ना नई दिल्ली, 20 दिसम्बर, 2023 जनयमािली सख्ं या 202/90/2023-एिीडी-II.— केन्द्रीय अन्द्िेषण ब्यूरो म ें पुजलस उपाधीक्षक की ररजियों को भरन े हते ु संघ लोक सेिा आयोग द्वारा िष ि 2024 म ें आयोजित की िाने िाली सीजमत जिभागीय प्रजतयोगी परीक्षा की जनयमािली सििसाधारण की िानकारी के जलए प्रकाजित की िाती ह।ै 1. परीक्षा के पररणाम के आधार पर भरी िान े िाल े ररजियों की संख्या आयोग द्वारा िारी नोरिस म ें जनर्िष्टि की िाएगी। अनुसूजचत िाजत और अनुसूजचत िनिाजत स े संबद्ध उम्मीििारों की ररजियों के संबंध म ें आरक्षण सरकार द्वारा जनयत दकया िाएगा। 2. संघ लोक सेिा आयोग द्वारा इस परीक्षा का आयोिन इस जनयमािली के पररजिष्ट-I म ें जनधािररत प्रदिया के अनुसार दकया िाएगा। परीक्षा कब और कहा ं होगी यह आयोग द्वारा जनजित दकया िाएगा। 3. उम्मीििार ने जनणाियक जतजथ अथाित ् 01 िनिरी, 2023 को, उपजनरीक्षक (िेतन मेररक्स का िेतन स्ट्तर 7) या जनरीक्षक (िेतन मेररक्स का िते न स्ट्तर 8) रैंक म ें 04 िष ि की जनयजमत सिे ा (प्रजिक्षण अिजध सजहत) परू ी कर ली हो तथा उम्मीििार का सेिा प्रलेख संपणू ि रूप स े जनष्कलंक होना चाजहए। 7837 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] 4. उम्मीििार की आय,ु पात्रता की जनणाियक जतजथ अथाित् 01.01.2023 को 40 िषि परू ी नहीं होनी चाजहए अथाित उसका िन्द्म 02 िनिरी, 1983 स े पहले न हुआ हो। तथाजप अनुसूजचत िाजत या अनुसूजचत िनिाजत श्रेणी स े संबंजधत उम्मीििार के मामले म ेंउपयुिि जनधािररत ऊपरी आय ु सीमा म ेंपांच िषि की अजधकतम छूि प्रिान की िाएगी। उपयिुि व्यिस्ट्था को छोड़कर जनधारि रत आय ु सीमा म ेंदकसी भी पररजस्ट्थजत म ेंछूि नहीं िी िाएगी। 5. सीजमत जिभागीय प्रजतयोगी परीक्षा म ें भाग लेन े के जलए िैै़क्षजणक योग्यता दकसी मान्द्यता प्राप्त जिश्वजिद्यालय स े स्नातक ह।ै 6. जनयमािली के पररजिष्ट-II म ें जिजनर्िष्टि केन्द्रीय अन्द्िेषण ब्यूरो म ें पुजलस उपाधीक्षक के चयन हते ु सीजमत जिभागीय प्रजतयोगी परीक्षा, 2023 म ें प्रिेि के जलए उम्मीििार को जनधािररत िारीररक मानक पूरे करन े होंगे। 7. कार्मिक एि ं प्रजिक्षण जिभाग, कार्मिक, लोक जिकायत एि ं पिें न मंत्रालय द्वारा भारत के रािपत्र म ें परीक्षा के जनयमों की अजधसूचना िारी होने और आयोग द्वारा परीक्षा का नोरिस प्रकाजित होने के बाि उम्मीििार को संघ लोक सेिा आयोग की िेबसाइि पर ऑनलाइन आिेिन भरना होगा तथा उसकी एक प्रजत (हाड ि कॉपी) सत्यापन तथा आग े आयोग को भेिने हते ु केन्द्रीय अन्द्िेषण ब्यरू ो के प्राजधकाररयों को उजचत माध्यम स े प्रस्ट्तुत करनी होगी। जनधािररत पात्रता ितो के अनुसार उम्मीििारों की पात्रता का जनधािरण करन े के जलए आिेिनों की िांच केन्द्रीय अन्द्िेषण ब्यरू ो द्वारा की िाएगी। तथाजप, परीक्षा म ें प्रिेि के जलए दकसी भी उम्मीििार का आिेिन स्ट्िीकार करने तथा उसकी पात्रता अथिा अन्द्यथा के संबंध म ें संघ लोक सेिा आयोग का जनणिय अंजतम होगा। 8. परीक्षा के जलए आििेन करने िाले उम्मीििार यह सुजनजित कर ल ें दक िे इस परीक्षा म ें प्रिेि पाने के जलए पात्रता की सभी ित ें परू ी करते ह।ैं परीक्षा के उन सभी स्ट्तरों, जिनके जलए आयोग न े उन्द्ह ें प्रिेि दिया ह ै अथाित ् जलजखत परीक्षा, िारीररक मानक परीक्षण तथा व्यजित्ि परीक्षण /साक्षात्कार म ें उनका प्रिेि पणू ितः अनं जतम होगा, िो उनके जनधािररत पात्रता ितों को परू ा करने के अधीन होगा। यदि जलजखत परीक्षा, िारीररक मानक परीक्षणों या व्यजित्ि परीक्षण/साक्षात्कार के पहल े या बाि म ें सत्यापन करन े पर यह पता चलता ह ै दक ि े पात्रता ितो म ें स े कोई ित ि परू ी नहीं करते ह,ैं तो परीक्षा के जलए उनकी उम्मीििारी रद्द कर िी िायेगी । 