Executive Summary & Key Takeaways

## Report on the Central Government General Pool Residential Accommodation Amendment Rules, 2021 **1. Executive Summary:** This report analyzes the Central Government General Pool Residential Accommodation Amendment Rules, 2021, as published in the Gazette of India. This amendment modifies the Central Government General Pool Residential Accommodation Rules, 2017, specifically regarding the consequences of failing to accept offered changes in residential accommodation. The core purpose of the amendment appears to be to streamline the allocation process by discouraging delays in accepting accommodation changes. The key finding is that failing to accept a change of accommodation within eight days now results in a one-year suspension from consideration for future accommodation changes of the same type. **2. Introduction:** This report aims to provide an informative overview of the Central Government General Pool Residential Accommodation Amendment Rules, 2021, based solely on the text published in the Gazette of India. It outlines the amendment's purpose, key changes, affected parties, and potential implications. **3. Policy Overview:** This is an amendment to the Central Government General Pool Residential Accommodation Rules, 2017. The core objective, as inferred from the amendment text, is to improve the efficiency of residential accommodation allocation by discouraging allottees from delaying or refusing offered changes. **4. Background and Rationale:** This amendment likely addresses issues arising from allottees rejecting offered changes of accommodation. It suggests that such rejections may have been causing delays or inefficiencies in the allocation process. The amendment seeks to discourage these rejections by implementing a penalty: a one-year suspension from consideration for similar changes. **5. Key Provisions / Changes:** This amendment specifically targets rule 44, clause 6 of the Central Government General Pool Residential Accommodation Rules, 2017. * **Specific part of the original policy being changed:** Rule 44, clause 6, within the Central Government General Pool Residential Accommodation Rules, 2017. * **New rule/provision:** The amended clause now states that "if an allottee fails to accept a change of accommodation offered to him within eight days of issue of such offer or allotment, he shall not be considered again for a change of accommodation for one year from the date of non-acceptance for that type of accommodation." * **Difference/Effect of the change:** Previously, the consequence of failing to accept an offered change of accommodation within the stipulated timeframe was different (the text does not provide the previous consequence); now, the specific consequence is a one-year suspension from consideration for similar changes. This aims to incentivize allottees to promptly accept or decline offers, freeing up accommodation for others and reducing administrative burden. **6. Target Audience and Stakeholders:** The primary audience and stakeholders are Central Government employees who are eligible for and currently utilize General Pool Residential Accommodation. The changes directly affect those who are offered a change of accommodation. **7. Implementation Aspects (Inferred):** * **Responsible agency/bodies:** The Directorate of Estates, under the Ministry of Housing and Urban Affairs, is the likely responsible body for implementing these rules, as indicated by the notification's origin. * **Timelines or procedures specified:** The key timeline is the eight-day period within which an allottee must accept or decline an offered change of accommodation. Failing to do so triggers the one-year suspension. * Implementation aspects specific to the changes: The Directorate of Estates will need to track instances of non-acceptance and enforce the one-year suspension from consideration for future accommodation changes of the same type. **8. Expected Outcomes / Impact of Changes:** The intended outcome of this amendment is to reduce the number of declined accommodation change offers. By penalizing non-acceptance with a one-year suspension, the amendment aims to: * Encourage faster decision-making by allottees. * Streamline the allocation process. * Improve the efficient utilization of available residential accommodation. **9. Conclusion:** The Central Government General Pool Residential Accommodation Amendment Rules, 2021, represent a targeted effort to improve the efficiency of the government's residential accommodation allocation process. By imposing a one-year suspension for failing to accept offered changes within eight days, the amendment aims to reduce delays and ensure timely allocation of housing resources to eligible employees. The change affects government employees eligible for housing and requires them to make timely decision regarding accepting government housing change offers.
