था, जिसम ेंघोषणा की गई ह ैदक समािार पत्र/भारत सरकार के आजधकाररक रािपत्र म ेंप्रकािन की तारीख स ेदो महीन े के
भीतर कोई रटप्पणी/अभ्यािेदन प्राप्त नहीं हुई ह।ै
और अब आिेदक न ेजिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत “िम्मू ि कश्मीर (यूटी) के दकश्तिाड़ जिल े
म ें 624 मगे ािाट की दकरू हाइड्रो इलेजक्टरक पररयोिना के जलए कनेजक्टटजिटी प्रदान करन े के जलए रांसजमिन प्रणाली”
रांसजमिन योिना के तहत जिद्युत लाइन जबछान ेके जलए उस ेिे सभी िजिया ंप्रदान करन ेका अनुरोध दकया ह,ै िो भारतीय
टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्थाजपत या अनुरजित दकए गए टेलीग्राफ
लाइन एि ं खंभे या इस प्रकार की स्ट्थापना और अनरु िण दकए िाने हते ु, टेलीग्राफ प्राजधकरण को प्राप्त ह।ैं इस योिना के
अंतगतस जनम्नजलजखत ओिरहडे लाइनें िाजमल ह:ैं
1. दकरु िल जिद्युत पररयोिना-पकल दलु िनरेिन जस्ट्िियाड स 400 केिी डी/सी (ररपल एिटीएलएस)।
2. दकरु िल जिद्युत पररयोिना-पकल दलु 400 केिी डी/सी (ररपल एिटीएलएस) के एक सर्कसट को पकल दलु म ें
बाईपास करना और इस े पकल दलु - दकश्तिाड़ 400 केिी डी/सी लाइन (ररपल एिटीएलएस) के एक सर्कसट से
िोड़ना, इस प्रकार 400 केिी दकश्तिाड़-दकरु िल जिद्युत पररयोिना (ररपल एिटीएलएस) सीधी लाइन (एक
सर्कसट) बनाना।
उपरोि योिना के अंतगसत किर की गई रांसजमिन लाइन ें िम्म ू और कश्मीर केंद्र िाजसत प्रदेि के जनम्नजलजखत
गांिों, कस्ट्बों और िहरों स े होकर, ऊपर, आसपास और बीि स ेगुिरेंगी:

164 के अंतगसत मेससस जिनाब िैली पॉिर प्रोिेक्ट्स जलजमटेड को उपरोि ओिरहडे लाइन जबछाने के जलए ि े सभी िजिया ं
जनम्नजलजखत जनबंधन और ितों के साथ प्रदान करता ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के
प्रयोिन के जलए सरकार द्वारा स्ट्थाजपत अथिा अनुरजित दकए गए टेलीग्राफ लाइन एि ंखंभों या इस प्रकार की स्ट्थापना और
अनुरिण दकए िाने हते ु टेलीग्राफ प्राजधकरण को प्राप्त ह:ैं[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै
ii. आिेदक को प्रस्ट्ताजित लाइन की स्ट्थापना स े पूिस संबंजधत प्राजधकाररयों अथासत ् स्ट्थानीय जनकायों, रेलिे, राष्ट्रीय
रािमागस, राज्य रािमागस आदद की सहमजत लेनी होगी।
iii. आिेदक को जिद्युत अजधजनयम, 2003 के तहत समुजित आयोग के द्वारा तैयार दकए गए पारेषण, ओ एंड एम, ओपन
एक्टसेस आदद के जिजनयमों/संजहताओं का पालन करना होगा।
iv. आिेदक केंद्र सरकार के जिद्युत जनरीिक/मुख्य जिद्युत जनरीिक के अनुमोदन के पश्चात ही लाइन का संिालन करेगा।
v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके तहत बनाए गए जनयमों की अपेिाओं
का अनुपालन दकए िाने के अध्यधीन ह।ै
vi. मेसस स जिनाब िैली पॉिर प्रोिक्टे ्स जलजमटेड को जिद्युत जनरीिण के समय जिमानन एि ंरिा प्राजधकरणों इत्यादद,
स ेअपेजित अनुमजत को प्राप्त करने के बाद, इस ेकेंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीिण के समय प्रस्ट्तुत करना
होगा।
vii. यदद उपरोि, ओिरहडे लाइनों का माग स (या उपरोि ओिरहडे लाइन के माग स का कुछ जहस्ट्सा) ग्रेट इंजडयन बस्ट्टड स
(िीआईबी) ित्रे म ें आता ह,ै तो आिेदक को ग्रेट इंजडयन बस्ट्टड स (िीआईबी) मामल े के संबंध म ें 2019 की याजिका
संख्या 838 पर माननीय उच्चतम न्यायालय के आदिे ों का और माननीय उच्चतम न्यायालय द्वारा गरित
तकनीकी/जििेषज्ञ सजमजत के जनदेिों का पालन करना होगा।

New Delhi, the 21st April, 2025
S.O. 1862(E).— Whereas M/s Chenab Valley Power Projects Limited (CVPPL) (formerly Chenab Valley
Power Projects Private Limited), the applicant with its Registered Office at Chenab Jal Shakti Bhavan, Opposite
Saraswati Dham, Rail Head Complex, Jammu-180012, J&K, India, has applied for authorization under Section 164 of
the Electricity Act, 2003 for laying of overhead transmission line under the transmission scheme “connectivity to M/s
Chenab Valley Power Projects Limited for its 624 MW Kiru Hydro Electric Project in Kishtwar District of J&K (UT)”.