9. इस परीक्षा म ें प्रिेि दिए गए उम्मीििारों के प्रिेि-पत्र संघ लोक सेिा आयोग की िेबसाइि पर अपलोड दकए िाएंगे, जिस े पात्र उम्मीििार डाउनलोड कर सकते ह।ैं आयोग द्वारा कागिी ई प्रििे -पत्र िारी नहीं दकया िाएगा। उम्मीििार के पास डाउनलोड दकया गया ई-प्रिेि पत्र नहीं होने की जस्ट्थजत म ेंउन्द्ह ेंपरीक्षा म ेंप्रिेि नहीं दिया िाएगा। 10(1) िो उम्मीििार जनम्नजलजखत के जलए आयोग द्वारा िोषी घोजषत दकया गया ह:ै– (क) दकसी भी प्रकार स ेअपनी उम्मीििारी के जलए समथनि प्राप्त दकया ह,ै नामिः (i) गैरकानूनी रूप स े पररतोषण की पेिकि करना, या (ii) िबाि डालना, या (iii) परीक्षा आयोजित करन े स े संबंजधत दकसी व्यजि को ब्लकै मेल करना अथिा उस े ब्लैकमेल करन े की धमकी िेना, अथिा (ख) प्रजतरूप धारण, अथिा (ग) दकसी अन्द्य व्यजि स ेछद्म रुप स े काय िकराया ह,ै अथिा (घ) िाली/गलत िस्ट्तािेि या ऐसे िस्ट्तािेि प्रस्ट्तुत दकए ह ैं जिनम ें तथ्यों को जबगाड़ा गया हो, अथिा (ङ) आिेिन फॉमि म ें िास्ट्तजिक फोिो/हस्ट्ताक्षर के स्ट्थान पर असंगत या गलत फोिो/हस्ट्ताक्षर अपलोड करना। (च) गलत या झूठे ििव्य दिए ह ैंया महत्िपूणि तथ्यों को जछपाया ह,ै अथिा[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 3 (छ) परीक्षा के जलए अपनी उम्मीििारी के संबंध म ें जनम्नजलजखत साधनों का उपयोग दकया ह,ै नामिः (i) गलत तरीके स ेप्रश्न-पत्र की प्रजत प्राप्त करना; या (ii) परीक्षा स े संबंजधत गोपनीय काय ि स े िुड़ े व्यजि के बारे म ें परू ी िानकारी प्राप्त करना; (ii) परीक्षकों को प्रभाजित करना; या (ि) परीक्षा के िौरान उम्मीििार के पास अनुजचत साधनों का पाया िाना अथिा अपनाया िाना; अथिा (झ) जस्ट्िप्िों पर असंगत बातें जलखना या भद्दे रेखाजचत्र बनाना अथिा असंगत सामग्री जलखना; अथिा (ञ) परीक्षा भिन म ें िव्यु ििहार करना जिसम ें उत्तर पुजस्ट्तकाओं को फाड़ना, परीक्षा िेने िालों को परीक्षा का बजहष्कार करने के जलए उकसाना अथिा अव्यिस्ट्था तथा ऐसी ही अन्द्य जस्ट्थजत पैिा करना िाजमल ह;ै अथिा (ि) परीक्षा आयोिन के जलए आयोग द्वारा जनयुि कमिचाररयों को परेिान दकया हो, धमकी िी हो या अन्द्य प्रकार की िारीररक क्षजत पहुचं ाई हो; अथिा (ठ) परीक्षा के िौरान मोबाइल फोन (यहां तक दक जस्ट्िच ऑफ मोड म ें भी), पेिर या दकसी अन्द्य प्रकार का इलेक्रॉजनक उपकरण या प्रोग्राम दकए िा सकने िाला जडिाइस या पेन ड्राइि िैसा कोई स्ट्िोरेि मीजडया, स्ट्माि ि िॉच आदि या कैमरा या ब्लूिूथ जडिाइस या संचार यंत्र के रूप म ें प्रयोग दकए िा सकन े िाला कोई अन्द्य उपकरण या अन्द्य संबंजधत एक्सेसरीि (चाल ू या जस्ट्िच ऑफ मोड म)ें प्रयोग करत े हुए या आपके पास पाया गया हो; अथिा (ड) परीक्षा की अनुमजत िेते हुए उम्मीििार को भेि ेगए प्रिेि-पत्रों के साथ िारी आििे ों का उल्लघं न दकया ह;ै अथिा (ढ) उपयुिि खंडों म ें उजल्लजखत सभी अथिा दकसी भी काय ि के द्वारा आयोग को अिप्रेररत करने का प्रयत्न दकया हो या िैसा भी मामला हो; तो उस पर आपराजधक अजभयोग (दिजमनल प्राजसक्यूिन) चलाया िा सकता ह ै और साथ ही उसे आयोग द्वारा इन जनयमों के अन्द्तगित परीक्षा जिसका िह उम्मीििार ह,ै म ें बैठने के जलए अयोग्य ठहराया िाएगा और/अथिा उसे स्ट्थायी रूप स ेअथिा जनर्िष्टि अिजध के जलए जििर्िित दकया िाएगा। (i) आयोग द्वारा ली िान े िाली दकसी भी परीक्षा अथिा चयन के जलए; (ii) केन्द्रीय सरकार द्वारा उसके अधीन दकसी भी नौकरी स;े यदि िह पहल े स े ही सरकारी सेिा म ें ह ै तो उसके जिरुद्ध उपयुिि जनयमों के अधीन अनिु ासजनक कारििाई की िा सकती ह;ै बिते दक इस जनयम के अधीन कोई िाजस्ट्त