER New Delhi, the 24th March, 2025 S.O. 1373(E).— Whereas M/s Ayana Renewable Power Four Private Limited (ARP4PL) having its registered address at S-2904, 29th Floor, World Trade Centre, Brigade Gateway Campus, 26/1, Dr. Rajkumar Road Malleswaram Rajajinagar, Bengaluru Urban, Karnataka – 560055, India has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under the transmission scheme “Transmission system for providing connectivity to M/s Ayana Renewable Power Four Private Limited for its 100 MW Hybrid RE Power Project in Kutch, Gujarat”. And whereas, Ministry of Power, Government of India vide its letter No. 25-17/55/2024-PG dated 13.06.2024 and corrigendum dated 17.03.2025 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the transmission scheme “Transmission system for providing connectivity to M/s Ayana Renewable Power Four Private Limited for its 100 MW Hybrid RE Power Project in Kutch, Gujarat”. M/s Ayana Renewable Power Four Private Limited (ARP4PL) had published notice for transmission scheme in local newspapers The Indian Express (in English) dated 08.07.2024, Rajasthan Patrika (in Hindi) dated 08.07.2024, Kutch Mitra (in Gujarati) dated 08.07.2024, Akila (in Gujarati) dated 08.07.2024 and in Weekly Gazette of India dated 27.07.2024 for the general public to make observations/representations on the proposed transmission route within 2 Months from the date of publication. Subsequently, M/s Ayana Renewable Power Four Private Limited (ARP4PL) has submitted an affidavit dated 28.01.2025 declaring that no observation/representation was received within 2 Months from the date of Publication in the official gazette of Government of India and newspaper publications. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric lines under the transmission scheme “Transmission system for providing connectivity to M/s Ayana Renewable Power Four Private Limited for its 100 MW Hybrid RE Power Project in Kutch, Gujarat”. The following overhead line is covered under this scheme: 1. ARP4PL (the Generation Switchyard is situated in Village - Devsar, Taluka- Nakhatrana, District -Kutch, Gujarat) – Bhuj PS 220 kV S/C line (on D/C tower) (The total length of the line is 36.13 km, out of which 4.92 km from ARP4PL generation switchyard would be implemented as S/c line on D/c tower (to be built by ARP4PL) and the remaining portion of the line would be strung on the existing towers of 220 kV line from Renew Wind Energy (AP2) Private Limited – Bhuj PS) The transmission lines covered under the above scheme (portion to be built by ARP4PL) will pass through, over, around and between the following villages, towns and cities of Gujarat: S. Devsar, Lakhiyavira, Devisar, Jinday, Charkhada, Bharpar Nakhatrana Kutchh Gujarat Gada, Gadhputha, Jatavira, Khambhla, Virani Moti, Sukhpar Virani, Mathal, Aral Nani, Aral Moti Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s Ayana Renewable Power Four Private Limited (ARP4PL) for laying above overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] vi. M/s Ayana Renewable Power Four Private Limited (ARP4PL) shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
