## Summary of RBI Policy on Bharat Bill Payment System (BBPS)
This policy directive, reference number RBI/2021-22/54 CO.DPSS.POLC.No.S1880/02.27.020/2020-2021, issued by the Reserve Bank of India (RBI) on June 14, 2021, expands the scope of the Bharat Bill Payment System (BBPS) to include mobile prepaid recharges as a biller category.
BBPS, established as an interoperable platform for repetitive bill payments, initially covered Direct to Home (DTH), Electricity, Gas, Telecom, and Water bills. The system provides standardized bill payment experiences, centralized customer grievance redressal, prescribed convenience fees, and multiple digital payment options.
A previous circular, DPSS.CO.PD.No.605/02.27.020/2019-20 dated September 16, 2019, broadened the scope of BBPS to encompass all categories of billers raising recurring bills, excluding mobile prepaid recharges, on a voluntary basis. This new directive permits mobile prepaid recharges as a biller category within BBPS, also on a voluntary basis, to provide more recharge options for mobile prepaid customers. Implementation is mandated on or before August 31, 2021.
This directive is issued under Section 10(2) read with Section 18 of the Payment and Settlement Systems Act, 2007 (Act 51 of 2007).