तब तक अजधरोजपत नहीं की िाएगी िब तक-: (i) उम्मीििार को इस संबंध म ेंजलजखत अभ्यािेिन, िो िह िेना चाह,े प्रस्ट्तुत करन े का अिसर न दिया िाए, और (ii) उम्मीििार द्वारा अनुमत समय म ें प्रस्ट्तुत अभ्यािेिन पर, यदि कोई हो, जिचार न कर जलया िाए। (2)10 कोई भी व्यजि िो आयोग द्वारा उक्त खंड (क) स े (ड) म ें उजल्लजखत कुकृत्यों म ें स े दकसी कुकृत्य को करने म ें दकसी अन्द्य उम्मीििार(रों) के साथ जमलीभगत या सहयोग का िोषी पाया िाता ह,ै उसके जिरुद्ध खंड (ढ) के प्रािधानों के अनुसार कारििाई की िा सकती ह।ै 11(1) िो उम्मीििार जलजखत परीक्षा म ें आयोग द्वारा उनके जििेकाजधकार स े जनधािररत दकए गए ऐसे न्द्यूनतम अहकि अंक प्राप्त कर लेत े ह,ैं उन्द्ह ें केन्द्रीय अन्द्िेषण ब्यरू ो द्वारा िारीररक मानिण्ड परीक्षण के जलए बुलाया िाएगा जिससे यह िांच हो सके दक क्या िे इस जनयमािली के पररजिष्ट-II म ें जिजनर्िष्टि िारीररक मानिण्डों को पूरा करत ेह।ैं4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] 11(2) आयोग अपने जििेक स े दकसी भी स्ट्तर पर दकसी एक अथिा सभी पेपरों म ें न्द्यूनतम अहकि मानिंड जनधािररत कर सकता ह ै तथा साथ ही अपने जििेक स े केिल ऐसे उम्मीििारों के जििरणात्मक पेपरों, जिसम ें उन्द्होंने आयोग के जििेकाजधकार द्वारा जनधािररत िस्ट्तुजनष्ठ पेपर (पेपर-I) म ें न्द्यूनतम अहकि मानिंड प्राप्त दकए हों, का मूल्यांकन कर सकता ह।ै 11(3) परन्द्त ु अनुसूजचत िाजत, अनुसूजचत िनिाजत के उम्मीििारों को मानकों म े छूि प्रिान करते हुए िारीररक मानिडं परीक्षा के जलए बुलाया िा सकता ह ै यदि आयोग को ऐसा लग े दक इनके जलए आरजक्षत ररजियों को भरने के जलए जलजखत परीक्षा म ें सामान्द्य मानकों के आधार पर िारीररक मानक परीक्षणों के जलए इन श्रेजणयों स े आिेिकों की पयािप्त संख्या जमलने की संभािना नहीं ह।ैं 11(4) िारीररक मानिडं परीक्षण का संचालन केन्द्रीय अन्द्िेषण ब्यूरो के पयििेक्षण म ेंहोगा। 11(5) ऐस े उम्मीििार जिन्द्ह ें िारीररक मानिण्ड परीक्षणों में अहकि घोजषत दकया िाता ह,ै उन्द्ह ें संघ लोक सेिा आयोग द्वारा आयोजित दकए िाने िाले साक्षात्कार/व्यजित्ि परीक्षण के जलए बलु ाया िाएगा। साक्षात्कार/व्यजित्ि परीक्षण के 200 अंक होंगे। 11(6) साक्षात्कार / व्यजित्ि परीक्षण सक्षम तथा जनष्पक्ष व्यजियों के बोड ि द्वारा आयोजित दकया िाएगा जिनके समक्ष उम्मीििारों का ररकाडि होगा। उम्मीििार स े उनके संबंजधत क्षत्रे तथा सामान्द्य अजभरूजच के जिषयों स े प्रश्न पछू े िाएगं ें तादक उनकी िानकारी ओरै समझ की िांच हो सके। व्यापक तौर पर यह न केिल उनकी मानजसक योग्यता बजल्क उनके सामाजिक गुणों ओरै चररत्र की सत्यजनष्ठा का मल्ू यांकन होगा। बोड,ि जिस्ट्तृत रूप स,े अन्द्य बातों के साथ-साथ उम्मीििार का जनम्नजलजखत मूल्यांकन करेगाः (i) िारीररक बनािि (क) रूप-रंग (ख) आचरण (ग) जिष्टाचार एि ं जिष्टता (ii) सामान्द्य बुजद्धमता, अजभरूजच एि ं रूजच (क) तथ्यों एि ं जस्ट्थजतयों को समझने उनका जिश्लेषण करने तथा उनको प्रस्ट्ततु करन े की योग्यता । (ख) काय ि स ेसंबंजधत अजभरूजच िैसे अनुिासन, सहानुभूजत आदि (ग) पाठ्येतर गजतजिजधयां - खेलों, खेल-कूि, िाि-जििािों आदि म ें भागीिारी । (iii) मनोिृजत्त (क) नेतृत्ि, संचालन, संकल्प, िीघ्र जनणिय लेना आदि (ख) आत्मजनभिरता (ग) तनाि एि ं संकि का सामना करने की योग्यता (घ) साहस-नैजतक एि ं िारीररक (iv) व्यजक्त्ि का व्यािहाररक पहल ू (क) उच्चाजधकाररयों तथा अधीनस्ट्थ कमचि ाररयों के साथ अंतःिैयजिक संबंध[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 5 (ख) मल्ू यों, सत्यजनष्ठा, धमिजनपेक्षता तथा राष्ट्रीय अजभमुखीकरण के प्रजत िचनबद्धता 11(7) िो उम्मीििार िारीररक मानिण्ड परीक्षणों म ेंअहति ा प्राप्त नहीं करते ह ैंउनकी उम्मीििारी रद्द की िा सकती ह।