CEA-PS-11-23(20)/1/2018- PSPA- I Division-I/19219/2021 ददनांदकत 10.12.2021 के द्वारा “बीड, महाराष्ट्र म ें ररन्यू सोलर पािर प्राईिेट जलजमटेड की 300 मेगािाट पिन जिघुत उत्पादन पररयोिना को कनेजटटजिटी प्रदान करने के जलए रांसजमिन जसस्ट्टम” के अंतगतच आन े िाली ओिरहडे रांसजमिन लाइन के जलए जिद्युत अजधजनयम की धारा 68(1) के अंतगतच पूि चअनुमोदन प्रदान दकया िा। मेससच ररनय् ू सोलर पािर प्राईिेट जलजमटेड न े स्ट्िानीय समार्ार पत्रों िीकेंड जबिनेस स्ट्टैंडड च (अंग्रेिी में) ददनांक 27.08.2022, दैजनक भास्ट्कर (हहदं ी में) ददनांक 25.08.2022, दैजनक एकमत (मराठी में) ददनांक 25.08.2022, दैजनक संघर्च (मराठी म)ें ददनांक 07.09.2022 और भारत के साप्ताजहक रािपत्र ददनांक 22.10.2022 म ें रांसजमिन योिना के 1474 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] जलए प्रस्ट्ताजित रांसजमिन मागच पर प्रकािन की तारीख से दो महीने के भीतर आम िनता की रटप्पजणयों / अभ्यािेदन की मांग करत े हुए नोरटस प्रकाजित दकया िा । इसके पश्चात, मेससच ररनय् ू सोलर पािर प्राईिटे जलजमटेड न े 04.09.2023 ददनांदकत एक हलफनामा प्रस्ट्ततु दकया, जिसमें घोर्णा की गई ह ै दक भारत सरकार के आजधकाररक रािपत्र एिं स्ट्िानीय समार्ार पत्रों में प्रकािन की तारीख से दो महीन े के भीतर कोई रटप्पणी / अभ्यािेदन प्राप्त नहीं हुआ िा। और अब आिेदक न े जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगचत “बीड, महाराष्ट्र म ें ररनय् ू सोलर पािर प्राईिेट जलजमटेड की 300 मेगािाट पिन जिघुत उतप् ादन पररयोिना को कनेजटटजिटी प्रदान करन े के जलए रांसजमिन जसस्ट्टम” के तहत रांसजमिन लाइन जबछाने के जलए उसे िे सभी िजियां प्रदान करन े का अनुरोध दकया ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा अनुरजित दकये गए टेलीग्राफ लाइन एिं खम्भे या इस प्रकार की स्ट्िापना और अनुरिण दकये िाने के जलए, टेलीग्राफ प्राजधकरण को प्राप्त ह।ैं योिना के अंतगचत जनम्नजलजखत ओिरहडे रांसजमिन लाइन ह:ैं o ररन्यू सोलर पािर प्राईिेट जलजमटेड (घाटनांदरू गााँि, भूम तालुक, उस्ट्मानाबाद जिला म ें जस्ट्ित हिंड फामच पूहलगं स्ट्टेिन) स े कल्लाम पीएस (आईएसटीएस सब-स्ट्टेिन) 220 केिी एस/सी लाइन। उपरोि योिना के अतं गतच ओिरहडे रांसजमिन लाइन महाराष्ट्र राज्य के जनम्नांदकत गााँिों, कस्ट्बों और िहरों से होकर, उन पर स,े उनके आसपास से और बीर् से होकर गुज़रेगी। गॉिों के नाम तालकु जिला घाटनांदरू , घाट नंदरू , इरार्ीिाडी, मात्रेिाडी, बागािाडी, िरार्ीिाडी, िडार्ीिाडी, नागार्ीिाडी, ईट, र्ांदिड, भिानिाडी, डुक्करिाडी, दकु रिाडी, अंिनसोंडो, अंिनसोंडा, डोकेिाडी, डुकिाडी, जगरिली, सोन्नेिाडी, सोनेिाडी, बांगरिाडी भूम उस्ट्मानाबाद घाटहपंप्री, यििंडी, सरमकुंडी, इिोरा, सेलगांि, दहीफल, सेंडी, हपंपलगांि कमलेश्वरी, तांदलू िाडी, इरार्ीिाडी, मालदारपरू ी, ििलका, लाखनगांि, पारा, हपंपलिाडी, कािडेिाडी, सारोला िािी, सोनेगांि, डोंगरिाडी, सारोला-मांडिा, सेल,ू हपंपलगांि िािी उस्ट्मानाबाद हलंगी, हलंगिाडी, हपंपलगांि कोठला जपटटीघाट, जपजि घाट, रािेगांि, दहीटणा केि बीड भोगिी, बहुला, आढाला, बोरगांि बुिुग,च आडसुलिाडी, पािडी, आिडी, गंभीरिाडी, ईटकुर कलांब उस्ट्मानाबाद अब, सािधानीपूिचक जिर्ार