टेलीग्राफ लाइन्स के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत टेलीग्राफ लाइन्स और खंबों या उनके रख-रखाि के जलए भारतीय
टेलीग्राफ अजधजनयम 1885 के अंतगतस टेजलग्राफ प्राजधकरण के पास ह।ै इस स्ट्कीम के अंतगसत जनम्नजलजखत ओिरहडे लाइन्स

अंतगतस मेससस एनटीपीसी निीकरणीय ऊिास जलजमटेड को उपरोि ओिरहडे रांसजमिन लाइन को लगान े के जलए िे सभी
िजियां जनम्नजलजखत जनबंधनों एि ं ितों के साि प्रदान करता ह,ै िो दक टेलीग्राफ प्राजधकरण को भारतीय टेलीग्राफ
अजधजनयम, 1885 के तहत सरकार द्वारा स्ट्िाजपत या अनुरजित या स्ट्िाजपत या अनुरजित दकए िाने िाले टेलीग्राफ के
प्रयोिनों के जलए टेलीग्राफ लाइनों और पोस्ट्टों को लगान ेके संबंध म ेंह,ै िो उपयुसि लाइन लगाने के जलए जनम्नजलजखत जनयमों
और ितों के अधीन ह,ै अिासत:
i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै
ii. आिेदक को प्रस्ट्ताजित लाइनों की स्ट्िापना स े पूिस संबंजधत प्राजधकाररयों अिासत ् स्ट्िानीय जनकायों, रेलि,े राष्ट्रीय
रािमाग,स राज्य रािमाग स आदद की सहमजत प्राप्त करनी होगी।
iii. आिेदक को जिद्युत अजधजनयम, 2003 के अंतगसत समुजचत आयोग के द्वारा तैयार दकए गए पारेषण,
ओ एंड एम, ओपन एक्सेस आदद के जिजनयमों/संजहताओं का पालन करना होगा।
iv. आिेदक केंद्र सरकार के जिद्युत जनरीिक/ मुख्य जिद्युत जनरीिक के अनुमोदन के पश्चात ही लाइनों का प्रचालन
करेगा।
v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके अंतगसत बनाए गए जनयमों की
अपेिाओं का अनुपालन दकए िाने के अध्यधीन ह।ै
vi. मेससस एनटीपीसी निीकरणीय ऊिास जलजमटेड को जिद्युत जनरीिण के समय जिमानन एि ंरिा प्राजधकरणों इत्यादद,
स ेअपेजित अनुमजत को प्राप्त करन ेके बाद, इसे केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीिण के समय प्रस्ट्तुत करना
होगा।
vii. अगर उपरोि ओिरहडे लाइनों का माग स (या उपरोि ओिरहडे लाइन के मागस का कुछ जहस्ट्सा) ग्रेट इंजडयन बस्ट्टड स
(िीआईबी) ित्रे म ें आता ह,ै तो आिेदक को ग्रेट इंजडयन बस्ट्टडस (िीआईबी) के मामले म ें याजचका स.ं 2019 के न.ं[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3

New Delhi, the 29th April, 2025
S.O. 2014(E).— Whereas M/s NTPC Renewable Energy Limited, the applicant with its registered office
at NTPC REL, E3, Ecotech-II, Udyog Vihar, Greater Noida, Uttar Pradesh-201306 has applied for authorization under
Section 164 of the Electricity Act, 2003 to NTPC REL for laying of 400 kV S/C Overhead Line from PSS2 to KPS2 for
its 1555 MW Solar Power Project at Khavda RE Park, Gujarat.
And whereas, Ministry of Power, Government of India vide its File No.25-17/18/2023-PG dated 11.09.2023
had granted prior approval under section 68(1) of the Electricity Act, 2003 to NTPC REL for laying of 400 kV S/C
Overhead Line from PSS2 to KPS2 for its 1555 MW Solar Power Project at Khavda RE Park, Gujarat.
M/s NTPC Renewable Energy Limited had published notice for transmission scheme in local newspapers
Times of India (in English) dated 23-11-2024 & Garvi Gujarat (in Hindi) dated 22-11-2024, and in Weekly Gazette of
India dated 14.12.2024 for the general public to make observations/ representations on the proposed transmission route
within two months from the date of publication. Subsequently, M/s NTPC Renewable Energy Limited has submitted an
affidavit dated 01.04.2025 declaring that no observation/ representation was received within two months from the date
of Publication in the official Gazette of Government of India.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established
or maintained for laying of overhead transmission line for M/s NTPC Renewable Energy Limited. The following
overhead transmission line is covered under this scheme:
1. NTPC REL Pooling Station 2 - KPS2 400 kV S/C line (on D/C tower)
The overhead transmission line covered under the above scheme will pass through, over, around and between the
following villages, towns and cities of Gujarat:

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act,
2003, confers all the powers to M/s NTPC Renewable Energy Limited for laying above overhead transmission line,
which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and
posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject
to following terms and conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National

iii. The Applicant shall have to follow regulations/ codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under the Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central
Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the
rules made there under by the applicant.
vi. M/s NTPC Renewable Energy Limited shall have to submit the requisite clearances to Central Electricity
Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of
Electrical Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the
Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court in
the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the
technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