ै 12(1) साक्षात्कार के बाि, परीक्षा म ें प्रत्येक उम्मीििार को अजन्द्तम रूप स ें प्रिान दकए गय े कुल अंकों के आधार पर आयोग द्वारा उम्मीििारों का योग्यता िम बनाया िायगे ा िोदक परीक्षा के प्रत्येक पपे र / भाग म ें आयोग द्वारा यथाजनधािररत अहति ा प्राप्त करन े के अध्यधीन होगा। श्रेणी-िार योग्यता सूची, ररजियों की संख्या तथा उम्मीििारों की योग्यता एि ं पात्रता की सभी ितों को पूरा दकए िाने के अध्यधीन होगी। परीक्षा के दकसी एक या सभी स्ट्तर(रों) या पेपर(रों) हते ु न्द्यूनतम अहति मानकों के जनधािरण का अजधकार आयोग को ह।ै 12(2) अनुसूजचत िाजत और अनुसूजचत िनिाजत स े संबंजधत उम्मीिारों सजहत सभी उम्मीििारों के अंजतम चयन का जनधािरण कार्मिक एि ं प्रजिक्षण जिभाग के कायािलय ज्ञापन संख्या 36012/16/2019-स्ट्थापना (आरक्षण) दिनांक 12.04.2022 के तहत िारी दििाजनिेिों के आधार पर, एसएलपी (सी) संख्या 30621/2011 के पररणामस्ट्िरूप िायर जसजिल अपील संख्या 629/2022 के अंजतम जनणिय के अध्यधीन होगा। बिते यह भी दक िो उम्मीििार योग्यता िम म ें अहति ा प्राप्त करते ह ैं परन्द्त ु जिनका िारीररक मानिण्ड परीक्षण का पररणाम लजम्बत ह,ै उनकी अनुिंसा अनंजतम तौर पर की िाएगी। 13. प्रत्येक उम्मीििार की परीक्षा का पररणाम संप्रेजषत करन े के तरीके तथा प्रकार का जनणिय आयोग द्वारा उनके जििेक स े दकया िाएगा तथा आयोग पररणाम के संबंध म ें उनके साथ दकसी प्रकार का पत्र व्यिहार नही करेगा। 14. उम्मीििार को मानजसक तथा िारीररक रूप स े स्ट्िस्ट्थ और ऐसे िारीररक िोषों स े मिु होना चाजहए जिससे सेिा के अजधकारी के रूप म ें उसके कायो के जनष्पािन म ें व्यिधान आने की संभािना हो। िो उम्मीििार सरकार या जनयुजि प्राजधकारी, िैसा भी मामला हो, द्वारा जिजनधािररत ऐसी िारीररक िांच के बाि इन उपेक्षाओं को संतुष्ट नहीं कर पात,े उन्द्ह ें जनयुि नहीं दकया िाएगा। 15. अंजतम रूप स े चयजनत उम्मीििारों की सूची आयोग द्वारा कार्मिक एि ं प्रजिक्षण जिभाग, कार्मिक, लोक जिकायत एि ं पेंिन मंत्रालय को भेिी िाएगी तादक उन्द्ह ें पुजलस उपाधीक्षक, केन्द्रीय अन्द्िेषण ब्यरू ो के पि पर जनयुजि का प्रस्ट्ताि भेिा िा सके। 16. उम्मीििार को परीक्षा िेन े के जलए दकसी भी स्ट्तर पर दकसी भी प्रकार का यात्रा भत्ता/ िैजनक भत्ता/ यात्रा खच ि िये नही होगा। कुंिन नाथ, अिर सजचि पररजिष्ि –I केन्द्र ीय अन्द्ि षे ण ब्य रू ो म ेंपजु लस उपाधीक्षक के पि हते ु सीजमत जिभागीय प्रजतयोगी परीक्षा की योिना तथा पाठ्यिम (I) जलजखत परीक्षा की योिना : संघ लोक सेिा आयोग द्वारा आयोजित जलजखत परीक्षा के अंतगित जनम्न ानुसार तीन पपे र िाजमल होंगे :  पपे र-I सामान्द्य अजभरुजच परीक्षण (िस्ट्त ुजनष्ठ प्रकार)- ऋणात्म क अकं न के जबना 300 अकं (2 घिं े) क. सामान्द् य अध् ययन 150 अकं ख. संख् यात् मक योग् यता एि ं कंप् यिू र कौिल 75 अकं ग. भारत का संजिधान 75 अकं6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1]  यह पेपर िस्ट्तुजनष्ठ प्रकार (बहुजिकल्पी प्रकार के प्रश्न) का होगा। इसके अंतगित 120 प्रश्न होंगे िो जहन्द्िी और अंग्रेिी िोनों ही भाषाओं म ें होंगे। यह पेपर उच्चतर माध्यजमक (हायर सेकेन्द्ड्री) स्ट्तर का होगा। पपे र-II अग्रं िे ी (अहकि पपे र)- जििरणात्मरक प्रकार 200 अकं (3 घिं े) • भाग क - जनबंध 80 अकं • भाग ख - कांप्रीहिें न पैसेि, सार लेखन, साधारण व्याकरण तथा भाषा परीक्षण के अन्द्य पहल ू 120 अकं यह पेपर जििरणात्मक प्रकार का होगा, जिसके अंतगित प्रश्न अंग्रेिी म ें होंगे और प्रश्नों के उत्तर जलखन े का जनधािररत माध्यम भी अंग्रेिी होगा। इस पपे र म ेंकुल 5 प्रश्न होंगे। यह पेपर मैररकुलेिन स्ट्तर का होगा।  