L.-33004/99 सी.जी.-डी.एल.-अ.-22062024-254861 CG-DxLx-xEG-I2D2H0x6x2x0 24-254861 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 2407] नई ददल्ली, िुक्रवार , िनू 21, 2024/ज्य ष्े ठ 31, 1946 No. 2407] NEW DELHI, FRIDAY, JUNE 21, 2024/JYAISHTHA 31, 1946 वाजणज्य और उद्योग मत्रं ालय उद्योग सवं धनध और आतं ररक व्य ापार जवभाग आदेि नई ददल्ली, 13 िून, 2024 का.आ. 2287(अ).—भारतीय मानक ब् यूरो अजधजनयम, 2016 (2016 का 11) की धारा 16 द्वारा प्रदत् त िजियों का प्रयोग करते हुए, और कास्ट् ट आयरन प्रोडक्ट्स (गणु वत्ता जनयंत्रण) आदेि, 2023 के अजधक्रमण म,ें ऐसे अजधक्रमण स े पहले दकए गए या दकए िाने के जलए छोडे गए कायों को छोडकर, केंद्र सरकार का, भारतीय मानक ब् यूरो से परामिध करने के बाद यह मत ह ैदक यह िनजहत में आवश् यक अथवा जहतकर ह,ै अत: एत्द्वारा जनम्न जलजखत आदेि करती ह,ै नामत:- 1. सजं िप्त िीर्कध और प्रारंभ - (1) इस आदेि को कास्ट् ट आयरन प्रोडक्ट् स (गणु वत् ता जनयंत्रण) आदेि, 2024 कहा िाएगा। (2) यह आदेि िासकीय रािपत्र में इसके प्रकािन की तारीख से लाग ूहोगा। 2. मानक जिह्न का अजनवाय धप्रयोग – (1) ताजलका के कॉलम (2) में जवजनर्दधष् ट वस्ट् तुएं या सामान ताजलका के कॉलम (3) में उजल्लजखत तदनुरूपी भारतीय मानक के अनुरूप होंग े तथा उन पर भारतीय मानक ब् यूरो (अनुपालन मल्ू यांकन) जवजनयम, 2018 की अनुसूिी-II की स्ट् कीम-I के अनुसार ब् यरू ो के लाइसेंस के तहत मानक जिह्न लगा होगा। (2) सूक्ष्म, लघु और मध्यम उद्यम जवकास अजधजनयम, 2006 (2006 का 27) के तहत पररभाजर्त लघु उद्यम और सूक्ष्म उद्यम, ताजलका के क्रमिः कॉलम (6) और (7) के तहत संबंजधत प्रजवजि में जनर्दधि जतजथ से ऐसे भारतीय मानकों के अनुरूप होंगे: 3695 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (3) इस आदेि में से कुछ भी जनयाधत की िाने वाली स्ट् वदेि में जवजनर्मधत वस्ट् तुओं या सामान पर लागू नहीं होगा। (4) इस आदेि की कोई भी बात " उद्यम पोटधल" के अंतगधत सूक्ष्म, लघु और मध्यम उद्यम मंत्रालय में केन्द्द्र सरकार द्वारा पंिीकृत दकसी उद्यम द्वारा घरेलू स्ट्तर पर जनर्मधत उन वस्ट्तओंु या सामानों पर लाग ू नहीं होगी, जिसमें मलू लागत पर संयंत्र और मिीनरी या उपकरण में जनवेि पच्चीस लाख रुपए से अजधक नहीं ह ै और िाटधडध अकाउंटेंट द्वारा प्रमाजणत जपछले जवत्त वर्ध के जलए टनओध वर दो करोड रुपए से अजधक नहीं ह ै। (5) इस आदेि की कोई भी बात कास्ट् ट आयरन प्रोडक्ट् स के जवजनमाधताओं द्वारा अनुसंधान और जवकास के प्रयोिन के जलए प्रजतवर्ध दो सौ दकलोग्राम तक आयाजतत माल या वस्ट्तओंु पर लागू नहीं होगी, इस ित ध के साथ दक ऐसे आयाजतत माल और वस्ट्तुओं को वाजणजज्यक रूप से नहीं बेिा िाएगा और उन्द्ह ें स्ट्क्रैप के रूप म ें जनपटाया िाएगा तथा जवजनमाधता आयाजतत माल या वस्ट्तओंु का वर्धवार ररकॉडध रखेगा और अपन े अजधकृत हस्ट्तािरकता ध द्वारा जवजधवत् हस्ट्तािररत अपन े लेटरहडे पर केंद्र सरकार को प्रस्ट्ततु करेगा। 3. प्रमाणन और प्रवतनध प्राजधकरण – ब् यरू ो ताजलका के कॉलम (2) म ें जवजनर्दधष् ट वस्ट् तओंु या सामान के जलए प्रमाणन और प्रवतधन प्राजधकरण होगा। 4. उल्ल घं न के जलए पने ल्ट ी– इस आदेि के प्रावधानों का उल्ल घं न करन े वाले व् यजि को भारतीय मानक ब् यूरो अजधजनयम, 2016 के प्रावधानों के तहत दंजडत दकया िाएगा। ताजलका क्रम वस्ट्त ु भारतीय मानक भारतीय मानक का िीर्धक सामान्द्य रूप से लघु उद्यमों के सूक्ष्म उद्यमों के सं. तथा कायाधन्द्वयन की जलए जलए सामान जतजथ (सूक्ष्म कायाधन्द्वयन की कायाधन्द्वयन की और लघु जतजथ जतजथ उद्यमों के अलावा) (1) (2) (3) (4) (5) (6) (7) 1 कास्ट् ट आयरन 1726: 1991 कास्ट् ट आयरन मैन होल कवसध 1 जसतम् बर, 1 ददसम् बर, 1 मािध , प्रोडक्ट ्स और फ्रेम 2024 2024 2025 2 1729:2002 िमीन के ऊपर नॉन-प्रेसर पाइपलाइन सॉकेट और जस्ट्पगोट श्ृंखला के जलए कास्ट्ट आयरन अथवा डक्टटाइल आयरन ड्रेनेि पाइप और पाइप दिटटंग 3 1879:2010 मैजलएबल कास्ट्ट आयरन पाइप दिटटंग 4 13349:1992 कास्ट्ट आयरन ससंगल िेस्ट्ड जथम्बल माउंटेड स्ट्लुइस गेट 5 210:2009 ग्रे आयरन कासस्ट्टंग 6 1537:1976 पानी, गैस और सीवेि के जलए वर्टधकल कास्ट्ट-आयरन प्रेिर पाइप नोट – इस ताजलका के प्रयोिन के जलए, भारतीय मानकों के सबं ंध में िारी संिोधनों सजहत उनके नवीनतम संस्ट् करण, िैसा दक ब् यरू ो द्वारा समय-समय पर अजधसूजित दकए गए ह,ैं लाग ूहोंगे। [िा. स.