भत्ते और फीस का जिजनयमन करते हुए जनम्नजलजखत जनयम बनाती ह,ै अथावत:्-
1. संजक्षप्त नाम और प्रारंभ–(1) इन जनयमों का संजक्षप्त नाम केंद्रीय जिद्युत प्राजधकरण (अध्यक्ष और अन्य सिस्ट्यों की
सेिा के जनबंधन और ित)ें जनयम, 2024 ह।ै
(2) ये इनके रािपत्र में प्रकािन की तारीख को प्रिृत् त होंगे।
2. पररभाषाएँ - (1) इन जनयमों म,ें िब तक दक संिभव स ेअन्यथा अपेजक्षत न हो, -
(क) "अजधजनयम" स ेजिद्युत अजधजनयम, 2003 (2003 का 36) अजभप्रेत ह;ै
(ख) "प्राजधकरण" से अजधजनयम की धारा 70 के अधीन स्ट्थाजपत केंद्रीय जिद्युत प्राजधकरण अजभप्रेत ह;ै

(ग) "अध्यक्ष" से प्राजधकरण का अध्यक्ष अजभप्रेत ह;ै

(ङ) "अन्य सिस्ट्य" स ेपूणवकाजलक सिस्ट्य से जभन्न कोई अन्य सिस्ट्य अजभप्रते ह।ै
(2) उन िब्िों और पिों के, िो इसमें प्रयुि ह ैं ककंत ु पररभाजषत नहीं ह,ैं िही अथ वहोंग,े िो उनके इस अजधजनयम में ह।ैं
3. प्राजधकरण की सरं चना - (1) अजधजनयम की धारा 70 की उपधारा (5) में अंतर्िवष्ट उपबंधों के अधीन, प्राजधकरण
में जनम्नजलजखत सिस्ट्य सजममजलत होंग,े अथावत:
(क) अध्यक्ष;
(ख) सिस्ट्य (आर्थवक और िाजणजययक);
(ग) सिस्ट्य (जिड संचालन और जितरण);
(घ) सिस्ट्य (हाइड्रो);
(ङ) सिस्ट्य (योिना);
(च) सिस्ट्य (जिद्युत प्रणाली);
(छ) सिस्ट्य (तापीय);
(ि) सिस्ट्य (निीकरणीय ऊिाव)
(2) जनयम 4 के उपबंधों के अधीन, अध्यक्ष और सिस्ट्यों को प्रजतजनयुजि (जिसके अंतगवत अल्पकाजलक संजििा भी ह)ै पर
जनयुि दकया िाएगा।
4. अध्यक्ष तथा सिस्ट्यों की पात्रता और सिे ा के जनबधं न एि ं ित ें – (1) अध्यक्ष और सिस्ट्यों के पि के जलए पात्रता
की ितें नीचे जिजनर्िष्टव की गई ह:ैं
(क) अध्यक्ष:
केंद्रीय सरकार या रायय सरकार या संघ रायय क्षेत्र या स्ट्िायत्त या कानूनी संगठन या पजब्लक सेक्टर उपक्म या
जिश्वजिद्यालय या मान्यता प्राप्त अनुसंधान संस्ट्था के अजधकारी िो;
(अ) (i) जनयजमत आधार पर सििृ पि धारण दकए हुए हो; या
(ii) उस श्रेणी में न्यूनतम एक िषव की जनयजमत सेिा के साथ स्ट्तर-16 म ें पि धारण दकए हुए हो; या
(iii) उस श्रेणी में िो िषव की जनयजमत सेिा के साथ स्ट्तर-15 म ें पि धारण दकए हुए हो; या
(iv) उस श्रेणी म ेंपांच िष व की जनयजमत सेिा के साथ स्ट्तर-14 म ें पि धारण दकए हुए हो; और
(आ) जिनके पास अजधजनयम की धारा 70 की उपधारा (5) म ें यथा उपबंजधत सुसगं त क्षेत्र में तीन िषव का क्षेत्रीय अनुभि
हो।
(ख) सिस्ट्य:
केंद्रीय सरकार या रायय सरकार या संघ रायय क्षेत्र या स्ट्िायत्त या कानूनी संगठन या पजब्लक सेक्टर उपक्म या
जिश्वजिद्यालय या मान्यता प्राप्त अनुसंधान संस्ट्था के अजधकारी िो;
(क) (i) जनयजमत आधार पर सििृ पि धारण दकए हुए हो; या[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3
(ii) उस श्रेणी में पांच िषव की जनयजमत सेिा के साथ स्ट्तर-14 में पि धारण दकए हुए हो; और
(ख) जिनके पास अजधजनयम की धारा 70 की उपधारा (5) में दकए गए प्रािधान के अनुसार सुसंगत क्षेत्र में तीन िष व का
क्षेत्रीय अनुभि हो।