And whereas, Ministry of Power, Government of India vide its letter no. 25-17/85/2024-PG dated 04.09.2024 had
granted prior approval under section 68(1) of the Electricity Act, 2003 to M/s Chenab Valley Power Projects Limited
for the overhead line covered under the transmission scheme “connectivity to M/s Chenab Valley Power Projects
Limited for its 624 MW Kiru Hydro Electric Project in Kishtwar District of J&K (UT)”.
M/s Chenab Valley Power Projects Limited has published notice for transmission scheme in local newspapers
Amar Ujala (Hindi) dated 14.11.2024, Dainik Jagran (Hindi) dated 14.11.2024, Daily Excelsior (English) dated
14.11.2024, State Times (English) dated 14.11.2024, Kashmir Uzma (Urdu) dated 14.11.2024, Udaan (Urdu) dated
14.11.2024 and in Weekly Gazette of India dated 30.11.2024 for the public to make observations/representations on the
proposed transmission route within two months from the date of publication. Subsequently, M/s Chenab Valley Power
Projects Limited has submitted an affidavit dated 19.03.2025 declaring that no objection, observation/representation
was received within two months from the date of publication in the official gazette of Government of India.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act,
2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph
lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or
maintained for laying of electric lines under the transmission scheme “connectivity to M/s Chenab Valley Power Projects
Limited for its 624 MW Kiru Hydro Electric Project in Kishtwar District of J&K (UT)”. The following overhead line is
covered under this transmission scheme:
1. Kiru HEP - Pakaldul generation switchyard 400 kV D/c line (Triple HTLS)
2. Bypassing of one circuit of Kiru - Pakaldul 400 kV D/c line (Triple HTLS) at Pakaldul and connecting it with
one of the circuit of Pakaldul - Kishtwar 400 kV D/c line (Triple HTLS), thus forming 400 kV Kishtwar -
Kiru (Triple HTLS) direct line (one ckt)
The transmission line covered under the above scheme will pass through, over, around and between the following
villages, towns and cities of UT of Jammu and Kashmir:
Villages Tehsil District
Kowar, Tamruche, Dul (Dool), Kwartanji Kishtwar Kishtwar
Salamhittu, Pathar Nikki, Kuru (Kiru), Losna, Galhar, Chingana (Chingnana), Nagseni
Thandar, Amardana, Prachchhi, Chandna, Bhagna, Badd, Baryarna (Padhyarna),
Ohali, Chirale, Rashgwar, Darla, Bhatan, Nus, Kwar, Dachhla (Dichla), Galhar Bhata,
Dharbi
Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity
Act, 2003, confers all the powers to M/s Chenab Valley Power Projects Limited for laying above overhead line, which
telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts
for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to
following terms and conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National
Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central
Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the
rules made there under by the applicant.
vi. M/s Chenab Valley Power Projects Limited shall have to submit the requisite clearances to Central Electricity
Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of
Electrical Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the
Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court in
the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the
technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
