(जवद्यमान चनै ेज ईजल्लजखत अधार दरों 120.500 दक.मी.) पर का 100% *संरचनां का जववरण जनम्नानसु ार ह ै क्रम संख्या (चैनेज) संरचना का प्रकार लम्बाइ (दक.मी.) दक.मी. स े दक.मी. तक 1 57.809 57.951 अरओबी 0.142 2 58.570 58.670 फ़्लाआओवर 0.100 कुल 0.242 4. जजस व्यजि का ऄपना यांजत्रक वाहन, गैर-वाजणजज्यक प्रयोजनों के जलए पंजीकृत हुअ हो और वह िुल्क प्लाजा से बीस दकलोमीटर तक की दरू ी में ही रहता हो, ईसके जलए वर्ग 2020-21 के जलए माजसक पास की दर 275.00/- रूपए (दो सौ पचहत्तर रूपए मात्र) होगी और राष्ट्रीय राजमाग ग िल्ु क (दरों का ऄवधारण और सग्रं हण) जनयम, 2008 के ईपबंधों के ऄनुसार ईसमें प्रत्येक वर् ग संिोधन दकया जायेगा । 5. राजमागग खण्ड पर बहुयात्रां हते ु पास जनम्नजलजखत दरों पर जारी दकया जाएगा, ऄथागतः् सारणी -5 संदेय राजि ऄनुज्ञात एकतरफा यात्रां जवजधमान्द्यता की ऄवजध की ऄजधकतम संख्या एकतरफा यात्रा के जलए िल्ु क का डेढ़ गुना दो संदाय के समय स े चौबीस घंटे पचास या ऄजधक एकल यात्रां के जलए संदेय पचास संदाय की तारीख स े एक मास िुल्क की राजि का दो-जतहाइ 6. जजस जजले म ें िुल्क प्लाजा पड़ता ह ै ईस जजले म ें पंजीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के ऄधीन चल रह े वाहनों को छोड़कर) के जलए िुल्क ईस श्रणे ी के जलए वाहन के जलए जनधागररत िल्ु क का 50% होगा बिते के ऐस े वाजणजज्यक वाहनों के ईपयोग के जलए कोइ सर्तवस रोड ऄथवा वैकजल्पक सड़क ईपलब्ध न हो । 7. जो यांजत्रक वाहन ऄपनी श्रेणी के जलए जनधागररत ऄनुज्ञेय भार की ऄपेक्षा ऄजधक भार स े लदा हुअ होगा ईसके चालक ऄथवा माजलक ऄथवा प्रभारी व्यजि को ऐसे ऄजधक भार से लदे हुए वाहन को राष्ट्रीय राजमागग म ें प्रवेि कराने के जलए िल्ु क संग्रहण एजेंसी को रारा िल्ु क जनयम 2008 के जनयम 10 के ईप जनयम (1ए) के ऄनुसार िुल्क का भुगतान करना होगा और ईसे राजमाग ग खण्ड का ईपयोग करन े की तब तक ऄनुमजत नहीं होगी जब तक दक ऐसे यांजत्रक वाहन स े ऄजधक भार को हटा न ददया जाए। 8. यांजत्रक वाहनों की श्रणे ी, ईनके जलए ऄनुज्ञेय भार, छूट-प्राप्त वाहनों की श्रणे ी, सर्तवस रोड, वैकजल्पक सड़क अदद सजहत सभी पररभार्ाए ं जनयमों में जवजनर्ददष्ट पररभार्ां के ऄनुसार होंगी । 9. ईि जनयमों के जनयम 12 के ऄनुसार, ईपयोगकतागं की जानकारी के जलए िल्ु क की दरें प्रदर्तित की जाएगं ी।[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 5 10. उपर सारणी-1 म ें यथा-ईजल्लजखत, अधार वर्ग 2007-08 के जलए प्रजत दकलोमीटर िुल्क की अधार दर के अधार पर, यांजत्रक वाहनों स े जलए जानेवाल े वास्ट्तजवक िल्ु क और कटौजतयों की गणना प्राजधकरण द्वारा खंडों की पूरी कर ली गइ लम्बाइ के अधार पर की जायेगी और ईसम ें ईि जनयमों के जनयम 5 के ऄनुसार वार्तर्क तौर पर संिोधन दकया जाएगा तथा ईसे, तदनुसार, ऄग्रं ेजी और स्ट्थानीय भार्ा के कम-स-े कम एक-एक समाचार पत्र म ें प्रकाजित दकया जाएगा । 11. आस पररयोजना की ऄनुमाजनत पूंजीगत लागत 1101.54 करोड़ रुपए ह।ै पूंजी लागत म ें पररवतगन हो सकता ह ै क्य ोंदक भूजम ऄजगन, जन-ईपयोजगता सेवां का स्ट् थान बदलन,े पेड़ों की कटाइ अदद जैसे दक्रयाकलाप ऄभी पूरे दकए जान े िेर् ह।ैं ऄंजतम पूंजीगत लागत को ऄलग स े ऄजधसूजचत दकया जाएगा। प्राजधकरण द्वारा प्रयोगकतागं स े वसूल दकए गए िुल्क के जररए पूंजीगत लागत की वसूली का ररकाडग रखा जाएगा और पूंजीगत लागत की वसूली हो जाने के पश् चात, लगाए जान े वाल े िल्ु क की दरों को घटाकर 40% कर ददया जाएगा और ईि जनयमों के ऄनुसार आस म ें वार्तर्क तौर पर संिोधन दकया जाएगा। [फा. सं. भाराराप्रा/11012/भारा-334-बी/यूपीएचबीएसजे/पैकेज-2/2017/हर] जप्रयांक भारती, संयुि सजचव, MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 29th July, 2020 S.O. 2482(E).--- Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 2365(E) dated 12th July,2016 issued under section 11 of the National Highway Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from kilometer 52.860 to kilometer 132.850 (UP/Haryana Border-Sonipat- Jhajjar section) of National Highway No. 334 B in the State of Haryana to the National Highways Authority of India (hereinafter referred to as the “Authority”); Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “rules”), the Central Government hereby levies the fee on mechanical vehicles at 100 % of base rate specified in column (2) of the Table 1 for net road section length of 14.250 km and for equivalent structure length (having length more than 60m) of 2.420 km (having length of 0.242 km) and at 150% of base Rates for bypasses having length of 20.958 km costing rupees ten crore or more on the type of vehicles specified in column (1) of the Table 1 below for the use of four lane of Rohna/Hassangarh- Jhajjar section from design kilometer 44.800 to kilometer 80.250 (existing km 97.400 to km 132.850) of National Highway 334 B in the state of Haryana and authorises the Authority to collect, either through its officials or through a contractor, the said fee, namely:- Table-1 Type of vehicle Base rate of fee per km for the base year 2007-08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) 3.45 or Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicles (seven or more axles) 4.206 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs 275.00 (Rupees Two Hundred Seventy Five only) for the year 2020-21 and is subject to revision every year as per the provisions of the said rules. 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 10. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 11. The estimated capital cost of the project is Rupees 1101.54 crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed and the final capital cost will be notified separately. The Authority shall maintain a record of the recovery of capital cost through user fee realised and after recovery of the capital cost, the fee leviable shall be reduced to 40% of the rates and shall be revised annually in accordance with the said rules [F.
