रासं जमिन जसस्ट्टम” म ें िाजमल ओिरहडे रांसजमिन लाइन की सिापना के तहत ओिरहडे रांसजमिन लाइन जबछान े के
जलए जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत प्राजधकृत करन े हते ु आिेदन दकया ह।ै
और िबदक, जिद्युत् मंत्रालय, भारत सरकार ने अपन े पत्र सं. 25-17/40/2023-PG ददनांदकत 09.11.2023 के
द्वारा “जिला बीकानरे , रािस्ट्िान म ें एनएचपीसी जलजमटेड के 300 मगे ािाट के सौर ऊिा ससयं त्रं के जलए मसे स स एनएचपीसी
जलजमटेड को कनजे क्टजिटी प्रदान करन े के जलए रासं जमिन जसस्ट्टम” के अंतगसत आन े िाली ओिरहडे रांसजमिन लाइन के
जलए जिद्युत अजधजनयम की धारा 68(1) के अंतगसत पूिस अनुमोदन प्रदान दकया िा।
मेससस एनएचपीसी जलजमटेड न े स्ट्िानीय समाचार पत्रों द इंजडयन एक्सप्रेस (अग्रं ेिी म)ें ददनांक 22.11.2023,
दैजनक भास्ट्कर (हहदं ी में) ददनाकं 24.11.2023, राष्ट्रदतू (हहदं ी में) ददनांक 22.11.2023 और भारत के साप्ताजहक रािपत्र
ददनांक 23.12.2023 में रांसजमिन योिना के जलए प्रस्ट्ताजित रांसजमिन मागस पर प्रकािन की तारीख से 2 महीन े के

भीतर आम िनता की रटप्पजणयों / अभ्यािेदन की मांग करते हुए नोरटस प्रकाजित दकया िा । इसके पश्चात, मेससस
एनएचपीसी जलजमटेड न े 10.06.2024 ददनांदकत एक हलफनामा प्रस्ट्तुत दकया, जिसमें घोषणा की गई ह ै दक भारत
सरकार के आजधकाररक रािपत्र एिं स्ट्िानीय समाचार पत्रों में प्रकािन की तारीख से 2 महीने के भीतर कोई रटप्पणी /
अभ्यािेदन प्राप्त नहीं हुआ िा।
और अब आिेदक न े जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत “जिला बीकानरे , रािस्ट्िान म ें
एनएचपीसी जलजमटेड के 300 मगे ािाट के सौर ऊिा स सयं त्रं के जलए मसे स स एनएचपीसी जलजमटेड को कनजे क्टजिटी प्रदान
करन े के जलए रासं जमिन जसस्ट्टम” के तहत रांसजमिन लाइन जबछाने के जलए उसे िे सभी िजियां प्रदान करने का अनुरोध
दकया ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा
अनुरजित दकये गए टेलीग्राफ लाइन एिं खम्भे या इस प्रकार की स्ट्िापना और अनरु िण दकये िाने के जलए, टेलीग्राफ
प्राजधकरण को प्राप्त ह।ैं योिना के अंतगसत जनम्नजलजखत ओिरहडे रांसजमिन लाइन ह:ैं
एनएचपीसी जलजमटेड सौर ऊिा सपररयोिना – बीकानरे -II पीएस 220 केिी एस/सी लाइन डी/सी टॉिर पर।
(रुट की लंबाई लगभग 24 दकमी, जिसमें से लगभग 21-22 दकमी लाइन डी/सी टािर पर एस/सी लाइन के रूप
में लाग ू की िाएगी और बीकानेर-II पीएस छोर से िेष 2-3 दकमी लाइन एम/सी टािरों पर एस/सी लाइन के रूप में लाग ू
की िाएगी)
उपरोि योिना के अतं गतस ओिरहडे रांसजमिन लाइन रािस्ट्िान राज्य के जनम्न ांदकत गााँिों, कस्ट्बों और िहरों स े
होकर, उन पर से, उनके आसपास से और बीच से होकर गुज़रेगी।

