370110, जिला : कच्छ, गुिरात, भारत म ें ह,ै गुिरात म ें थोक उपभोक्ता के रूप म ें मेसस च िेलस्ट्पन जलविंग जलजमटेड को 70 मेगािाट की कनेजटटजिटी प्रदान करने के जलए रांसजमिन प्रणाली म ें िाजमल समर्पचत ओिरहडे रांसजमिन लाइन की स्ट्थापना के जलए जिद्युत अजधजनयम, 2003 की धारा 164 के तहत प्राजधकरण के जलए आिेदन दकया ह।ै िबदक, जिद्युत मंत्रालय, भारत सरकार न े अपन े पत्र संख्या 25-17/57/2024-पीिी ददनांक 13.06.2024 के माध्यम स े गुिरात म ें थोक उपभोक्ता के रूप म ें मेससच िेलस्ट्पन जलविंग जलजमटेड को 70 मेगािाट की कनेजटटजिटी प्रदान करने के जलए रांसजमिन प्रणाली म ें िाजमल समर्पचत ओिरहडे रांसजमिन लाइन की स्ट्थापना के जलए जिद्युत अजधजनयम, 2003 की धारा 68 (1) के तहत पूिच अनुमोदन प्रदान दकया था । मेससच िेलस्ट्पन जलविंग जलजमटेड न े स्ट्थानीय समार्ार पत्रों टाइम्स ऑफ इंजडया (अंग्रेिी म)ें ददनांक 06.12.2024, लोकतेि (वहदं ी म)ें ददनांक 06.12.2024, कच्छजमत्र (गुिराती म)ें ददनांक 06.12.2024 और भारत के साप्ताजहक रािपत्र ददनांक 21.12.2024 म ें रांसजमिन योिना के जलए नोटटस प्रकाजित दकया ह,ै तादक िनता प्रकािन की जतजथ स े दो महीन े के भीतर प्रस्ट्ताजित रांसजमिन माग च पर अिलोकन/अभ्यािेदन कर सके। तत्पश्चात, मेससच िेलस्ट्पन जलविंग जलजमटेड न े 06.03.2025 को एक हलफनामा प्रस्ट्ततु दकया था, जिसम ें घोषणा की गई ह ै दक समार्ार पत्र/ भारत सरकार के आजधकाटरक रािपत्र म ें प्रकािन की तारीख स े दो महीने के भीतर कोई टटप्पणी/अभ्यािेदन प्राप्त नहीं हुई ह।ै 2151 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] और अब आिेदक न े जिद्युत अजधजनयम, 2003 की धारा 164 के अतं गतच रािस्ट्थान म ें गुिरात म ें थोक उपभोक्ता के रूप म ें मेसस च िेलस्ट्पन जलविंग जलजमटेड को 70 मेगािाट की कनेजटटजिटी प्रदान करन े के जलए रांसजमिन प्रणाली को कनेजटटजिटी प्रदान करने के जलए डेजडकेटेड जिरोपटर रांसजमिन लाइन जबछान े के जलए उसे िे सभी िजक्तयां प्रदान करन े का अनुरोध दकया ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्थाजपत अथिा अनुरजित दकय े गए टेलीग्राफ लाइन एि ं खम्भ े या इस प्रकार की स्ट्थापना और अनुरिण दकय े िान े के जलए, टेलीग्राफ प्राजधकरण को प्राप्त ह।ैं योिना के अतं गतच जनम्नजलजखत जिरोपटर रांसजमिन लाइन ह:ैं • िेलस्ट्पन जलविंग जलजमटेड जस्ट्िर्याडच (िले स्ट्पन जसटी, ग्राम िसाचमेडी, तालुका अंिार, जिला कच्छ, गुिरात में जस्ट्थत) - भर्ाऊ (आईएसटीएस सबस्ट्टेिन) 220 केिी डी/सी लाइन उपरोक्त योिना के अंतगतच िाजमल रांसजमिन लाइन गुिरात के जनम्नजलजखत गांिों, कस्ट्बों और िहरों स े होकर, उनके ऊपर, र्ारों ओर और उनके बीर् स े गुज़रेगी : क्र गािं का नाम तालकु ा जज़ला 1 भीमासर, अिापार, िसाचमेडी, खारा, पसिाटरया, तापर, पासुदा, मीठा अंिार कच्छ पसिाटरया, लाखापार, मोडिदर अब, सािधानीपूिचक जिर्ार करने के बाद, जिद्युत मंत्रालय, भारत सरकार, जिद्युत अजधजनयम, 2003 की धारा 164 के तहत, मेससच िेलस्ट्पन जलविंग जलजमटेड को उपरोक्त ओिरहडे लाइन जबछाने के जलए सभी िजक्तयां प्रदान करता ह,ै िो दक टेलीग्राफ प्राजधकरण को भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत सरकार द्वारा स्ट्थाजपत या अनरु जित या स्ट्थाजपत या अनुरजित दकए िाने िाल े टेलीग्राफ के प्रयोिनों के जलए टेलीग्राफ लाइनों और पोस्ट्टों को लगाने के संबंध म ें ह,ै िो उपयुचक्त लाइन लगान े के जलए जनम्नजलजखत जनयमों और ितों के अधीन ह,ै अथाचत: i. यह अनुमोदन 25 िषों के जलए ददया गया ह।ै ii. आिेदक को प्रस्ट्ताजित लाइन के जनमाचण स े पहल े संबंजधत प्राजधकाटरयों अथाचत स्ट्थानीय जनकायों, रेलिे, राष्ट्रीय रािमागों, राज्य रािमागों आदद की सहमजत लेनी होगी। iii. आिेदक को जिद्युत अजधजनयम, 2003 के अंतगचत पारेषण, प्रर्ालन एि ं रखरखाि, खलु ी पहुर्ं आदद के संबंध म ें उपयुक्त आयोग के जिजनयमों/संजहताओं का पालन करना होगा। iv. आिेदक को केन्द्र सरकार के जिद्युत जनरीिक/मख्ु य जिद्युत जनरीिक के अनुमोदन के पश्चात लाइन का संर्ालन करना होगा। v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके अंतगचत बनाए गए जनयमों की आिश्यकता के अनपु ालन के अधीन ह।