(करोड़ रुपए म)ें रारा-361 का 330.150 332.000 1.850 26.84 उपर जहवरासंगम दक.मी. दक.मी. सारणी 1- यवतमाल जजल े बाइपास में मेंभांब गांव के रारा-361 का 369.450 371.800 2.350 34.10 ईजल्लजखत जनकटरारा-361 ज्वाला दक.मी. दक.मी. अधार दरों के 382.920 बाइपास का %151([भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 3 दक.मी. जडजाआन रारा-361 का 376.280 378.430दक.मी. 2.150 31.19 ऄथागत चैनेज (जवद्यमान मंगरूल दक.मी. अधार दरों चैनेज 167.658 बाइपास के 111% दक.मी.)पर रारा-361 का 385.550 387.180 1.630 23.65 का डेढ़ जहवरी दक.मी. दक.मी. गुणा) बाइपास 3. ईपयुगि के ऄजतररि, जनम्नजलजखत संरचनाओं, जजनकी लम्बाइ 60 मीटर स े ऄजधक ह,ै के ईपयोग के जलए ऐसी संरचनाओं की लम्बाइ को समकरण गुणक 10 स े गुणा कर के राजमागग की समकक्ष लम्बाइ म ें पररवर्ततत करत े हुए, जनम्नजलजखत िुल्क प्लाजा पर जनम्नजलजखत िुल्क भी िोध्य और संदेय होगाः िुल्क प्लाजा का ऄवस्ट्थान सड़क की समकक्ष लम्बाइ में सड़क की समकक्ष दर जजसपर िल्ु क (चैनेज) पररवर्ततत दकए जान े हते ु लम्बाइ (म ें .मी.दक) संदेय ह ै संरचनाओं* की लम्बाइ .मी.दक)म(ें यवतमाल जजल ेम ेंभांब गांव के 0.165 1.650 ईपर सारणी 1-म ें जनकट रारा-361 के 382.920 ईजल्लजखत अधार दक.मी.जडजाआन चनै ेज (जवद्यमान दरों का 100% चैनेज167.658 दक.मी.)पर कुल लंबाइ 0.165 1.650 *60 मीटर से ऄजधक की लम् बाइ वाली संरचनाओं का ‍ यौरा जनम्न जलजखत ह:ै 60 मीटर से ऄजधक की लम् बाइ वाली संरचना क्रम स ं. सरं चना का ऄवस्ट्थान(चनै जे दक(मी. सरं चना का प्रकार कुल लबं ाइ (दकमी. म)ें 1 360.413 बडा पुल 0.075 2 375.962 बडा पुल 0.090 कुल 0.165 6. जजस व्यजि का ऄपना यांजत्रक वाहन, गैर-वाजणजज्यक प्रयोजनों के जलए पंजीकृत हुअ हो और वह िल्ु क प्लाजा स े बीस दकलोमीटर तक की दरू ी में ही रहता हो, ईसके जलए वषग 2020-21 के जलए माजसक पास की दर 275.00/- रूपए (दो सौपचहत्तररूपए मात्र) होगी और ईि जनयमों के ईपबंधों के ऄनुसार ईसमें प्रत्यके वषग संिोधन दकया जायेगा। 5. राजमागग खण्ड पर बहुयात्राओं हते ु पास जनम्नजलजखत दरों पर जारी दकया जाएगा, ऄथागतः्4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] संदेय राजि ऄनुज्ञात एकतरफा मान्द्यता ऄवजध यात्राओं की ऄजधकतम संख्या एकतरफा यात्रा के जलए िल्ु क का डेढ़ गुना दो संदाय के समय से चौबीस घंटे पचास एकल यात्राओं के जलए संदेय िुल्क पचास संदाय की तारीख से एक मास की राजि का दो-जतहाइ 6. जजस जजले में िुल्क प्लाजा पड़ता ह ै ईस जजले में पंजीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के ऄधीन चल रह े वाहनों को छोड़कर) के जलए िल्ु क ईस श्रेणी के जलए वाहन के जलए जवजनर्ददष्ट िल्ु क का 50% होगा बित े के ऐस े वाजणजज्यक वाहनों के ईपयोग के जलए कोइ सर्तवस रोड ऄथवा वैकजल्पक सड़क ईपल‍ध न हो। 7. जो यांजत्रक वाहन ऄपनी श्रेणी के जलए जनधागररत ऄनुज्ञेय भार की ऄपेक्षा ऄजधक भार से लदा हुअ होगा ईसके चालक ऄथवा माजलक ऄथवा प्रभारी व्यजि को ऐस े ऄजधक भार से लदे हुए वाहन को राष्ट्रीय राजमागग म ें प्रवेि कराने के जलए िल्ु क सग्रं हण एजेंसी को ईि जनयमों के जनयम 10 के ईपजनयम 1ए म ें जवजनर्ददष्ट के बराबरिल्ु क का भुगतान करना होगा और ईसे राजमाग ग खण्ड का ईपयोग करन े की तब तक ऄनुमजत नहीं होगी जब तक दक ऐसे यांजत्रक वाहन से ऄजधक भार को हटा न ददया जाए। 8. यांजत्रक वाहनों की श्रणे ी, ईनके जलए ऄनुज्ञेय भार, छूट-प्राि वाहनों की श्रणे ी, सर्तवस रोड, वैकजल्पक सड़क अदद सजहत सभी पररभाषाएं ईि जनयमों में जवजनर्ददष्ट पररभाषाओं के ऄनुसार होंगी। 9. ईि जनयमों के जनयम 12 के ऄनुसार, ईपयोगकतागओं की जानकारी के जलए िुल्क की दरों को प्रदर्तित दकया जाएगा। 