अब, सािधानीपूिसक जिचार करन े के पश्चात, जिद्युत मंत्रालय, भारत सरकार, मेससस एनएचपीसी जलजमटेड को उपरोि
ओिरहडे रांसजमिन लाइन को लगाने के जलए िे सभी िजियां जनम्नजलजखत जनबंधनों एिं ितों के साि प्रदान करता है, िो
भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा अनरु जित दकय े
गए टेलीग्राफ लाइन एि ं खम्भे या इस प्रकार की स्ट्िापना और अनरु िण दकये िान े के जलए, टेलीग्राफ प्राजधकरण को
प्राप्त ह।ैं
i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै
ii. आिेदक को प्रस्ट्ताजित लाइन की स्ट्िापना से पूिस संबंजधत प्राजधकरणों अिासत् स्ट्िानीय जनकायों, रेलिे, राष्ट्रीय
रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी।
iii. आिेदक को जिद्युत अजधजनयम, 2003 के तहत समुजचत आयोग के द्वारा तैयार दकए गए रांसजमिन, ओ एंड एम,
ओपन एक्सेस आदद के जिजनयमों/संजहताओं का पालन करना होगा।
iv. आिेदक केंद्र सरकार के जिद्युत जनरीिक/मुख्य जिद्युत जनरीिक के अनुमोदन के पश्चात ही लाइन का प्रचालन
करेगा।
v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके तहत बनाए गए जनयमों की
अपेिाओं का अनुपालन दकए िाने के अध्यधीन ह।ै
vi. मेसस स एनएचपीसी जलजमटेड को जिद्युत जनरीिण के समय जिमानन एिं रिा प्राजधकरणों इत्यादद, से अपेजित
अनुमजत को प्राप्त करने के बाद, इसे केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीिण के समय प्रस्ट्तुत करना होगा।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
vii. यदद उपरोि ओिरहडे लाइन का मागस (या उपरोि ओिरहडे लाइन के माग सका कुछ भाग) ग्रटे इंजडयन बस्ट्टड स
(िीआईबी) संभाजित िेत्र (या प्रािजमकता िेत्र) में आता ह ैतो आिेदक को ग्रेट इंजडयन बस्ट्टड स(िीआईबी) मामल े
के संबंध में 2019 की याजचका संख्या 838 पर माननीय उच्चतम न्यायालय के आदेिों का और माननीय उच्चतम
न्यायालय द्वारा गरित तकनीकी/जििेषज्ञ सजमजत के जनदेिों का पालन करना होगा।

ORDER
New Delhi, the 1st July, 2024
S.O. 2525(E).—Whereas M/s NHPC Limited, the applicant, with its registered office at NHPC Office
Complex, Sector-33, Faridabad-121003, Haryana, India, has applied for authorization under Section 164 of the
Electricity Act, 2003 for laying of overhead transmission line under the transmission scheme “Transmission system
for providing connectivity to M/s NHPC Limited for its 300 MW Solar Power Plant in Bikaner District,
Rajasthan”.
And whereas, Ministry of Power, Government of India vide its letter 25-17/40/2023-PG dated 09.11.2023
had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the
transmission scheme “Transmission system for providing connectivity to M/s NHPC Limited for its 300 MW
Solar Power Plant in Bikaner District, Rajasthan”.
M/s NHPC Limited had published notice for transmission scheme in local newspapers: The Indian Express (in
English) dated 22.11.2023, Dainik Bhaskar (in Hindi) dated 24.11.2023, Rashtradoot (in Hindi) dated 22.11.2023 and
in Weekly Gazette of India dated 23.12.2023 for the general public to make observations/representations on the
proposed transmission route within 2 Months from the date of publication. Subsequently, M/s NHPC Limited has
submitted an affidavit dated 10.06.2024 declaring that no observation/representation was received within 2 Months
from the date of publication in the official Gazette of Government of India and newspaper publications.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so
established or maintained for laying of electric line under the transmission scheme “Transmission system for
providing connectivity to M/s NHPC Limited for its 300 MW Solar Power Plant in Bikaner District,
Rajasthan”. The following overhead line is covered under this scheme:
NHPC Limited Solar Power Project – Bikaner-II PS 220 kV S/c line on D/c tower
(Route Length is approximately 24 km, out of which approximately 21-22 km line will be implemented as
S/c line on D/c tower and balance 2-3 km line from Bikaner-II PS end will be implemented as S/c line on M/c towers)
The transmission line covered under the above scheme will pass through, over, around and between the
following villages, towns and cities of Rajasthan:
Name of Villages Taluka District
Karnisar, Barjoo, Barala, Deensar, Banderewala, Bhanipura Pugal Bikaner
Mehrasar, Kawni, Sharah Jatan, Jaimalsar, Sarah Borla Bikaner Bikaner
Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the
Electricity Act, 2003, confers all the powers to M/s NHPC Limited for laying above overhead line, which telegraph
authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the
purposes of a telegraph established or maintained, by Government or to be established or maintained subject to
following terms and conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways,
National Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of
Central Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and
the rules made there under by the applicant.
vi. M/s NHPC Limited shall have to submit the requisite clearances to Central Electricity Authority after
obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical
Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the
Great Indian Bustard (GIB) potential zone (or priority zone), the applicant has to comply with the orders of
the Hon’ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and
the directions of the technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