ै vi. मेसस च िेलस्ट्पन जलविंग जलजमटेड को जिद्युत जनरीिण के समय नागटरक उड्डयन, रिा आदद िैसे संबंजधत प्राजधकरणों स ेअपेजित मंिूरी प्राप्त करन े के बाद केंरीय जिद्युत प्राजधकरण को प्रस्ट्तुत करना होगा। vii. यदद उपरोक्त ओिरहडे लाइनों का मागच (या उपरोक्त ओिरहडे लाइन के माग च का कुछ जहस्ट्सा) ग्रेट इंजडयन बस्ट्टड च (िीआईबी) ित्रे में आता ह,ै तो आिेदक को ग्रेट इंजडयन बस्ट्टडच (िीआईबी) मामले के संबंध म ें याजर्का संख्या 838/2019 म ें माननीय सिोच्च न्द्यायालय के आदेिों और इस संबंध म ें माननीय सिोच्च न्द्यायालय द्वारा गटठत तकनीकी/जििेषज्ञ सजमजत के जनदेिों का पालन करना होगा। [फा.स.ं 25-16/22/2025-पीिी] एम.िी.एन. िरा प्रसाद, अिर सजर्ि (पीिी) MINISTRY OF POWER ORDER New Delhi, the 26th March, 2025 S.O. 1461(E).—Whereas M/s Welspun Living Limited, having its registered address at Welspun City, Village Versamedi, Anjar - 370110, Dist : Kachchh, Gujarat, has applied for authorization under Section 164 of the Electricity Act, 2003 for Transmission system for providing connectivity to M/s Welspun Living Limited for 70 MW as Bulk Consumer in Gujarat.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 And whereas, Ministry of Power, Government of India vide its letter No. 25-17/57/2024-PG dated 13.06.2024, had granted prior approval under section 68(1) of the Electricity Act, 2003 for installation of the dedicated overhead transmission line included in the transmission system for providing connectivity to M/s Welspun Living Limited for 70 MW as Bulk Consumer in Gujarat. M/s Welspun Living Limited has published notice for transmission scheme in local newspapers Times of India (in English) dated 06.12.2024, Loktej (in Hindi) dated 06.12.2024, Kutchmitra (in Gujarati) dated 06.12.2024 and in Weekly Gazette of India dated 21.12.2024 for the public to make observations/representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s Welspun Living Limited has submitted an affidavit dated 06.03.2025 declaring that no observation/representation was received within two months from the date of Publication in the official gazette of Government of India. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for installation of the dedicated overhead transmission line included in the Transmission system for providing connectivity to M/s Welspun Living Limited for 70 MW as Bulk Consumer in Gujarat. The following overhead line is covered under this scheme: • Welspun Living Ltd. Switchyard (located at Welspun City, Village Versamedi, Taluka Anjar, District Kachchh, Gujarat)-Bhachau (ISTS S/s) 220kV D/c line The transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Gujarat: Sr.No. Name of Village Taluka Distrit 1 Bhimasar, Ajapar, Versamedi, Khara Pasawariya, Tapar, Pasuda, Mitha Anjar Kachchh Pasawariya, Lakhapar, Modvadar Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s Welspun Living Limited for laying above overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above-mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under the Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Welspun Living Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
