और )ख(िो जिम् िजलजखत िैजिक अहतव ा और अिुभि रखते हों, अथावत्-: (i) सिम प्राजधकारी द्वारा आयोजित अधीिस्ट् थ लेखा सेिा या समतुल् य परीिा उतीणव की हो; या (ii) जिन् होंिे सजचिालय प्रजििण और प्रबंधि संस्ट् थाि में रोकड और लेखा कायव में प्रजििण या समतुल् य प्रजििण पाठ्यक्म सफलतापूिवक पूणव दकया हो तथा दकसी जिभाग या संगठि के जित या लेखा प्रभाग के बिट कायव में न् यूितम 5 िषव का अिुभि हो। रटप्प ण 1: िहां ऐसे कजिष्‍ट ठ व् यजक् तयों के संबंध में, जिन् होंिे अपिी अहकव या पात्रता सेिा पूरी कर ली ह,ै प्रोन् िजत के जलए जिचार दकया िा रहा हो, िहां उिके ज्य ेष्‍ट ठ व् यजक् तयों के संबंध में भी जिचार दकया िाएगा परंतु यह तब िब दक उसके द्वारा की गई ऐसी अहवक या पात्रता सेिा, अपेजित अहकव या पात्रता सेिा के आध ेसे अजधक से या िो िषव से, इिमें से िो भी कम हो, कम ि हो और उन् होंिे अपिे ऐसे कजिष्‍ट ठ व् यजक् तयों सजहत, जिन् होंिे ऐसी अहकव या पात्रता सेिा पहले ही पूरी कर ली है, अगली उच् च् तर श्रेणी में प्रोन् िजत के जलए अपिी पररिीिा की अिजध सफलतापूिवक पूरी कर ली हो। रटप्प ण 2: पोषक प्रिगव के ऐसे जिभागीय अजधकारी िो प्रोन् िजत की सीधी पंजि में ह,ैं प्रजतजियुजि पर जियुजि के जलए जिचार दकए िािे के पात्र िहीं होंगे। इसी प्रकार, प्रजतजियुक्त व्यजि प्रोन् िजत द्वारा जियुजि के जलए जिचार दकए िािे के पात्र िहीं होंगे। रटप्प ण 3: प्रजतजियुजि की अिजध, जिसके अंतगवत केंद्रीय सरकार के उसी या दकसी अन्य संगठि या जिभाग में इस जियुजि से ठीक पहले धाररत दकसी अन्य काडर-बाह्य पि पर प्रजतजियुजि की अिजध साधारणतया तीि िष व से अजधक िहीं होगी। प्रजतजियुजि द्वारा जियुजि के जलए अजधकतम आयु सीमा आिेिि प्राजप्त की अंजतम तारीख को 56 िषव से अजधक िहीं होगी।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] यदि जिभागीय प्रोन्नजत सजमजत ह,ै तो उसकी संरचिा भती करि ेम ेंदकि पररजस्ट्थजतयों म ें सघं लोक सिे ा आयोग स ेपरामि व दकया िाएगा। )12( )13( समूह ‘क’ जिभागीय प्रोन् िजत सजमजत )प्रोन्नजत के संबंध में जिचार करिे के जलए( जिसमें प्रोन् िजत के जलए संघ लोक सेिा आयोग से परामिव आिश् यक हैं। जिम्नजलजखत होंगेेः- 1. अध्य ि या सिस्ट् य, संघ लोक सेिा आयोग - अध्यि; 2. संयुि महालेखा जियंत्रक - सिस्ट्य; 3. मुख्य लेखा जियंत्रक - सिस्ट्य; 4. मुख्य लेखा जियंत्रक - सिस्ट्य। [फा. सं. ई-865/ए-65061(55)/7/2020-समूह ख -सीिीए] तृजप्त पात्रा घोष, संयक्ु त महालखे ा जियंत्रक MINISTRY OF FINANCE (Department of Expenditure) (CONTROLLER GENERAL OF ACCOUNTS) NOTIFICATION New Delhi, the 18th August, 2025 G.S.R. 557(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Civil Accounts Service (Pay and Accounts Officer and Senior Accounts Officer) Recruitment Rules, 2000, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Senior Accounts Officer of the Central Civil Accounts Service, namely :- 1. Short title and Commencement. - (1) These rules may be called the Central Civil Accounts Service, Senior Accounts Officer Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and level in pay matrix. - The number of said posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualification, etc. - The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification. - No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage, and that there are other grounds for so doing, exempt any person from operation of this rule. 5. Power to relax. -Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 6. (11) Promotion: Assistant Accounts Officer in level-8 (Rs.47600-151100) of pay matrix with seven years of regular service including service rendered in non-functional grade of level-9 (Rs.53100-167800) of pay matrix and having successfully completed mandatory training of two to four weeks as prescribed by the Department. Deputation: Officers working in the Central Government or State Government or Union Territory Administration : (A) (i) holding analogous post on regular basis in the parent cadre or Department; or (ii) with two years service in the grade rendered after appointment thereto on a regular basis in posts in level-9 (Rs. 53100-167800) of pay matrix or equivalent in the parent cadre or Department ; or (iii) with seven years service in the grade rendered after appointment thereto on a regular basis in posts in level-8 (Rs.47600-151100) of pay matrix or equivalent in the parent cadre or Department; and (B) possessing the following qualification and experience, namely :- (i) A pass in Subordinate Accounts Service or equivalent examination conducted by the competent authority; or (ii) successful completion of training in cash and accounts work in the Institute of Secretariat Training and Management or equivalent training course and a minimum of five years’ experience in finance or budgeting of Accounts Division of any Department or organisation. Note 1.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed qualifying or eligibility service. Note 2. - The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 3. - The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications.
