The 133rd meeting of the Enforcement Task Force (ETF) of the Commission for Air Quality Management
in NCR and Adjoining Areas (CAQM) was held on 19.06.2026 to review enforcement actions, inspections
and compliance status across the National Capital Region (NCR) for the reporting period from 30.05.2026
to 13.06.2026.
During the 15-day reporting period, the Flying Squads of the Commission carried out 199 inspections and
detected 66 violations across Construction & Demolition (C&D) sites, industrial units and Diesel
Generator (DG) sets. Based on the inspection reports, closure of 04 units/projects, sealing of 29 DG sets,
issuance of 12 directions/orders for compliance and imposition of Environmental Compensation (EC) in
02 cases have been proposed.
Of the 199 inspections conducted, 10 were carried out at C&D sites, 94 in the industrial sector and 95
pertaining to DG sets. A total of 66 violations were reported, including 08 from C&D sites, 23 from the
industrial sector and 35 relating to DG sets.
The Enforcement Task Force also reviewed actions taken pursuant to the 132nd ETF meeting and noted
that all actionable cases pertaining to C&D sites and DG sets have been acted upon. It was further noted
that 12 resumption orders have been issued after verification of compliance since the last ETF meeting,
including 06 pertaining to industrial units and 06 related to C&D sites. State-wise, 08 resumption orders
were issued in Uttar Pradesh, 03 in Haryana and 01 in Delhi.
The ETF reviewed the reports of a special drive inspection conducted on 15.06.2026 in Muzaffarnagar,
Uttar Pradesh, covering 10 industrial units. Of these, only 01 unit was found compliant, while 09 units
were found non-compliant. The common deficiencies observed included non-functional or inadequate
pollution control infrastructure such as non-operational wet scrubbers and cyclones, non-operational Air
Pollution Control Devices (APCDs), inadequate functioning of Fume Extraction Systems (FES) and poor
maintenance of pollution control equipment.
The inspection teams also observed deficiencies in stack monitoring infrastructure, including absence of
monitoring facilities, incorrect stack heights and non-compliance with prescribed stack monitoring
criteria. In certain units, operational violations such as failure to meet emission standards, use of RDF
without requisite pre-treatment and non-compliance with provisions under Direction No. 76 of the
Commission were also observed. Appropriate enforcement actions are being initiated against the violating
units.
The Commission emphasized the need for timely submission of inspection reports by Flying Squad teams
along with photographic and videographic evidence. Directions were reiterated for strict verification of
compliance by industrial units, adherence to prescribed norms for operation of DG sets, compliance withstipulated environmental safeguards at C&D sites and prompt enforcement action against violators.
The ETF also reviewed the updated cumulative enforcement status as on 19.06.2026. It was noted that a
total of 27,577 units/projects/entities have been inspected so far by the Flying Squads of the Commission.
Based on these inspections, 1,797 Closure Directions have been issued, out of which 1,416 Resumption
Orders have been issued upon verification of compliance. Further, 123 cases have been transferred to the
respective State Pollution Control Boards (SPCBs)/Delhi Pollution Control Committee (DPCC) for final
decision, while 258 entities remain under examination for issuance of resumption orders.
The Commission reiterated the need for strengthened enforcement, timely compliance verification,
improved coordination among implementing agencies and strict adherence to stipulated norms for
abatement of air pollution across NCR. Continued focus was also laid on strengthening inspection
mechanisms, ensuring accountability and expediting enforcement actions in priority sectors, including
industrial emissions, DG sets and C&D activities.