करने के पश्चात, जिद्युत मंत्रालय, भारत सरकार, मेससच ररन्यू सोलर पािर प्राईिेट जलजमटेड को उपरोि ओिरहडे रांसजमिन लाइन को लगान े के जलए िे सभी िजिया ं जनम्नजलजखत जनबंधनों एि ं ितों के साि प्रदान करता ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा अनुरजित दकये गए टेलीग्राफ लाइन एिं खम्भे या इस प्रकार की स्ट्िापना और अनरु िण दकये िाने के जलए, टेलीग्राफ प्राजधकरण को प्राप्त ह-ैं i. यह अनुमोदन 25 िर्ों के जलए प्रदान दकया िाता ह।ै ii. आिेदक को प्रस्ट्ताजित लाइन की स्ट्िापना स े पूि च संबंजधत प्राजधकरणों अिाचत ् स्ट्िानीय जनकायों, रेलि,े राष्ट्रीय रािमाग,च राज्य रािमागच आदद की सहमजत प्राप्त करनी होगी।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 iii. आिेदक को जिद्युत अजधजनयम, 2003 के तहत समुजर्त आयोग के द्वारा तैयार दकए गए रांसजमिन, ओ एडं एम, ओपन एटसेस आदद के जिजनयमों/संजहताओं का पालन करना होगा। iv. आिेदक केंद्र सरकार के जिद्युत जनरीिक/मुख्य जिद्युत जनरीिक के अनुमोदन के पश्चात ही लाइन का प्रर्ालन करेगा। v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके तहत बनाए गए जनयमों की अपेिाओं का अनुपालन दकए िाने के अध्यधीन ह।ै vi. मेससच ररन्यू सोलर पािर प्राईिेट जलजमटेड को जिद्युत जनरीिण के समय जिमानन एिं रिा प्राजधकरणों इत्यादद, से अपेजित अनुमजत को प्राप्त करने के बाद, इसे केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीिण के समय प्रस्ट्ततु करना होगा। vii. यदद उपरोि ओिरहडे लाइनों का मागच (या उपरोि ओिरहडे लाइन के मागच का कुछ भाग) मानजर्त्र म ें जर्जननत िीआईबी संभाजित ित्रे (या प्रािजमकता ित्रे ) में आता ह ै िो माननीय सुप्रीम कोट च के िीआईबी मामले के संबंध म ें 2019 की याजर्का संख्या 838, आदेि ददनांक 19.04.2021 का जहस्ट्सा ह ै | आिेदक को उपरोि ओिरहडे रांसजमिन के भूजमगत होन े के संबंध या बडच डायिटचर लगान े के जलये , िैसा भी मामला हो , माननीय उच्चतम न्यायालय के आदिे ददनांक 19.04.2021 के जनदेिों का और माननीय उच्चतम न्यायालय द्वारा गरठत तकनीकी सजमजत के जनदेिों का पालन करना ह ै। [फा. स.ं 25-16/8/2024-पीिी] एम.िी.एन. िरा प्रसाद, अिर सजर्ि (पीिी) MINISTRY OF POWER ORDER New Delhi, the 4th March, 2024 S.O. 1009(E).— Whereas M/s Renew Solar Power Private Limited, the applicant, with its registered office at 138, Ansal Chambers- II, Bhikaji Cama Place, New Delhi -110066, India, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under “Transmission System for providing connectivity to M/s Renew Solar Power Private Limited (RSPPL) for its 300 MW Wind Power Project in Beed, Maharashtra”. And whereas, Central Electricity Authority, Government of India vide its letter CEA-PS-11-23(20)/1/2018- PSPA-I Division-I/19219/2021 dated 10.12.2021 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the transmission scheme “Transmission System for providing connectivity to M/s Renew Solar Power Private Limited (RSPPL) for its 300 MW Wind Power Project in Beed, Maharashtra”. M/s Renew Solar Power Private Limited had published notice for