स्ट्पष्टीकरण - इस उप-जनयम के प्रयोिनों के जलए, "सुसंगत क्षत्रे" पि से अजधजनयम की धारा 70 की उप-धारा (5) में यथा
जिजहत क्षेत्र अजभप्रेत ह:ै
(2) अजधजनयम की धारा 70 की उप-धारा (6) के उपबंधों के अधीन, यथा जस्ट्थजत अध्यक्ष या सिस्ट्य, पांच िष व से अनजधक
की अिजध के जलए या अजधिर्षतव ा की आय ुप्राप्त करन े तक पि पर रहगे ा:
परंतु िहां उप-जनयम (2) में यथा उपबंजधत अध्यक्ष या सिस्ट्य की जिजहत पिािजध उसकी अजधिर्षवता की आयु प्राप्त करन े
से पूिव समाप्त हो िाती ह,ै िहां केंद्रीय सरकार ऐसे अध्यक्ष या सिस्ट्य की पिािजध को उसकी अजधिर्षवता की तारीख स े
अनजधक की अिजध के जलए बढा सकती ह।ै सजहत प्रजतजनयुजि की अजधकतम अिजध जिसके अंतगवत जिस्ट्तार भी ह ै यदि
कोई हो, सात िषव होगी।
(3) कोई व्यजि प्राजधकरण का अध्यक्ष या सिस्ट्य नहीं रहगे ा, यदि िह –
(i) प्राजधकरण की पूिव अनुमजत के जबना, प्राजधकरण की लगातार तीन बैठकों से अनुपजस्ट्थत रहता ह;ै या
(ii) प्रजतजनयुजि पर जनयिु होने पर, केंद्रीय सरकार या रायय सरकार या दकसी अन्य उधारिाता प्राजधकरण म ें
उसकी सेिा समाप् त हो िाती ह;ै या
(iii) दकसी ऐसे अपराध के जलए, जिसमें केंद्रीय सरकार की राय में नैजतक अधमता अंतिर्लवत ह,ै िोष जसद्ध ठहरा
दिया गया ह ैया कारािास से िडं ादिष्ट कर दिया गया ह;ै या
(iv) अनुन् मोजचत दििाजलया हो गया ह।ै
5. आय ु सीमा - अध्यक्ष अथिा सिस्ट्य के रूप म ें जनयुि होन े के जलए अजधकतम आय ु सीमा अट्ठािन िषव स े अजधक
नहीं होगी:
(i) अप्रत्याजित ररजि के जलए आिेिन प्राप्त होने की अंजतम जतजथ तक, और
(ii) प्रत्याजित ररजि के मामल ेमें उस जतजथ तक िब ररजि उत्पन्न होन े की प्रत्यािा ह।ै
6. त्य ागपत्र/मलू सिं ग व म ें प्रत्याितनव – (1) केंद्रीय सरकार को कम से कम तीन महीने की, जलजखत सूचना, िेकर
अध्यक्ष अपने पि से त् यागपत्र ि ेसकता ह ैऔर ऐसा त् यागपत्र स्ट्िीकार हो िाने पर, उसका पि ररक्त समाा िाएगा।
(2) कोई सिस्ट्य, अध्यक्ष को कम से कम तीन महीने की, जलजखत सूचना, िेने के पश्चात ्अपने पि से त् यागपत्र िे सकता ह ैिो
इसे केंद्रीय सरकार को अिेजषत करेगा और ऐसा त् यागपत्र स्ट्िीकार हो िाने पर, उसका पि ररक्त समाा िाएगा।
(3) यदि अध्यक्ष और सिस्ट्य को मूल कॉडर म ें िापस भेिने की पररजस्ट्थजत उत्पन्न होती ह,ै तो उधारिाता मंत्रालय या
जिभाग या संगठन और संबंजधत कमवचारी को जलजखत रूप में कम से कम तीन महीने की सूचना िेने के पश्चात ् उनकी सेिाएं
िापस की िाएगं ी।
7. सिस्ट्यों के िते न, भत्त ेऔर सिे ा के अन्य जनबधं न और ित-ें
(1) अध्यक्ष, भारत सरकार के पिेन सजचि की प्राजस्ट्थजत का उपभोग करेगा और भारत सरकार के सजचि को यथा उपलभ्य
िेतन और भत्ते प्राप् त करेगा।
(2) कोई सिस्ट्य, भारत सरकार के पिेन अपर सजचि की प्राजस्ट्थजत का उपभोग करेगा और भारत सरकार के अपर सजचि

(3) अध्यक्ष और सिस्ट्यों की सिे ा के अन्य जनबंधन और ितें, िैसे छुट्टी की पात्रता, छुट्टी िेतन, छुट्टी यात्रा ररयायत, यात्रा
भत्ता, जचदकत्सा लाभ, आदि िही होंगी िो तत्स्ट्थानी प्राजस्ट्थजत के केंद्रीय सरकार के अजधकाररयों पर यथा लाग ूहो।