पपे र – III आपराजधक जिजध (जििरणात्म क प्रकार) 300 अकं (3 घिं े) भाग क- 150 अकं आपराजधक न्द् याय प्रणाली तथा संिैधाजनक सुरक्षा भारतीय िडं संजहता, 1860 भारतीय साक्ष्य अजधजनयम, 1872 दिल् ली जििेष पुजलस स्ट्थ ापना अजधजनयम, 1946 िस्ट् त्र अजधजनयम, 1956 भाग ख- 150 अकं िडं प्रदिया संजहता, 1973 भ्रष्ि ाचार जनिारण अजधजनयम, 1988 सूचना प्रौद्योजगकी अजधजनयम, 2000 धन िोधन जनिारण अजधजनयम, 2002 भगोड़ा आर्थिक अपराधी अजधजनयम, 2018 केन्द् रीय सतकिता आयोग अजधजनयम, 2003 यह पेपर जििरणात्मक प्रकार का होगा, जिसम ें प्रश्न जद्वभाषी (हहिं ी/अग्रं ेिी) रूप म ें दिए होंगे और प्रश्न पत्रों के उत्तर जलखने का जनधािररत माध्यम भी जद्वभाषी (हहिं ी/अंग्रेिी) होगा। इस पेपर म ें कुल 8 प्रश्न होंग े िो िो खंडों, अथाति ् खडं - क तथा खंड-ख म ें जिभाजित होंगे। इन प्रश्नों म ें स े उम्मीििारों को पांच प्रश्नों के The number of vacancies to be filled on the results of the examination will be specified in the Notice issued by the Commission. Reservation will be made for candidates belonging to the Scheduled Castes and the Scheduled Tribes in respect of vacancies as may be fixed by the Government. 2. Candidates shall not be admitted to the examination unless he/she holds a downloaded e-Admit Card. 10(1) A Candidate who is or has been declared by the Commission to be guilty of :— (a) Obtaining support for candidature by the following means, namely:- (i) offering illegal gratification to; or (ii) applying pressure on; or (iii) blackmailing or threatening to blackmail any person connected with the conduct of the examination; or (b) impersonation; or (c) procuring impersonation by any person; or (d) submitting fabricated / incorrect documents or documents which have been tampered with; or (e) uploading irrelevant or incorrect photo/ signature in the application form in place of actual photo/signature; or (f) making statements which are incorrect or false or suppressing material information; or (g) resorting to the following means in connection with the candidature for the examination, namely :- (i) obtaining copy of question paper through improper means; or (ii) finding out the particulars of the persons connected with secret work relating to the examination; or (iii) influencing the examiners; or (h) being in possession of or using unfair means during the examination; or (i) writing obscene matter or drawing obscene sketches or irrelevant matter in the scripts; or (j) misbehaving in the examination hall including tearing of the scripts, provoking fellow examinees to boycott examination, creating a disorderly scene and the like; or (k) harassing, threatening or doing bodily harm to the staff employed by the Commission for the conduct of the examination; or (l) being in possession of or using any mobile phone, (even in switched-off mode), pager or any electronic equipment or programmable device or storage media like pen drive, smart watches etc. or camera or bluetooth devices or any other equipment or related accessories (either in working or switched-off mode) capable of being used as a communication device during the examination; or (m) violating any of the instructions issued to candidates along with their admission certificates permitting them to take the examination; or (n) attempting to commit or, as the case may be, abetting the commission of all or any of the acts specified in the foregoing clauses; In addition to being liable to criminal prosecution, shall be disqualified by the Commission from the Examination held under these Rules; and/or shall be liable to be debarred either permanently or for a specified period :- (i) by the Commission, from any examination or selection held by them; (ii) by the Central Government from any employment under them;14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] and shall be liable to face disciplinary action under the appropriate rules if already in service under Government; Provided that no penalty under this rule shall be imposed except after :- (i) giving the candidate an opportunity of making such representation in writing as the candidate may wish to make in that behalf; and (ii) taking the representation, if any, submitted by the candidate within the period allowed for this purpose, into consideration. 10(2) Any person who is found by the Commission to be guilty of colluding with a candidate(s) in committing or abetting the commission of any of the misdeeds listed at the clauses (a) to (m) above will be liable to action in terms of the clause (n) above. 11(1) Candidates who obtain such minimum qualifying marks in the written Examination as may be fixed by the Commission in their discretion shall be summoned for the Physical Standard Tests by CBI to check whether they meet the Physical Standards specified in Appendix II to these Rules : 11(2) Commission retains discretion to fix minimum qualifying standards in any or all of the papers at any stage and retains discretion to evaluate conventional papers of only those candidates who secure minimum qualifying standards in the objective paper (Paper-I), as may be determined by the Commission in its discretion. 11(3) Provided that candidates belonging to the Scheduled Castes and the Scheduled Tribes may be summoned for the Physical Standard Tests by applying relaxed standards if the Commission is of the opinion that sufficient number of candidates from these categories are not likely to be summoned for the Physical Standards Tests on the basis of the general standard in Written Examination in order to fill up the vacancies reserved for them. 11(4) The Physical Standard Tests will be conducted under the supervision of CBI. 11(5) Candidates, who are declared qualified in the Physical Standard Tests, will be called for the Interview/Personality Test to be conducted by the Union Public Service Commission. The Interview/Personality Test will carry 200 marks. 