transmission scheme in local newspapers Weekend Business Standard (in English) dated 27.08.2022, Dainik Bhaskar (in Hindi) dated 25.08.2022, Dainik Ekmat (in Marathi) dated 25.08.2022, Dainik Sangharsh (in Marathi) dated 07.09.2022 and in Weekly Gazette of India dated 22.10.2022 for the general public to make observations/representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s Renew Solar Power Private Limited has submitted an affidavit dated 04.09.2023 declaring that no observation/representation was received within two months from the date of publication in the official gazette of Government of India and newspaper publication. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric line under the transmission scheme “Transmission System for providing connectivity to M/s Renew Solar Power Private Limited (RSPPL) for its 300 MW Wind Power Project in Beed, Maharashtra”. The following overhead line is covered under this scheme: 1. RSPPL (wind farm pooling station located in Village: Ghatnandur, Taluk: Bhoom, District: Osmanabad) – Kallam PS (ISTS sub-station) 220 kV S/c line.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] The transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Maharashtra: Name of Villages Taluka District Ghat Nandur, Ghatnandur, Irachiwadi, Matrewadi, Bagawadi, Varachiwadi, Vadachiwadi, Nagachiwadi, Int, Chandwad, Bhavanwadi, Dukarwadi, Bhoom Osmanabad Dukkarwadi, Anjansondo, Anjansonda, Dukewadi, Dokewadi, Girwali, Sonewadi, Sonnewadi, Bangarwadi Ghatpimpri, Yeswandi, Saramkundi, Ijora, Selgaon, Dahiphal, Sendi, Pimpalgaon Kamleshwari, Tandulwadi, Irachiwadi, Maldarpuri, Jawalka, Lakhangaon, Para, Pimpalwadi, Kavdewadi, Sarola wasi, Sonegaon, Dongarwadi, Sarola Mandwa, Selu, Pimpalgaon Lingi, Lingwadi, Pimpalgaon Washi Osmanabad Kothala Pithi Ghat, Pittighat, Rajegaon, Dahitna Kaij Beed Bhogji, Bahula, Adhla, Borgaon Buzurg, Adsulwadi, Pathardi, Athardi, Kalamb Osmanabad Gambhirwadi, Itkur Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s Renew Solar Power Private Limited for laying above overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Renew Solar Power Private Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Great Indian Bustard (GIB) potential area (or priority area) marked in the map which is part of the order of the Hon’ble Supreme Court order dated 19.04.2021, in the petition No.838 of 2019 regarding GIB case, the applicant has to comply with the directions of the Hon’ble Supreme Court, with regard to undergrounding of the above overhead transmission line and/or fixing of bird diverters, as the case may be as per the Hon’ble Supreme Court Order dated 19.04.2021 and the directions of the technical committee constituted by the Hon’ble Supreme Court in this regard.
