And whereas, the said notification was made available to the public on the 26th March, 2021; And whereas, objection and suggestions received from the public on the said draft rules have been duly considered by the Central Government; Now, therefore, in exercise of the powers conferred by Section 4 of the Petroleum Act, 1934 (30 of 1934), the Central Government thereby makes the following rules to amend the Calcium Carbide rules, 1987, namely: - 1. (1) These rules may be called the Calcium Carbide (Amendment) Rules, 2021 (2) These shall come into force on the date of their final publication in the Official Gazette. 2. In the Calcium Carbide Rules, 1987 (herein after referred to as the said rules), in rule 31, in sub-rule (1), for the words, “maximum of three years” the words, “maximum of ten years” shall be substituted. 3. In the said rules, in Rule 34, in sub-rule (1)(b), for the words and figure “a scrutiny fee of Rs. 10” the words and figures “a scrutiny fee of Rs. 100” shall be substituted. 4. In the said rules, in Rule 35, in sub-rule (2) in clause (b), for the words and figure “a fee of Rs. 10”, the words and figures, “a fee of Rs. 100” shall be substituted. 5. In the said rules, in Rule 36, in sub-rule (2), for the words and figure “Rs. 10” the words and figures, “Rs. 100” shall be substituted. 6. In the said rules, in Rule 37, in sub- rule (2), for the words “for three calendar years” the words “for ten calendar years” shall be substituted. 7. In the said rules, in Rule 42, in sub-rule (2) in clause (iii), for the words and figures “a fee of Rs. 10” the words and figures, “a fee of Rs. 100” shall be substituted. 8. In the said rules, in Rule 43, in sub-rule (2), for the words and figures “A fee of Rs. 10” the words and figures, “A fee of Rs. 100” shall be substituted. 9. In the said rules, rule 44 shall be omitted. 10. In the said rules, in Rule 45 in sub-rule (2), for the words and figure “a fee of Rs. 10” the words and figures, “a fee of Rs. 100” shall be substituted. 11. In the said rules, for rule 46, the following rule shall be substituted, namely:- “46 (1)All fees payable under these rules to the Chief Controller or Controller shall be paid through e-payment or through Non Tax Receipt Portal (Bharat Kosh) (2) fees payable to District Authority or any other authority under these rules shall be paid in such a manner as may be specified by that authority”; 12. In the said rules, in Chapter VII, in the rule 49, in sub-rule (1) in clause (a), for the words “by an express telegram (Telegraphic Address: Explosives, Nagpur) the words “by an email: explosives@explosives.gov.in” shall be substituted. 13. In the said rules, in the First Schedule, in Article No 1, in column 5 under the heading “Fees” for the words and figures “Rs. 25” the words and figures “Rs. 250” shall be substituted; 14. In the said rules, in the First Schedule, in Article No. 2, in column 5 under the heading “Fees” for the words and figures “Rs. 25 for the first 500 Kgs plus Rs. 10 for every additional 500 Kgs or part thereof, subject to maximum of Rs. 1,500 per calendar year” the words and figures “Rs. 250 for the[भाग II—खण् ड 3(i)] भारत का राजप् : ऄसाधारण 5 first 500 Kgs plus Rs. 100 for every additional 500 Kgs or part thereof, subject to maximum of Rs. 15,000 per calendar year” shall be substituted. 15.