10. उपर सारणी-1 में यथा-ईजल्लजखत, अधार वष ग 2007-08 के जलए प्रजत दकलोमीटर िुल्क की अधार दर के अधार पर, यांजत्रक वाहनों से जलए जान े वाल े वास्ट्तजवक िल्ु क और कटौजतयों की गणना प्राजधकरण द्वारा खडं ों की पूरी कर ली गइ लम्बाइ के अधार पर की जायगे ी और ईसमें ईि जनयमों के जनयम 5 के ऄनुसार वार्तषक तौर पर संिोधन दकया जाएगा तथा ईसे, तदनुसार, ऄग्रं ेजी और स्ट्थानीय भाषा के कम-स-े कम एक-एक समाचार पत्र में प्रकाजित दकया जाएगा। 11. आस पररयोजना के पजूं ीगत लागत का वतगमान मूल्य 1160.64 करोड़ रुपए ह।ै पूंजी लागत में पररवतनग हो सकता ह ै क्य ोंदक भूजम ऄजगन, जन-ईपयोजगता सेवाओं का स्ट् थान बदलन,े पेड़ों की कटाइ अदद जैस े दक्रयाकलाप ऄभी पूरे दकए जाने िेष ह ैं । ऄंजतम पूंजीगत लागत को ऄलग से ऄजधसूजचत दकया जाएगा । प्राजधकरण द्वारा प्रयोगकतागओं से वसलू दकए गए िुल्क के जररए पूंजीगत लागत की वसूली का ररकाडग रखा जाएगा और पूंजीगत लागत की वसूली हो जान े के पश् चात, लगाए जान े वाल े िल्ु क की दरों को घटाकर 40% कर ददया जाएगा और ईि जनयमों के ऄनुसार आस म ेंवार्तषक तौर पर संिोधन दकया जाएगा। [फा.सं.NHAI/13013/680/CO/19-20/GC MahagaonYavatmal Section (PKG-II) ] जप्रयांक भारती, संयुि सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 13th July, 2020 S.O. 2342(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O 3559(E) dated 07th November, 2017 issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the National Highway No. 361 (The[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 5 highway starting from Tuljapur on NH-52 connecting Latur, Ahamadpur, Nanded, Yavatmal, Wardha and terminating at its junction with NH-44 near ButiBori) in the State of Maharashtra to the National Highways Authority of India (hereinafter referred to as the “Authority”); And whereas, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “said Rules”), the Central Government hereby levies the fee on mechanical vehicles at the rates specified in column (2) in Table 1 for net road section length of 71.85 km and for equivalent structure length (having length more than 60m) of 1.650 km (having length of 0.165 km) and at one and one half times the base rates for bypasses having length of 7.98 Km costing rupees ten crore or more on the type of vehicles specified in column (1) of Table-1 below of Mahagaon to Yavatmal section from design chainage km 320.580 to km 400.575 of National Highway number 361 in the State of Maharashtra and authorises the Authority to collect, either through its officials or through a contractor, the said fee, namely:- Table 1 Type of vehicle Base rate of fee per km for the base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) 3.45 or Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometres from the fee plaza is Rs. 275.00 (Rupees Two Hundred Seventy Five only) for the year 2020-21 and is subject to revision every year as per the provisions of the said rules. 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fees specified in sub-rule 1A of rule 10 of said rules and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc., shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 10. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 11. The estimated capital cost of the project is Rupees 1160.64 Crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting etc. are yet to be completed and the final capital cost will be notified separately. The Authority shall maintain a record of the recovery of capital cost through user fee realized and after recovery of the capital cost, the fee leviable shall be reduced to 40% of the rates and shall be revised annually in accordance with the said rules.
