1. (1) इन जनयमों को केंद्रीय मोटर यान (.....संिोधन) जनयम, 2020 कहा िा सकता ह।ै
(2) य े जनयम सरकारी रािपत्र म ें उनके अंजतम प्रकािन की जतजथ को प्रवृ त होंगे।
2. केंद्रीय मोटर यान जनयम, 1989 म,ें जनयम 115 म,ें
1. उप-जनयम (18) म,ें खंड (i) में, नीच े िी गई ताजलका 2 म ें दिए गए नोट्स म,ें
(क) उप-खंड 4 (छ) के बाि, जनम्नजलजखत िब्िों, कोष्ठकों, अंकों को क्रमिः अंत:स्ट्थ ाजपत दकया िाएगा अथागत,् -
"(ि) संिभग ईंधन हाइड्रोिन समृद्ध संपीजड़त प्राकृजतक गैस (एचसीएनिी) समय-समय पर यथा-संिोजधत आईएस
17314: 2019 के अनुसार होगी,"
(ख) उप-खंड 9 (vi) के बाि जनम्नजलजखत िब्िों, कोष्ठकों, अंकों को क्रमिः अंत:स्ट्थ ाजपत दकया िाएगा अथागत,् -
"(vii) हाइड्रोिन समृद्ध संपीजड़त प्राकृजतक गैस (एचसीएनिी) के जलए जवजिष ट् ताए ं समय-समय पर यथा-
संिोजधत आईएस 17314: 2019 के अनुसार होंगे"
(ग) उपखंड 19 के बाि जनम्नजलजखत िब्िों, कोष्ठकों, अंकों को क्रमिः अतं :स्ट्थ ाजपत दकया िाएगा अथागत,् -
"(20) सीएनिी / बायो-सीएनिी / एचसीएनिी वाहनों को एआईएस 024, एआईएस-028 संिोधन 1 के
अनुसार लाग ू सभी सुरक्षा आवश्यकताओं को पूरा करना होगा।"

(ग) उप-खंड 16 के बाि जनम्नजलजखत िब्िों, कोष्ठकों, अंकों को क्रमिः अंत:स्ट् थाजपत दकया िाएगा अथागत,् -
"(17) सीएनिी / बायो-सीएनिी / एचसीएनिी वाहनों को एआईएस 024, एआईएस-028 संिोधन 1 के
अनुसार लाग ू सभी सुरक्षा आवश्यकताओं को पूरा करना होगा।"

NOTIFICATION
New Delhi, the 22nd July, 2020
G.S.R. 461(E).—The following draft of certain rules further to amend Central Motor Vehicle Rules,
1989,which the Central Government proposes to make in exercise of the powers conferred by section 110 of the
Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by subsection (1) of section 212 of the said
Act for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules will
be taken into consideration after expiry of a period of thirty days from the date on which the copies of this notification
as published in the Official Gazette, are made available to the public;
2. Objections or suggestions which may be received from any person with respect to the said draft rules within
the period aforesaid shall be considered by the Central Government.
3. Objections and suggestions to these draft rules, if any, may be sent to the Joint Secretary (MVL, Transport),
Ministry of Road Transport and Highways, Transport Bhawan, Parliament Street, New Delhi 110 001 or email at jspb-
morth@gov.inwithin the period specified above.
Draft Rules
1. (1) These rules may be called as Central Motor Vehicles (….Amendment) Rules, 2020.
(2) They shall come into force on the date of their publication in the Offcial Gazette.
2. In the Central Motor Vehicle Rules, 1989, in rule 115,
(1) In sub-rule (18),in Clause (i),in the Notes given below TABLE 2,
a) after sub-clause 4(g), the following words, brackets, figures shall be inserted namely,-
“(h) The reference fuel Hydrogen Enriched Compressed Natural Gas (HCNG) shall be as per IS
17314:2019, as amended from time to time”
b) after sub-clause 9(vi) the following words, brackets, figures shall be inserted namely,-
“(vii) Specifications for Hydrogen Enriched Compressed Natural Gas (HCNG) shall be as per IS
17314:2019, as amended from time to time”
c) after sub-clause 19 the following words, brackets, figures shall be inserted namely,-
“(20) The CNG/Bio-CNG/HCNG Vehicles shall meet all the safety requirements as per AIS 024,
AIS-028 Revision 1 as applicable.”
(2) In sub-rule (18),in Clause (ii), in the Notes given below TABLE 2,
(a) after sub-clause (4) (f), the following words, brackets, figures shall be inserted namely,-
“(g) The reference fuel Hydrogen Enriched Compressed Natural Gas (HCNG) shall be as per IS
17314:2019, as amended from time to time”

“(17) The CNG/Bio-CNG/HCNG Vehicles shall meet all the safety requirements as per AIS 024,
AIS-028 Revision 1 as applicable.”
(3) In sub-rule (20),in Clause (i), in the Notes given below TABLE 2,-
(i) after sub-clause 4 (e), the following words, brackets, figures shall be inserted namely,-
“(f) The reference fuel Hydrogen Enriched Compressed Natural Gas (HCNG) shall be as
per IS 17314:2019, as amended from time to time”
(ii) after sub-clause 5 (vi), the following words, brackets, figures shall be inserted namely,-
“(vii) Specifications of commercial Hydrogen Enriched Compressed Natural Gas (HCNG)
shall be as per IS 17314:2019, as amended from time to time”
(iii) after sub-clause 14 the following words, brackets, figures shall be inserted namely,-
“(15) The CNG/Bio-CNG/HCNG Vehicles shall meet all the safety requirements as per AIS 024,
AIS-028 Revision 1 as applicable.”
