एनटीपीसी ररन्यूएबल एनिी जलजमटेड को िामिोधपुर, िामनगर, गुिरात में 500 मगे ािाट पिन ऊिास पररयोिना के जलए
कनेजक्टजिटी" में िाजमल ह।ै
और िबदक, जिद्युत मंत्रालय, भारत सरकार ने अपनी फाइल सख्ं या 25-17/41/2024-पीिी ददनांक 29.04.2024
के माध्यम से जिद्युत अजधजनयम, 2003 की धारा 68(1) के तहत समर्पसत ओिरहडे रांसजमिन लाइन जबछाने के जलए पूि स
अनुमोदन प्रदान दकया िा, जिसे रांसजमिन योिना “िामिोधपुर, िामनगर, गुिरात में 500 मगे ािाट पिन ऊिा स
पररयोिना के जलए मेससस एनटीपीसी ररन्यूएबल एनिी जलजमटेड को कनेजक्टजिटी” म ेंिाजमल दकया गया िा।
मेससस एनटीपीसी ररन्यूएबल एनिी जलजमटेड ने स्ट्िानीय समाचार पत्रों टाइम्पस ऑफ इंजडया (अग्रं ेिी म)ें ददनांक
14.05.2024 और दैजनक भास्ट्कर (हहदं ी में) ददनांक 14.05.2024 और भारत के साप्ताजहक रािपत्र ददनांक 31.08.2024
में रांसजमिन योिना के जलए नोरटस प्रकाजित दकया िा, तादक आम िनता प्रकािन की तारीख से दो महीन े के भीतर

प्रस्ट्ताजित रांसजमिन रूट पर रट्पजणयां/ प्रजतजनजधत्ि कर सके। इसके बाद, मेससस एनटीपीसी ररन्यूएबल एनिी जलजमटेड ने
09.11.2024 को एक हलफनामा प्रस्ट्तुत दकया ह ै जिसमें घोषणा की गई ह ै दक भारत सरकार के आजधकाररक रािपत्र म ें
प्रकािन की तारीख से दो महीने के भीतर कोई रट्पणी/प्रजतजनजधत्ि प्राप्त नहीं हुआ िा।
और अब आिेदक न ेजिद्युत अजधजनयम, 2003 की धारा 164 के अतं गतस , िामिोधपरु , िामनगर, गुिरात म ेंमेससस
एनटीपीसी ररन्यूएबल एनिी जलजमटेड की 500 मगे ािाट पिन ऊिास पररयोिना के जलए कनेजक्टजिटी रांसजमिन योिना
के तहत रांसजमिन लाइन जबछाने के जलए उस े िे सभी िजियां प्रदान करने का अनुरोध दकया है, िो भारतीय टेलीग्राफ
अजधजनयम, 1885, के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा अनरु जित दकये गए टेलीग्राफ लाइन
एिं खम्पभे या इस प्रकार की स्ट्िापना और अनुरिण दकये िान े के जलए, टेलीग्राफ प्राजधकरण को प्राप्त ह।ैं योिना के अतं गतस
जनम्नजलजखत जिरोपरर रांसजमिन लाइनें ह:ैं
गुिरात के िामिोधपरु में 500 मेगािाट पिन ऊिास पररयोिना के जलए कनेजक्टजिटी प्रदान करने हते ु समर्पतस
रांसजमिन लाइन (डीटीएल) :
• पीएसएस-01 से कॉमन पॉइंट तक डी/सी टािर पर 220 केिी एस/सी लाइन
• पीएसएस-02 से कॉमन पॉइंट तक डी/सी टािर पर 220 केिी एस/सी लाइन
• कॉमन पॉइंट से िाम खम्पभजलया पीएस तक डी/सी टािर पर 220 केिी डी/सी लाइन
उपरोि योिना के अतं गतस िाजमल ओिरहडे रांसजमिन लाइन गुिरात के जनम्नजलजखत गांिों, कस्ट्बों और िहरों स े
होकर, उनके ऊपर, चारों ओर और उनके बीच से गुज़रेगी:

द्वारका

भणगोर, धरमपरु , गोिाणा, सनोसरा, टेभडा लालपरु िामनगर
अब, सािधानीपूिसक जिचार करने के बाद,जिद्युत मंत्रालय, भारत सरकार, जिद्युत अजधजनयम, 2003 की धारा 164
के अंतगसत मेससस एनटीपीसी ररन्यूएबल एनिी जलजमटेड को उपयुसि ओिरहडे रांसजमिन लाइन जबछाने के जलए सभी िजिया ं
प्रदान करता ह,ै िो दक भारतीय टेलीग्राफ अजधजनयम, 1885 के अंतगसत टेलीग्राफ प्राजधकरण के पास सरकार द्वारा स्ट्िाजपत
या अनरु जित टेलीग्राफ के प्रयोिनों के जलए टेलीग्राफ लाइनें और पोस्ट्ट लगाने के संबंध म ेंहोती ह।ैं उपयुसि लाइन को स्ट्िाजपत
करने के जलए जनम्नजलजखत जनयमों और ितों के अधीन स्ट्िाजपत या बनाए रखा िाना ह,ै अिातस :
i. अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै
ii. आिेदक को प्रस्ट्ताजित लाइन के जनमासण से पहले संबंजधत प्राजधकरणों अिासत स्ट्िानीय जनकायों, रेलि,े राष्ट्रीय
रािमागों, राज्य रािमागों आदद की सहमजत लेनी होगी।
iii. आिेदक को जिद्युत अजधजनयम, 2003 के अतं गतस बनाए गए पारेषण, ओ एंड एम, जनबासध अजभगम आदद के संबंध
में उपयुि आयोग के जिजनयमों/संजहताओं का पालन करना होगा।
iv. आिेदक केन्रीय सरकार के जिद्युत जनरीिक/मख्ु य जिद्युत जनरीिक के अनुमोदन के बाद लाइन का प्रचालन करेगा।
v. अनुमोदन, आिेदक द्वारा जिद्युत अजधजनयम, 2003 और उसके अंतगसत बनाए गए जनयमों के प्रािधानों की
आिश्यकता के अनपु ालन के अध्यधीन ह।ै[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
vi. एनटीपीसी ररन्यूएबल एनिी जलजमटेड को जिद्युत जनरीिण के समय नागररक जिमानन, रिा आदद िैसे संबंजधत
प्राजधकरणों से अपेजित स्ट्िीकृजतयां प्राप्त करने के बाद केन्रीय जिद्युत प्राजधकरण को प्रस्ट्ततु करनी होगी।
vii. यदद उपरोि ओिरहडे लाइनों (या उपरोि ओिरहडे लाइन के मागस का कुछ जहस्ट्सा) का मागस ग्रेट इंजडयन बस्ट्टडस
(िीआईबी) संभाजित िेत्र (या प्रािजमकता िेत्र) में आता ह,ै तो आिेदक को ग्रेट इंजडयन बस्ट्टडस (िीआईबी) मामल े
के संबंध में 2019 की याजचका संख्या 838 में माननीय सिोच्च न्यायालय के आदेिों का पालन करना होगा, (ग)
इस संबंध में माननीय उच् चतम न्यायालय द्वारा गरठत तकनीकी/जििेषज्ञ सजमजत के जनदिे ों के संबंध में राज्य
सरकारों/संघ राज्य िेत्र प्रिासनों को सूजचत दकया गया ह।ै

ORDER
New Delhi, the 6th January, 2025
S.O. 188(E).—Whereas M/s NTPC Renewable Energy Limited, the applicant with its registered office at
NTPC Bhawan, Scope Complex, Institutional Area, Lodhi Road, New Delhi - 110003, has applied for authorization
under Section 164 of the Electricity Act, 2003 for laying of dedicated overhead transmission line included in the
transmission scheme “Connectivity to M/s NTPC Renewable Energy Limited for its 500 MW Wind Power Project at
Jamjodhpur, Jamnagar, Gujarat”.
And whereas, Ministry of Power, Government of India vide its File No. 25-17/41/2024-PG dated 29.04.2024
had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of dedicated overhead transmission
line included in the transmission scheme “Connectivity to M/s NTPC Renewable Energy Limited for its 500 MW Wind
Power Project at Jamjodhpur, Jamnagar, Gujarat”.
M/s NTPC Renewable Energy Limited had published notice for transmission scheme in local newspapers The
Times of India (in English) dated 14.05.2024 & Dainik Bhaskar (in Hindi) dated 14.05.2024, and in Weekly Gazette of
India dated 31.08.2024 for the general public to make observations/ representations on the proposed transmission route
within two months from the date of publication. Subsequently, M/s NTPC Renewable Energy Limited has submitted an
affidavit dated 09.11.2024 declaring that no observation/ representation was received within two months from the date
of Publication in the official Gazette of Government of India.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established
or maintained for laying of dedicated overhead transmission line for transmission scheme “Connectivity to M/s NTPC
Renewable Energy Limited for its 500 MW Wind Power Project at Jamjodhpur, Jamnagar, Gujarat”. The following
overhead transmission line is covered under this scheme:
Dedicated Transmission Line (DTL) for providing connectivity for its 500 MW Wind Power Project at
Jamjodhpur, Gujarat
• 220 kV S/c Line on D/c tower from PSS-01 to Common point
• 220 kV S/c Line on D/c tower from PSS-02 to Common point
• 220 kV D/c line on D/c tower from Common point to Jam Khambhaliya PS
The overhead transmission line covered under the above scheme will pass through, over, around and between the
following villages, towns and cities of Gujarat:
Villages Tehsil District
Bhathgam, Kolva, Kandorna, Bajana, Ambardi Devalia Khambhalia Devbhoomi Dwarka
Ambardi Bhupat, Ambardi Jam, Bamathya, Gadhakda, Pipar Jamjodhpur Jamnagar
Navi, Ghunda, Kothavirdi, Veraval
Bhangor, Dharampur, Govana, Sanosara, Tebhda Lalpur Jamnagar
Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act,
2003, confers all the powers to M/s NTPC Renewable Energy Limited for laying above overhead transmission line,4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and
posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject
to following terms and conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National
Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/ codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under the Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central
Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the
rules made there under by the applicant.
vi. M/s NTPC Renewable Energy Limited shall have to submit the requisite clearances to Central Electricity
Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of
Electrical Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the
Great Indian Bustard (GIB) potential zone (or priority zone), the applicant has to comply with the orders of the
Hon’ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the
directions of the technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
