CEA-PS- 11-21(25)/1/2018-PSPA-I Division-Part(1)/17 ददनांक 11.01.2023 के द्वारा “रािस्ट्थान के बीकानेर म ें 600 मेगािाट सौर ऊिा च के जलए मसे सच अल्फ सोलर अमरसर प्राइिेट जलजमटेड को कनेजटटजिटी प्रदान करन े के जलए रांसजमिन जसस्ट्टम म ें समर्पचत ओिरहडे रांसजमिन लाइन” के अतं गतच आन े िाली जिरोपरर रांसजमिन लाइन के जलए जिद्युत अजधजनयम की धारा 68(1) के अंतगतच पूिच अनुमोदन प्रदान दकया था। मेससच अल्फ सोलर अमरसर प्राइिेट जलजमटेड ने स्ट्थानीय समार्ार पत्रों, दैजनक भास्ट्कर (लहदं ी में) ददनांक 06.03.2023 और इंजडयन एटसप्रेस (अंग्रेिी में) ददनांक 06.03.2023 और भारत के साप्ताजहक रािपत्र ददनांक 1473 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 08.04.2023 म ें रांसजमिन योिना के जलए प्रस्ट्ताजित रांसजमिन मागच पर प्रकािन की तारीख से दो महीन े के भीतर आम िनता की रटप्पजणयों / अभ्यािेदन की मांग करत े हुए नोरटस प्रकाजित दकया था। इसके पश्चात, मेससच अल्फ सोलर अमरसर प्राइिेट जलजमटेड न े 22.11.2023 ददनांदकत एक हलफनामा प्रस्ट्तुत दकया, जिसमें घोषणा की गई ह ै दक भारत सरकार के आजधकाररक रािपत्र एिं स्ट्थानीय समार्ार पत्रों में प्रकािन की तारीख स े दो महीने के भीतर कोई रटप्पणी / अभ्यािेदन प्राप्त नहीं हुआ था। और अब आिेदक न े जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगचत “रािस्ट्थान के बीकानेर म ें 600 मेगािाट सौर ऊिाच के जलए मेसस च अल्फ सोलर अमरसर प्राइिेट जलजमटेड को कनेजटटजिटी प्रदान करने के जलए रांसजमिन जसस्ट्टम म ें समर्पचत ओिरहडे रांसजमिन लाइन” के तहत रांसजमिन लाइन जबछान े के जलए उस े िे सभी िजियां प्रदान करन े का अनुरोध दकया ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्थाजपत अथिा अनुरजित दकय े गए टेलीग्राफ लाइन एिं खम्भ े या इस प्रकार की स्ट्थापना और अनुरिण दकये िान े के जलए, टेलीग्राफ प्राजधकरण को प्राप्त ह।ैं योिना के अतं गतच जनम्नजलजखत जिरोपरर रांसजमिन लाइन ह:ैं 1. अल्फ सोलर अमरसर प्राइिेट जलजमटेड सौर ऊिाच प्रोिेटट - बीकानेर- II (आई.एस.टी.एस.) पािर स्ट्टेिन 220 केिी डी/सी लाइन की स्ट्थापना उपरोि योिना के अंतगचत जिरोपरर रांसजमिन लाइन रािस्ट्थान प्रदेि के जनमन् ांदकत गााँिों,कस्ट्बों और िहरों स े होकर, उन पर स,े उनके आसपास से और बीर् से होकर गुज़रेगी। क्रम सख्ं या गािं ों के नाम तहसील जज़ला 1. िैमलसर बीकानेर बीकानेर 2. किनी बीकानेर बीकानेर 3. भानीपुरा पूगल बीकानेर अब, सािधानीपूिचक जिर्ार करने के पश्चात, जिद्युत मंत्रालय, भारत सरकार, मेससच अल्फ सोलर अमरसर प्राइिेट जलजमटेड को उपरोि जिरोपरर रांसजमिन लाइन को लगाने के जलए ि े सभी िजियां जनम्नजलजखत जनबंधनों एिं ितों के साथ प्रदान करता ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्थाजपत अथिा अनुरजित दकय े गए टेलीग्राफ लाइन एिं खम्भ े या इस प्रकार की स्ट्थापना और अनरु िण दकय े िाने के जलए, टेलीग्राफ प्राजधकरण को प्राप्त ह:ैं i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै ii. आिेदक को प्रस्ट्ताजित लाइन की स्ट्थापना से पूिच संबंजधत प्राजधकरणों अथातच ् स्ट्थानीय जनकायों, रेलि,े राष्ट्रीय रािमाग,च राज्य रािमागच आदद की सहमजत प्राप्त करनी होगी। iii. आिेदक को जिद्युत अजधजनयम, 2003 के तहत समुजर्त आयोग के द्वारा तैयार दकए गए रांसजमिन, ओ एडं एम, ओपन एटसेस आदद के जिजनयमों/संजहताओं का पालन करना होगा। iv. आिेदक केंद्र सरकार के जिद्युत जनरीिक/मुख्य जिद्युत जनरीिक के अनुमोदन के पश्चात ही लाइन का प्रर्ालन करेगा। v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके तहत बनाए गए जनयमों की अपेिाओं का अनुपालन दकए िाने के अध्यधीन ह।ै vi. मेससच अल्फ सोलर अमरसर प्राइिेट जलजमटेड को जिद्युत जनरीिण के समय जिमानन एिं रिा प्राजधकरणों इत्यादद, से अपेजित अनुमजत को प्राप्त करन े के बाद, इसे केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीिण के समय प्रस्ट्तुत करना होगा।