(4) अध्यक्ष और सिस्ट्यों के संबंध में पेंिन और छुट्टी िेतन अजभिाय का भुगतान, प्राजधकरण द्वारा संबंजधत उधारिाता
प्राजधकरण को उनके जनयमों के अनुसार दकया िाएगा।
8. अन्य सिस्ट्यों को सिं ेय भत्त े और फीस - अन्य सिस्ट्य, प्राजधकरण की बैठकों म ें हाजिर होन े के जलए, ऐस े भत्ते और
फीस प्राप्त करेंग ेिो केंद्रीय सरकार द्वारा अिधाररत दकए िाए।
9. जिजथल करन े की िजि - िहां केंद्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन है, िहां िह
उसके जलए िो कारण ह ैंउन् ह ेंजलजखत रूप म ें अजभजलजखत करके, इन जनयमों के दकसी भी उपबंध को दकसी भी िगव या प्रिगव
के व्यजियों के संबंध में, आििे द्वारा जिजथल कर सकती ह।ै

NOTIFICATION
New Delhi the 15th January, 2024
G.S.R. 44(E). —In exercise of the powers conferred by clauses (g) and (h) of sub-section (2) of section 176
of the Electricity Act, 2003 (36 of 2003), and in supersession of the Central Electricity Authority (Terms and
Conditions of Service of Chairperson and other Members) Rules, 2005, except as respects things done or omitted to be
done before such supersession, the Central Government hereby makes the following rules regulating the terms and
conditions of service of Chairperson and Members and allowances and fees payable to other members namely:-
1. Short title and commencement. – (1) These rules may be called the Central Electricity Authority (Terms
and Conditions of Service of Chairperson and other Members) Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Definitions. – (1) In these rules, unless the context otherwise requires,-
(a) “Act” means the Electricity Act, 2003 (36 of 2003);
(b) “Authority” means the Central Electricity Authority established under section 70 of the Act;
(c) “Chairperson” means the Chairperson of the Authority;
(d) “Member” means a full-time Member of the Authority, including the Chairperson;
(e) “other Member” means a Member other than a full-time Member.
(2) All other words and expressions used herein but not defined shall have the same meanings respectively assigned
to them in the Act.
3. Composition of Authority. – (1) Subject to the provisions contained in sub-section (5) of section 70 of the
Act, the Authority shall consist of the following Members, namely:-
(a) Chairperson;
(b) Member (Economic and Commercial);
(c) Member (Grid Operations and Distribution);
(d) Member (Hydro);
(e) Member (Planning);
(f) Member (Power Systems);
(g) Member (Thermal);

(2) The Chairperson and Members shall be appointed on deputation (including short-term contract), subject to
the provisions of rule 4.