ं पी - 29026/9/2023– एलईआई] संिीव, संयुक्ट त सजिव[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 MINISTRY OF COMMERCE AND INDUSTRY (Department For Promotion Of Industry And Internal Trade) ORDER New Delhi, the 13th June, 2024 S.O. 2287(E).—In exercise of the powers conferred by section 16 of the Bureau of Indian Standards Act, 2016 (11 of 2016) and in supersession of the Cast Iron Products (Quality Control) Order, 2023, except as respects things done or omitted to be done before such supersession, the Central Government, after consulting the Bureau of Indian Standards, is of the opinion that it is necessary or expedient so to do in the public interest, hereby makes the following Order, namely:- 1. Short title and commencement. – (1) This Order may be called the Cast Iron Products (Quality Control) Order, 2024. (2) It shall come into force on the date of its publication in the Official Gazette. 2. Compulsory use of Standard Mark.- (1) Goods or articles specified in the column (2) of the Table shall conform to the corresponding Indian Standard mentioned in column (3) of the Table and shall bear the Standard Mark under a licence from the Bureau as per Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. (2) The small enterprise and micro enterprise, as defined under the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006) shall conform to such Indian Standards from the date specified in the corresponding entry under columns (6) and (7) of the Table respectively. (3) Nothing in this Order shall apply to goods or articles manufactured domestically for export. (4) Nothing in this Order shall apply to goods or articles manufactured domestically by an enterprise, registered with the Central Government in the Ministry of Micro, Small and Medium Enterprises under "Udyam portal" wherein the investment in plant and machinery or equipment at original cost does not exceed twenty-five lakh rupees and the turnover does not exceed two crore rupees for the previous financial year as certified by a Chartered Accountant. (5) Nothing in this Order shall apply to the goods or articles imported up to two hundred kilograms for the purpose of research and development by manufacturers of Cast Iron products per year with the condition that such imported goods and articles shall not be sold commercially and shall be disposed of as a scrap and the manufacturer shall maintain year-wise record of the imported goods or articles and furnish to the Central Government in its letter head duly signed by its authorised signatory. 3. Certification and enforcement authority.- The Bureau shall be the certifying and enforcing authority for the goods or articles specified in column (2) of the Table. 4. Penalty for contravention.- Any person who contravenes the provisions of this Order shall be punishable under the provisions of the Bureau of India Standards Act, 2016. TABLE S.
