**Summary:**
As of July 19, 2025, the Election Commission of India (ECI) reports that 95.92% of electors in Bihar have been covered under the Special Intensive Revision (SIR) of Electoral Rolls, leaving six days remaining for enumeration. A total of 7,57,46,821 electors have been covered, out of a total of 7,89,69,844 electors as of June 24, 2025. 7,15,82,007 Enumeration Forms have been received (90.64%), and 6,96,93,844 have been digitized (88.25%).
Efforts are underway in a mission mode involving approximately 1 lakh Booth Level Officers (BLOs), 4 lakh volunteers, and 1.5 lakh Booth Level Agents (BLAs) appointed by political parties, along with their district presidents. The aim is to ensure that all eligible electors are included in the draft Electoral Roll, which is scheduled for publication on August 1, 2025. The ECI is making efforts to reach the remaining 32,23,023 electors (4.08%).
Of the electors not found at their addresses, 14,29,354 are probably deceased (1.81%), 19,74,246 have probably permanently shifted (2.5%), 7,50,213 are identified as enrolled at multiple places (0.95%), and 11,000 are not traceable (0.01%).
The ECI is utilizing newspaper advertisements and other communication channels to reach electors who have temporarily moved out of Bihar. Special camps have been established in all 5,683 wards of the 261 Urban Local Bodies (ULBs) in Bihar to enroll remaining urban electors.
In accordance with the SIR order dated June 24, 2025, any errors, omissions, or mistaken additions in the draft Electoral Roll published on August 1, 2025, can be rectified until August 30, 2025, through the lodging of claims and objections by electors, political parties, or BLAs. 7. During the ongoing Special Intensive Revision (SIR) of the Electoral Rolls in Bihar, the entire
electoral machinery, that is, nearly 1 lakh BLOs, 4 lakh volunteers, 1.5 lakh BLAs appointed by the political
parties and their district presidents are working together in a mission mode to ensure that the name of no
eligible elector is left out from the draft Electoral Roll to be published on August 01, 2025. With 6 more days
still to go for filling up of the Enumeration Forms, the Election Commission is making all possible efforts to
ensure that the remaining nearly 32 lakh electors are added to the draft Electoral Roll. BLOs have already
completed over 3 rounds of the house-to-house visits and have established contact with the electors. A
concerted effort by the entire electoral machinery along with yet another round of visits by the BLOs has also
been started to establish contact with the remaining electors.
8. The Election Commission, through country-wide newspaper advertisements and through all otherpossible means of communication is informing such electors of Bihar who have temporarily moved out to any
other part of the country. To enrol the remaining urban electors, special camps have also been set up in all the
5,683 wards of all 261 Urban Local Bodies (ULBs) of Bihar.
9. In accordance with the SIR order dated 24.06.2025 (page 2/para 7), in case any name has been added
by mistake or has been left out or there is any error in the draft Electoral Roll to be published on August 01,
2025, the same can be rectified by August 30, 2025. For the purpose, claims and objections can be lodged by
any elector, any political party or any BLA appointed by the political party.