11(6) The Interview/Personality Test would be conducted by a Board of competent and unbiased persons who will have before them a record of the candidates. The candidate will be asked questions both in his/her own field as well as matters of general interest to test his/her awareness and understanding. In broad terms, this will be an assessment of not only his/her mental calibre but also his/her social traits and integrity of character. The Board would broadly assess the candidate inter-alia in the following : (i) Physical Make-up (a) Appearance (b) Bearing (c) Manners and Mannerism (ii) General Intelligence, Aptitude and Interest (a) Ability to perceive, analyse and present facts and situation. (b) Work related aptitudes, like discipline, empathy etc. (c) Extra-curricular activities-participation in games, sports, debates etc. (iii) Disposition (a) Leadership, drive, determination, quick decision making etc. (b) Self-reliance. (c) Ability to face stress and crisis. (d) Courage-moral and physical. (iv) Behavioural aspect of personality (a) Inter-personal relations with superiors and subordinates. (b) Commitment to values, integrity, secular and national orientation. 11(7) The candidature of such candidates who do not qualify at the Physical Standards Tests is liable for cancellation. 12(1) After the Interview, candidates will be arranged by the Commission in order of merit as disclosed by the aggregate marks finally awarded to each candidate subject to qualifying each paper/part of the examination as decided by the Commission.[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 15 Category-wise merit list will be based on the number of vacancies and candidate’s merit and fulfilment of all other eligibility conditions. The Commission reserves the right to fix minimum qualifying standards for any or all stage(s) or paper(s) of the Examination. 12(2) The final selection of the candidates including candidates belonging to the Scheduled Castes and Scheduled Tribes will be decided based on the guidelines issued by the Department of Personnel & Training vide OM 36012/16/2019-Estt.(Res.) dated 12.04.2022 subject to the final outcome of the Civil Appeal No. 629 of 2022 arising out of SLP(C) No. 36021/2011. Further provided that the candidates who qualify in the order of merit but the results of whose Physical standards test are pending will be recommended provisionally. 13. The form and manner of communication of the result of the examination to individual candidates shall be decided by the Commission in their discretion and the Commission will not enter into correspondence with them regarding the result. 14. A candidate must be in good mental and bodily health and free from any physical defect likely to interfere with the discharge of his/her duties as an officer of the service. A candidate, who after such physical examination as Government or the appointing authority, as the case may be, may prescribe, is found not to satisfy these requirements will not be appointed. 15. The list of finally selected candidates would be forwarded by the Commission to Department of Personnel & Training, Ministry of Personnel, Public Grievances and Pensions for issue of offer of appointment to the post of Deputy Superintendent of Police in CBI. 16.