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 vii. यदद उपरोि जिरोपरर लाइनों का मागच (या उपरोि जिरोपरर लाइन के माग च का कुछ भाग) मानजर्त्र में जर्जननत िीआईबी संभाजित िेत्र (या प्राथजमकता िेत्र) म ें आता ह ै िो माननीय सुप्रीम कोटच के िीआईबी (ग्रेट इंजडयन बस्ट्टडच) मामले के संबंध म ें 2019 की याजर्का संख्या 838, आदेि ददनांक 19.04.2021 का जहस्ट्सा ह ै | आिेदक को उपरोि जिरोपरर रांसजमिन लाइन के भूजमगत होन े के संबंध या बडच डायिटचर लगाने के जलये , िैसा भी मामला हो , माननीय उच्चतम न्यायालय के आदिे ददनांक 19.04.2021 के जनदेिों का और माननीय उच्चतम न्यायालय द्वारा गर त तकनीकी सजमजत के जनदेिों का पालन करना ह ै। [फा. स.ं 25-16/7/2024-पीिी] एम.िी.एन. िरा प्रसाद, अिर सजर्ि (पीिी) MINISTRY OF POWER ORDER New Delhi, the 1st March, 2024 S.O. 1008(E).—Whereas M/s ALF Solar Amarsar Private Limited, the applicant with its registered office at 16th Floor, Building No. 5, Block-C, Cyber City, Phase III, Gurugram – 122002, Haryana, India, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under “Dedicated overhead transmission line included in the Transmission System for providing connectivity to M/s ALF Solar Amarsar Private Limited (ASAPL) for its 600 MW Solar Power in Bikaner, Rajasthan”. And whereas, Central Electricity Authority (CEA), Ministry of Power, Government of India vide its letter CEA-PS-11-21(25)/1/2018-PSPA-I Division-Part(1)/17 dated 11.01.2023 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead transmission line covered under “Dedicated overhead transmission line included in the Transmission System for providing connectivity to M/s ALF Solar Amarsar Private Limited (ASAPL) for its 600 MW Solar Power in Bikaner, Rajasthan”. M/s ALF Solar Amarsar Private Limited had published notice for transmission scheme in local newspapers Dainik Bhaskar (in Hindi) dated 06.03.2023 and The Indian Express (in English) dated 06.03.2023 and in Weekly Gazette of India dated 08.04.2023 for the general public to make observations/representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s ALF Solar Amarsar Private Limited has submitted an affidavit dated 22.11.2023 declaring that no observation/representation was received within two months from the date of publication in the official Gazette of Government of India. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of transmission line under “Dedicated overhead transmission line included in the Transmission System for providing connectivity to M/s ALF Solar Amarsar Private Limited (ASAPL) for its 600 MW Solar Power in Bikaner, Rajasthan”. The following overhead transmission line is covered under this scheme: 1. ALF Solar Amarsar Private Limited Solar Power Project - Bikaner-II (ISTS) PS 220 kV D/C transmission line. The transmission line covered under the above scheme will pass through, over, around and between the following Villages, Towns and Cities in the state of Rajasthan: Sl. Bhanipura Pugal Bikaner Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s ALF Solar Amarsar Private Limited for laying above overhead transmission line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s ALF Solar Amarsar Private Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line ) falls in the GIB potential zone (or priority zone) marked in the map which is part of the order of the Hon’ble Supreme Court order dated 19.04.2021, in the petition No.838 of 2019 regarding GIB (Great Indian Bustard) case, the applicant has to comply with the directions of the Hon’ble Supreme Court, with regard to undergrounding of the above overhead transmission line and/or fixing of bird diverters, as the case may be as per the Hon’ble Supreme Court Order dated 19.04.2021 and the directions of the technical committee constituted by the Hon’ble Supreme Court in this regard.