4. Eligibility and term and conditions and service of Chairperson and Members. – (1) The eligibility
conditions for the post of Chairperson and Members are specified below:
(a) Chairperson:
Officers of the Central Government or State Government or Union territories or autonomous or statutory organisation
or Public Sector Undertakings or University or Recognized Research Institution,-
(A) (i) holding analogous post on regular basis; or
(ii) holding post in Level-16 with minimum one year of regular service in the grade; or
(iii) holding post in Level-15 with two years of regular service in the grade; or
(iv) holding post in Level-14 with five years of regular service in the grade; and
(B) possessing three years' field experience in the relevant field as provided in sub-section (5) of section 70 of
the Act.
(b) Member:
Officers of the Central Government or State Government or Union territories or autonomous or statutory organisation
or Public Sector Undertakings or University or Recognized Research Institution;
(A) (i) holding analogous post on regular basis; or
(ii) holding post in Level-14 with five years of regular service in the grade; and
(B) possessing three years' field experience in the relevant field as provided in sub-section (5) of section 70 of the
Act.
Explanation. - For the purposes of this sub-rule, the expression “relevant field” means the fields as prescribed in
sub-section (5) of section 70 of the Act:
(2) Subject to the provisions of sub-section (6) of section 70 of the Act, the Chairperson, or as the case may be, a
Member shall hold office for a period not exceeding five years or till he attains the age of superannuation:
Provided that where the prescribed term of office of the Chairperson or a Member as provided in sub-rule (2) expires
before he attains the age of superannuation, the Central Government may extend the term of office of such
Chairperson or Member for a further period not exceeding the date of his superannuation. The maximum period of
deputation including extension, if any, shall be seven years.
(3) A person shall cease to be the Chairperson or a Member of the Authority, if he –
(i) remains absent, without the prior permission of the Authority, from three consecutive meetings of the
Authority; or
(ii) having been appointed on deputation, ceases to be in service of the Central Government or the State
Government or any other lending authority; or
(iii) has been convicted and sentenced to imprisonment for an offence which in the opinion of the Central
Government, involves moral turpitude; or
(iv) is an un-discharged insolvent.
5. Age limit. –The maximum age limit for being appointed as the Chairperson or a Member shall be not exceeding
fifty-eight years:-
(i) as on the closing date of receipt of applications for unanticipated vacancy, and
(ii) as on date on which vacancy is expected to arise in case of anticipated vacancy.
6. Resignation/repatriation to parent cadre. – (1) The Chairperson may resign from his office by giving notice
of at least three months in writing to the Central Government and on such resignation being accepted, he shall be
deemed to have vacated his office.
(2) A Member may resign from his office after giving notice of at least three months in writing to the Chairperson
who shall forward the same to the Central Government and on such resignation being accepted, he shall be deemed to

(3) If, a situation arises for repatriation of the Chairperson and Member to the parent cadre, his services will be
returned after giving notice of at least three months in writing to the lending Ministry or Department or organisation
and the employee concerned.
7. Pay, allowances and other terms and conditions of service of Members.-
(1) The Chairperson shall enjoy the status of ex-officio, Secretary to the Government of India and shall carry the
same pay and allowances as available to the Secretary to that Government.
(2) A Member shall enjoy the status of ex-officio, Additional Secretary to the Government of India and shall carry
the same pay and allowances as available to the Additional Secretary to that Government.
(3) The other terms and conditions of service of Chairperson and Members, like entitlement of leave, leave
salary, leave travel concession, travelling allowance, medical benefits, etc., shall be as applicable to the Central
Government officers of corresponding status.
(4) The pension and leave salary contribution of the Chairperson and Member, shall be paid by the Authority to
the respective lending authority in accordance with their rules.
8. Allowances and fees payable to other Members. - The other Members shall receive such allowances and
fees for attending the meetings of the Authority as may be determined by the Central Government.
9. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any
class or category of persons.
